MARCH 20, 1991 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, March 20, 1991 at 8:00 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Teta, Smith, McClatchey, Patterson, Serritella. Lieder arrived at 8:30 P.M. Absent: None. City Staff in attendance were: City Attorney Narusis, City Clerk Gilpin, City Administrator Peterson, Director of Public Works Batt, Director of Building and Zoning Halik, Chief Joyce. Absent: Director of Parks and Recreation Merkel. During the ten minute public input session, Mary Killar of 2814 W. Kama Ave., McHenry, addressed the Council on growth and the environment. She encouraged the City Council to control growth and protect the environment. March 20, 1991 Page 4 City Administrator Peterson reported that proposals had been sent to a number of auditing firms, as well as a public notice printed in the Northwest Herald, requesting audit proposals for years ending April 30, 1991, 1992, and 1993. Six proposals were received. After reviewing the proposals, it was the recommendation to award the audit service contract to Sherman 3 Roach of Crystal Lake. Motion by Smith, seconded by Patterson, to retain Sherman 3 Roach to perform the City's audits for the years ending April 30, 1991, 1992, and 1993, at a total cost for the three years of $36,500.00 Voting Aye: Bolger, Donahue, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Lieder. Motion carried. Motion by McClatchey, seconded by Serritella, to enter into an Engineering Construction Services Agreement with Baxter 8 Woodman for full-time resident engineering services for construction work on the Riverside Drive parking lot at a cost not to exceed $16,700.00 Voting Aye: Bolger, Donahue, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Lieder. Motion carried. Alderman Lieder arrived at 8:30 P.M. Landscape architect proposals for the new McHenry Municipal Center were solicited from a number of firms. Four proposals were received. The City Administrator, Director of Parks and Recreation, and Director of Public Works met with representatives of three landscape firms: Flowerwood, Martin Associates, and Synnesvedt. A representative from Earth Industries sent a letter saying they favored a design -build approach to the project. Steve Marzahl of Earth Industries addressed the Council and answered questions regarding his design -build proposal. A lengthy discussion ensued. Motion by Patterson, seconded by Smith, to award the contract for landscape architectural services to Martin Associates at a cost not to exceed $5,890.00, and to design a plan which would stay within the City's budget figure of approximately $75,000.00. Voting Aye: Teta, Lieder, Smith, Patterson. Voting Nay: Bolger, Donahue, McClatchey, Serritella. Absent: None. There being a tie vote, Mayor Busse cast an "aye" vote and declared the motion carried. Attorney Narusis reported that the State Legislature recently passed a new law which set out the term of elected City officials throughout the State. He prepared an ordinance to be passed this evening which would put the City's ordinance in compliance with State Statutes. Motion by Teta, seconded by Patterson, to pass an ordinance designating that the term of elected City officials shall begin at noon on the first Monday of the month following such officials' election. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Teta, Chairman of the Building, Zoning, Planning b Development Committee, reported on a meeting held prior to this Council Meeting, concerning forced annexation of islands of land. The Committee had no clear recommendation on the matter. March 20, 1991 Page 5 Motion by Lieder, seconded by Bolger, to instruct the Building, Zoning, Planning 3 Development Committee, the City Administrator, the Mayor, and the City Attorney, to review all the comments made at this Council Meeting on this issue and come back to the Council with a recommendation within 45 days before the City takes any further action on forced annexations of the properties in question. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Lieder, Chairman of the Finance Committee, reported on a Finance Committee Meeting held March 18, 1991. The Committee reviewed the budget process for Fiscal Year 1991-92 and spent time looking at salary and benefit requests from the employees. The City Administrator was instructed to proceed with the budgeting process, meet with Department Heads to finalize their department requests, and then meet with the Finance Committee. The Finance Committee hoped to be back before the Council with a recommendation within the next two weeks. Motion by Lieder, seconded by Patterson, to conduct a Special Council Meeting on Wednesday, March 27, 1991 at 7:30 P.M. to discuss Capital Development Fees, Developer Donation Fees, and Annexation Fees. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Boy Scout Troop #149 sent a letter to Alderman McClatchey offering the services of their Troop for either greeters, tour guides, hosts, or the formal flag ceremony at the dedication of the new McHenry Municipal Center. The Mayor will send a response expressing appreciation to them for their offer. Motion by Smith, seconded by McClatchey, to adjourn. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. The Meeting adjourned at 10:03 P.M.
