MONDAY, MARCH 31, 1980 8 P.M.
The regular meeting of the City Council was held on Monday,
March 31, 1980. The meeting was called to order by Mayor Stanek at 8 P.M.
At roll call, the following aldermen were present: Pepping, Harker,
Datz, Wieser, Adams, Schooley, Meurer. Absent: Nolan
Motion by Adams, seconded by Datz, to accept the minutes of
the March 17, 1980 Regular Meeting as read with one correction.
Voting Aye: Pepping, Harker, Datz, Wieser, Adams,
Schooley, Meurer.
Voting Nay: None
Absent: Nolan
Motion carried.
A Public Hearing on the 1980-81 Proposed Control Budget for
the City of McHenry was held during this meeting for the purpose of
allowing the public to participate in the discussion and allocation of
Revenue Sharing funds and how those funds would relate to the overall
Control Budget. Mayor Stanek asked if there was anyone in the audience
who wished to present oral or written comments regarding the matter.
No one in the audience replied.
Following discussion, Pepping made a motion, seconded by Harker, to
allocate Revenue Sharing Funds to the following categories:

McHenry County
Senior Citizens Council

Youth Service
Bureau for McHenry County

McHenry County Historical Society $ 11000
Mosquito Abatement $20,000

Motion by Pepping, seconded by Harker, to allocate $2,500 of Revenue
Sharing Funds to the McHenry Alternative High School.
Voting Aye: Pepping, Harker, Datz, Adams, Schooley, Meurer.
Not Voting: Wieser.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Discussion was held between the Council and Chamber of Commerce
members regarding a moratorium on collection of parking meter fees.
Motion by Harker, seconded by Pepping, to pass an ordinance
authorizing a 90-day moratorium on collection of parking meter fees
to be put into effect June 1, 1980 and establishing a two-hour parking
settlement fine.
Voting Aye: Pepping, Harker, Datz, Wieser, Adams, Meurer,
Schooley.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Mayor Stanek declared a ten minute recess at 9:30 P.M. The
meeting reconvened at 9:40 P.M. with everyone still in attendance.
Discussion was held on how to handle enforcement of the two-
hour parking restriction during the moratorium. The matter was tabled
until the next meeting.
Motion by Adams, seconded by Wieser, to grant permission to
the McHenry Area Jaycees to conduct a benefit race on Sunday, May 4,
1980 with the starting point to be West Campus High School.
Voting Aye: Pepping, Harker, Datz, Wieser, Adams, Schooley,
Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Harker, seconded by Schooley, to pay John Fritsch
$1,000 for use of his farm land on Crystal Lake Road for sludge dis-
posal in 1979.
Voting Aye: Pepping, Harker, Datz, Wieser, Adams Schooley,
Meurer.
Voting Nay: None.

Motion by Schooley, seconded by Datz, to authorize and
approve payment of $9,117.41 to Charles and Lillian Coles for property
on Green Street adjacent to the theatre and Boone Creek.
Voting Aye: Pepping, Harker, Datz, Schooley, Meurer.
Voting Nay: Wieser, Adams.
Absent: Nolan.
Motion carried.
Pepping, Chairman of the Finance Committee, made a presen-
tation of the proposed Control Budget for 1980-81 Fiscal Year.
Motion by Pepping, seconded by Adams, to adopt the 1980-81
Control Budget as recommended by the Finance Committee.
Voting Aye: Pepping, Harker, Datz, Schooley, Adams, Wieser.
Voting Nay: Meurer.
Absent: Nolan.
Motion carried.
Motion by Datz, seconded by Wieser to authorize the use of
two ball fields in Petersen Park for a National USSA 16 inch Softball
Tournament on August 8, 9 and 10, 1980.
Voting Aye: Pepping, Harker, Datz, Schooley, Adams, Wieser.
Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Action on the Park & Recreation Agreement between the City
of McHenry and High School District 156 was tabled until the next
meeting.
Motion by Pepping, seconded by Meurer, to authorize the
expenditure of up to $17,000 for installation of wiring for softball
fields in Petersen Park.
Voting Aye: Pepping, Harker, Datz, Schooley, Adams,
Wieser, Meurer.
Voting Nay: None.
Absent: Nolan.

Motion by Schooley, seconded by Meurer, to authorize and
approve payment to Buss Ford Sales for two 1980 trucks in the amount
of $14,250.
Voting Aye: Pepping, Harker, Datz, Wieser, Adams,
Schooley, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Datz, seconded by Wieser, to accept the low price
of City Wide Carpeting of McHenry for carpeting the Deputy Clerk's
room and the spiral stairway in the amount of $830.00.
Voting Aye: Pepping, Harker, Datz, Wieser, Adams,
Schooley, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Motion by Datz, seconded by Adams, to authorize remodeling
and improvements in the Police Department area of City Hall as
recommended by the Public Property Committee.
Voting Aye: Pepping, Harker, Datz, Wieser, Adams,
Schooley, Meurer.
Voting Nay: None.
Absent: Nolan.
Motion carried.
