Mayor Busse called to order the Regular Meeting of the McHenry City Council on Wednesday, April 2, 1986 at 7:30 P.M. in city hall. At Council Mtgs.- roll call the following aldermen were present: Teta, Lieder, McClatchey, Attendance Smith, Snell, Serritella. Absent: Bolger, Nolan. City staff in at- tendance: Superintendent Batt, Clerk Gilpin, Attorney Narusis, Chief Joyce, Park Director Merkel. Motion by McClatchey, seconded by minutes of the March 12, 1986 Regular Meeting, Meeting, and the March 19, 1986 Regular Meeting Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Serritella, to accept the the March 17, 1986 Special as presented. Teta. Regina Green and Avis Gans, of the McHenry Women's Club, pre- sented a check to the City for $216.00 to be used for installation of Donations two benches in front of the McHenry Public Library. Mayor Busse accepted the check and thanked the women on behalf of the Library and the City of McHenry, for this contribution and the other fine contributions they had made in past years which benefited all the citizens of McHenry. Motion by Lieder, seconded by Snell, to approve the issuance parks -Authorization of a Special Use Permit and Beer Permit for a softball tournament at Peterson Park for the McHenry County Easter Seal Society to be held May 3 & 4, 1986. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Motion by McClatchey, seconded by Smith, to place a twen- ty-one day moratorium on the issuance of accessory building permits effective April 2, 1986. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Motion by Smith, seconded by Teta, to pass an ordinance de- leting any and all references to wood foundations and footings from the BOCA Code book and COBA Code book. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Motion by Teta, seconded by Lieder, to seek price proposals from contractors for repairs on the Riverside Drive sanitary sewer line instead of going through the bidding process. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Motion by Serritella, seconded by Teta, to pass an ordinance allowing only passenger cars and trucks with "B" plates not exceeding 8,000 lbs. per axle for through -traffic on Riverside Drive between Pearl and Elm Streets. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Building Permits- Misc. Building Permits- Misc. Elmer Dombrowski, Doug Popejoy, Ray Martin, and Bob Steele Water addressed the Council concerning a rusty water problem in their Service neighborhood. Superintendent Batt reported that Wells 2 & 3 had been down for repair, and the situation should be remedied by the end of April when the wells were back in service. McHenry Motion by Teta, seconded by Serritella, to authorize the Mayor to act as representative for the City of McHenry on the McHenry Cnty. County Waste Advisory Committee, with Teta to act as alternate. Waste Voting Aye: Lieder, McClatchey, Advisory Smith, Snell, Serritella, Teta. Ctte. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Mayor Busse called for a recess at 8:55 P.M. The meeting reconvened at 9:05 P.M. with everyone still in attendance. A report on the Park Committee meeting held Thursday, March 20, 1986 was then presented. Motion by Serritella, seconded by McClatchey, to approve the Park proposal of Hoffstetter Corporation for re -seeding the soccer field Improv. at Knox Park at a cost of $625.00. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Superintendent Batt reported that three bids have been ob- tained for the summer sidewalk program as follows: Alliance Con- tractors, $27,018.50; Zimmerman Construction, $36,624.40; T.S. Con- crete Co., Inc., $38,745.90. Bid Motion by Lieder, seconded by Teta, to accept the low bid of Opening Alliance Contractors of Woodstock, in the amount of $27,018.50. & Voting Aye: Lieder, McClatchey, Awarding Smith, Snell, Serritella, Teta. Sidewalk Voting Nay: None. Repair Absent: Bolger, Nolan. Motion carried. Motion by Smith, seconded by McClatchey, to post a two-hour Parking Parking time limit on Court Street between Venice and Elm Street on a Regs. temporary trial basis for sixty days. Voting Aye: McClatchey, Smith, Snell. Voting Nay: Serritella, Lieder, Teta. Absent: Bolger, Nolan. There being a tie vote, the Mayor cast an Aye vote and declared the motion carried. Wednesday, April 2, 1986 page 3 Motion by Snell, seconded by McClatchey, to go into Ex- ecutive Session at 10:24 P.M. to discuss personnel, pending lit- igation and property acquisition. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Motion by McClatchey, seconded by Snell, to go back into open session at 10:35 P.M. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Motion by Smith, seconded by Serritella, to accept the rec- ommendation of the Superintendent of Public Works and authorize the promotion of Ryan Schwalenberg in the Public Works Department to a mechanic's position, with his salary to be established at $16,830.00, effective April 4, 1986. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger, Nolan. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
