The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, March 19, 1986 at 7:30 P.M. at City Council Hall. At roll call the following Aldermen were present: Bolger, Lieder, Mtgs.- McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Attendance staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. There were a large number of Veterans in the audience from Vietnam Veterans, Polish Legion of American Veterans, American Legion Post 491 and Veterans of Foreign Wars Post 4600. They requested that the Council change the name of Pearl Street Park to Veteran's Memorial Park. Motion by Snell, seconded by McClatchey, to change the name of Pearl Street Park to Veteran's Memorial Park. Motion by Smith, seconded by Serritella, to amend the motion to read "Pearl Street Veteran's Memorial Park". Following comments from Veterans in the audience, Alderman Smith withdrew his amendment and Alderman Serritella withdrew her second. Voting on the original motion: Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Officers of the McCullom Lake Conservation Club addressed the Council concerning their proposal to donate the dredge, the weed cutter and all equipment used to dredge the lake to the City of McHenry. Certain provisions were attached to the proposed donation. Harvey May, president of the McCullom Lake Conservation Club, ad- dressed the Council, as well as Peter Kasper and Elmer Thorp, members of the club. Park Dept. Misc. Motion by Serritella, seconded by Bolger, that the Park Com- mittee and the Public Property Committee be instructed to study the Committees - matter further and return with a recommendation at a future meeting. Instructions Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. The Mayor requested that the agenda item concerning a lease Chicago & agreement with Chicago Northwestern Transportation Company for the NW Transp. commuter parking lot improvements be deferred until the next meeting. Co. Discussion was held on an ordinance relating to covers or tarpaulin required for certain vehicle loads. Motion by Bolger, seconded by Nolan, to refer the matter to theCommittees- Streets& Sidewalks Committee for further consideration. Park Director Merkel reported that five price proposals had been received for printing of the 1986 Summer Park Brochure as fol- lows: McHenry Printing Services $3,098; McGram Graphics $2,700; Preferred Graphics $2,900; Quality Graphics $2,928; R & W Graphics Inc. $3,569.35. Motion by McClatchey, seconded by Snell, to award the bid for Bid Award. printing the 1986 Summer Park Brochure to the low bidder McGram Graphics at the price of $2,700. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Park Dept.- Misc. Wednesday, March 19, 1986 page 2 Motion by Nolan, seconded by Bolger, to accept the renewal pro - Insurance posal for employee group health insurance with Blue Cross/Blue Shield at a rate increase of 4.5 percent for the period to run from March 29, 1986 to March 29, 1987. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Supt. Batt reported that two price quotes were received for installation of water system improvements to Well No. 7 and Well No. 8 and Elevated Tank No. 2 of a supervisory control system. The bids were as follows: Shillin Controls of Hoffman Estates $5,437; Carey Electric of McHenry $9,150. Bid Award. Motion by Bolger, seconded by Serritella, to accept the low Water Dept. price proposal of Shillin Controls for installation of the supervisory Improv. control system at a cost of $5,437. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to accept the February Treasurer's Report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Public Works Motion by Smith, seconded by Snell, to change the policy on Misc. brush pickup from every month pickup to twice a year pickup. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Serritella, Teta. Voting Nay: Snell. Absent: None. Motion carried. Wages & Motion by McClatchey, seconded by Snell, to hire Arthur Young & Benefits Co. of Chicago to develop an equitable Salary Administration Program and a Personnel Policy Manual through a three phase study at a cost of Contracts $12,000 with $1,700 to be reimbursed by Mayor Busse. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: Bolger. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to authorize and approve Water Dept. payment of $19,305 to Automatic Control Services for automatic water Improve. supervisory control system equipment as recommended by Baxter & Woodman. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Park -Beer Motion by Nolan, seconded by Snell, to authorize the Permits issuance of picnic beer permits as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Wednesday, March 19, 1986 page 5 Motion by Serritella, seconded by Snell, to pass an ordinance stating that it shall be unlawful for the operator of any motor vehicle Ordinance to park such vehicle for a period of time longer than four consecutive hours from 6:00 a.m. to 6:00 p.m. except Saturdays, Sundays, and holidays Parking at the following locations: West side of Park Street between Pearl and Regs. & Broad, South side of Broad Street between Park and Court, and east side Lots of Court Street between Broad and Pearl, effective immediately.
