The Regular Meeting of the McHenry City Council was called Council Mtg. to order by Mayor Stanek on Monday, April 5, 1982 at 8 P.M. At roll call the following aldermen were present: Pepping, Datz, Harker, Attendance Wieser, Smith, Meurer. Absent: Nolan, Serritella. Also in attend- ance were: Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Absent: Supt. Weber. Motion by Pepping, seconded by Meurer, to accept the minutes of the March 29, 1982 Regular Meeting and the March 31, 1982 Special Meeting as presented. Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Nolan, Serritella. Motion carried. Motion by Pepping, seconded by Datz, to enter into a two Mosquito year contract with Clarke Outdoor Spraying for mosquito abatement Abatement program covering the entire McHenry corporate limits at a cost not to exceed $23,760.00 per year. Contracts Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Nolan, Serritella. Motion carried. Motion by Wieser, seconded by Smith, to enter into a one- Lease year lease agreement with the VFW in the amount of $1,500 for use Agreement of two lighted ball fields for the McHenry Junior Youth Baseball teams. VFW Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Nolan, Serritella. Motion carried. Motion by Wieser, seconded by Smith, to defer action on Zoning Matte the Zoning Board of Appeals recommendation regarding the Fuhler property at the corner of Elm and Green Streets until the May 3, 1982 meeting in order to give the Council time to study the matter. Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Nolan, Serritella. Motion carried. Mayor Stanek called for a recess at 9:24 P.M. The meeting reconvened at 9:34 P.M. with everyone still in attendance. Motion by Smith, seconded by Wieser, to authorize and McHenry approve payment of a note due for a McHenry Shores truck in the Shores amount of $2,600.00 principal, $543.65 interest for a total payment of $3,143,65 payable to McHenry State Bank. Authorization Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Nolan, Serritella. Motion carried. The Clerk was instructed to contact McHenry State Bank and determine if the truck note was figured with simple or add -on interest and to find out how many more payments were due on the note. Motion by Harker, seconded by Meurer, to pass an Ordinance Ordinance 1 proposing the establishment of a special service area in the City of McHenry McHenry and providing for a Public Hearing and other procedures in Hospital W/S connection with financing the extension of utility lines to the McHenry Hospital site on Bull Valley Road. Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Nolan, Serritella. Motion carried. Motion by Datz, seconded by Smith, to concur with the Zoning Ordinance Board of Appeals and grant a variation to McHenry Hospital for construc- Zoning tion of a nine (9) story building at a height not to exceed 140 feet. McHenry Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Hospital Voting Nay: None. Absent: Nolan, Serritella. Motion carried. Monday, April 5, 1982 Page 2 Budget Alderman Pepping, Chairman of the Finance Committee, presented the proposed budget for the 1982-83 fiscal year. He announced that a Public Hrg. Public Hearing would be held at 7:30 P.M. on Monday, April 19, 1982, to satisfy the Revenue Sharing requirements and that the budget would be presented for final approval at the regular meeting following that Public Hearing. Motion by Meurer, seconded by Smith, to authorize and approve Public Works purchase of two retracto cables for use on the gasoline hoses at the Purchases city garage at a total cost of $285.20. Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Serritella, Nolan. Motion carried. Police Dept. Motion by Meurer, seconded by Smith, to authorize and approve purchase of smoke detectors and night lights for the cell area at the Purchases Police Station. Voting Aye: Pepping, D.atz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Serritella, Nolan. Motion carried. Resignation Mayor Stanek read a letter of resignation from Kit Carstens, a member of the Plan Commission. The letter was accepted with regret. Motion by Wieser, seconded by Smith, to adjourn. Voting Aye: Pepping, Datz, Harker, Wieser, Smith, Meurer. Voting Nay: None. Absent: Serritella, Nolan. Motion carried. Meeting adjourned at 11:20 P.M. MAYOR CITY CLERK
