A Special Meeting of the City Council was called to order by Mayor Special Stanek on Wednesday, March 31, 1982 at 8 P.M. for the purpose of discussing Meeting aspects of utility financing, review of the Water Sewer 1982-83 budget and Attendance to handle any and all business which might properly come before the Council. At roll call the following aldermen were present: Pepping, Nolan, Wieser, Smith, Serritella. Meurer arrived at 8:21 P.M. Absent: Harker, Datz. Also in attendance were Supt. Weber, Attorney Narusis, Clerk Gilpin, Steve Verseman of Baxter & Woodman and personnel from McHenry Hospital Attorney Jeff Ladd; Board Members Mel Prust, Don Howard, Dennis Conway; Engineer John Smith and Administrator John Prange. Verseman presented a written documentation which outlined water and McHenry sewer extension routes and specifically noted percentage and dollar figures Hospital for benefited property owners along those routes. One route was denoted for WAS sewer lines and two routes for water lines. Following discussion, it was decided the Alternate Water Route going east from the hospital site along Bull Valley Road to the intersection of Route 31 and then north on 31 on the west side of the highway to the north line of Knox Park would be a more economical and beneficial route to develop. Motion by Pepping, seconded'by Nolan, to choose the alternate along It Route 31 as the water line extension for the hospital. Voting Aye: Pepping, Nolan, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: Harker, Datz. Motion carried. Discussion was held on waiving connection fees, capital improve- „ ment fees and building permit fees in the total amount of approximately $143,000.00 for construction of the hospital. Motion by Pepping, seconded by Nolan, to waive all fees charged for construction of McHenry Hospital. Voting Aye: Pepping, Nolan, Smith, Serritella, Meurer. Voting Nay: Wieser. Absent: Harker, Datz. Motion carried. Motion by Smith, seconded by Pepping, to include $75,000 of city Public money for Public Benefit toward the construction of McHenry Hospital. Benefit Voting Aye: Pepping, Nolan, Smith, Serritella, Meurer. Voting Nay: Wieser. Absent: Harker, Datz. Motion carried. Mayor Stanek called for a recess at 10:14 P.M. the meeting reconven- ed at 10:22 P.M. with everyone still in attendance. The Council reviewed the 1982-83 Water -Sewer Control Budget as Budget presented by the Finance Committee. Following discussion, the Mayor directed the Water -Sewer Committee to report back to the Council within two weeks Committees with a recommendation on rates which will put the City in compliance with existing bond ordinance requirements. Motion by Wieser, seconded by Smith, to adourn. Voting Aye: Pepping, Nolan, Smith, Serritella, Meurer, Wieser. Voting Nay: None. Absent: ''Harker, Datz. Motion carried. Meeting adourned at 10:45 P.M.
