MONDAY, APRIL 4, 1983 7:30 P.M.
The regular meeting of the City Council was called to order by
Mayor Stanek on Monday, April 4, 1983 at 7:30 P.M. At roll call the follow-
ing aldermen were present: Nolan, Smith, Serritella, Datz, Gelwicks, Busse,
Pepping, Meurer. Absent: None. City staff in attendance were Attorney
Narusis, Supt. Halvensleben, Chief Pasenelli. Clerk Gilpin arrived at 7:50 P.M.
Motion by Gelwicks, seconded by Pepping, to go into executive
session at 7:32 P.M. for the purpose of discussing personnel.
Voting Aye: Nolan, Smith, Serritella, Datz, Gelwicks, Busse,
Pepping, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Serritella, seconded by Pepping, to go back into open
session at 7:55 P.M.

Motion by Datz, seconded by Meurer, to accept minutes of the
March 2, 1983 Special Meeting, of the March 21, 1983 Revenue Sharing Proposed Use
Hearing, and the March 21, 1983 Regular Meeting as presented.
Voting Aye: Nolan, Smith, Serritella, Datz, Gelwicks, Busse,
Pepping, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Serritella, seconded by Datz, to pass a resolution
authorizing the Mayor and Clerk to apply for a grant to the Community
Development Assistance program under the Set -Aside Provisions to fund a
certain Illinois Coil Spring Co. project.
Voting Aye: Nolan, Smith, Serritella, Datz, Gelwicks, Busse,
Pepping, Meurer.
Voting Nay: None.
Absent: None.
Motion carried.
Developer John Gould of Woodstock Financial Services, LTD., pre-
sented a proposal for development of McHenry Lakes Estates with modular
homes. Following his presentation it was a concensus of opinion that the
Building & Zoning officer Orville Andrews should present a written report
to the council as to how these modular homes would be affected by the City
of McHenry building & zoning codes. His report would be delivered to the
council at the next regular meeting on April 18, 1983.
Motion by Pepping, seconded by Smith, to pass an ordinance amend-
ing the Subdivision Control Ordinance of the City of McHenry regarding
subdivision of parcels of land containing no more than 1 acre in area.
Voting Aye: Nolan, Smith, Serritella, Datz, Busse, Meurer,
Pepping.
Voting Nay: Gelwicks.
Absent: None.
Motion carried.
Motion by Nolan, seconded by Busse, to pass an ordinance regulating
the minimum age of persons conducting retail sale of packaged alcoholic
liquor in the City of McHenry.
Voting Aye: Nolan, Smith, Serritella, Datz, Busse, Meurer,
Pepping, Gelwicks.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Stanek called for a recess at 9:10 P.M. The meeting reconvened
at 9:22 P.M. with everyone still in attendance.

Proclamation A Proclamation was read by Mayor Stanek which proclaimed the week
of April 10-16, 1983 to be Private Property Week as requested by the McHenry
County Board of Realtors.

League and to authorize and approve payment of $750 for the lease agreement

with a stipulation that this would be the final year the City would enter
into this lease agreement.

and prepare an audit for fiscal year 1982-83 for a fee of $8,500 to $9,000.

the hiring of Richard Weber at an annual salary of $5,100 for 599 hours of
work per year on the lift stations and at the Sewer Plant to be paid from
the Sewer Fund with employment to begin upon his retirement from ful'ltime City
employment as shop foreman at the City garage.
