MONDAY, MARCH 29, 1982 8 P.M.
The Regular Meeting of the City Council was called to order by Mayor
Stanek on Monday, March 29, 1982 at 8 P.M. At roll call the following alder- Council Mtg,
men were present: Pepping, Harker, Nolan, Wieser, Smith, Serritella, Meurer. Attendance
Absent: Datz. Also in attendance were: Supt. Weber, Attorney Narusis, Clerk
Gilpin, Chief Pasenelli.
Motion by Harker, seconded by Nolan, to accept the minutes of the
March 15, 1982 Regular Meeting as presented.
Voting Aye: Pepping, Harker, Nolan, Wieser, Smith, Serritella, Meurer.
Voting Nay: None.
Absent: Datz.
Motion carried.
It was announced that through a referendum held in the Primary Elec- McHenry
tion on March 16, 1982, the Village of McHenry Shores was annexed to the City Shores
of McHenry. The referendum passed in both municipalities by the following Annexati
vote: City of McHenry - Yes votes 1498, No votes 850; Village of McHenry
Shores - Yes votes 313, No votes 46. Annexation was immediate on March 17,
1982 as per Illinois State Statutes. The City of McHenry succeeded immediate-
ly to all assets, obligations and rights of the former Village of McHenry
Shores. A canvas of the election is attached to these minutes as a point
of information.
Dr. Hal Sundin of Baxter and Woodman, Attorney Jeff Ladd of McHenry McHenry
Hospital and Attorney Narusis presented an outline to the Council of steps Hospital
necessary to secure financing for sewer and water line extensions to the
new hospital site.
Motion by Harker, seconded by Nolan, to authorize Narusis to draw Water Sewer
up the necessary paperwork for a Special Service Area Taxation on acreage of
the McHenry Hospital to produce financing for utility extensions to the new

Motion by Smith, seconded by Serritella, to call a Special Meeting
on Wednesday, March 31, 1982 at 8 P.M. for the purpose of discussing waiving
of fees for hospital construction and review of the 1982-83 Water -Sewer budget.
Voting Aye: Pepping, Harker, Nolan, Wieser, Smith, Serritella, Meurer.
Voting Nay: None
Absent: Datz.
Motion carried.
Motion by Smith, seconded by Meurer, to approve the recommendation
of City of McHenry ESDA Director John Shay and authorize the attendance of
Mrs. Charlene Svihlik, Asst. ESDA Coordinator, at the Illinois Emergency
Services Management Conference in Springfield on April 29-May 2 at an estimated
cost of $218.71; to approve the purchase of a mobile radio for her automobile
at a cost of $620; and to table action on acceptance of Shay's resignation
and the appointment of Mrs. Svihlik to take his place at a cost of $150.00 per
month with an additional $700.00 per year for training, conferences and associa-
tions dues.

Mayor Stanek appointed a Special Committee to realign ward boundary
lines and come back with a recommendation to the Council. Meurer was appointed Ward

Motion by Nolan, seconded by Meurer, to conduct Spring cleanup
Cleanup days in the City during the week of June 7 thru June 11 and accept the
Days proposal of McHenry Woodstock Disposal who will supply the vehicles and
drivers, with the city providinglabor to load the trucks, at a cost of
$189.50 per vehicle, plus a $2.50 per yard disposal fee.

Motion by Serritella, seconded by Harker, to authorize Attorney Authorization
Narusis to proceed with necessary steps to rezone the recently annexed McHenry Shore
Tonyan Industrial Park to Industrial zoning if a previous annexation
agreement does not already cover the matter. Zoning Matters

Attorney Narusis advised the Council of a lawsuit filed against Lawsuits
the former Village of McHenry Shores by a former police officer of the McHenry
village, Nobert Sauers, which the City of McHenry now has the obligation Shores
to defend.
