The Regular Meeting of McHenry City Council was called to order by Mayor Stanek on Monday, March 19, 1984 at 7:32 P.M. in City Hall. At roll call the following aldermen were present: Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella. Nolan arrived at 7:44 P.M. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, City Clerk Gilpin, Police Chief Pasenelli Park Director Merkel. Motion by Snell, seconded by Busse, to accept the minutes of the March 15, 1984 Regular Meeting and of the March 5, 1984 Public Hearing as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella, Nolan. Voting Nay: None. Absent: None. Motion carried. Kurt Bremer of the McHenry Lions Club addressed the Council concerning use of the Green Street parking lot for the annual :Lions Carnival days on June 7, 8, 9 and 10, 1984. Notion by Busse, seconded by Snell, to grant the re- quest of the Lions Club for use of the Green Street parking lot for a carnival on June 7, 8, 9, and 10, 1984. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella, Nolan. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek read letters of commendation for Officer Mike Oliver and Richmond Rescue Squad member Donald Wehrheim for their proapt and professional action in saving the life of an accident victim on March 8, 1984. The victim, Apolinary Pulkowski, had an apparent heart attack and crashed into a traffic signal at the corner of Elm Street and Crystal Lake Road. Officer Oliver and Mr. Wehrheim immediately began mouth-to-mouth resuscitation and revived the victim until the McHenry Rescue Squad transported him to McHenry Hospital. Mayor Stanek expressed appreciation to Officer Oliver and Mr. Wehrheim for their heroic action. George Erkenswick, President of the McHenry Police Officers Association presented plaques to Officer Oliver and Mr. Wehrheim in recognition of their outstanding actions. Discussion was held on possible sale of the Park DepartTmnt Concession Wagon. Motion by Smith, seconded by Snell, to authorize Park Director Merkel to investigate sale of the concession wagon after rem ovincj the major appliances which can be used in the Parks & Recreation Department and to authorize the Lions Club to use their concession wagon for serving the City's concession needs at various locations as outlined by Park Director Me&el. Voting Aye: Busse, Datz, McClatchey, Smi'.th, Snell, Serritella. Voting Nay: Bolger, Nolan. Absent: None. Motion carried. Motion by Snell, seconded by Datz, to pass a resolution designating the Fiesta Day Parade routes for 1984. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella, Snell. Motion by Busse, seconded by Datz, to pass a ordinance Control amending the Subdivision Control Ordinance to allow the use of Ordinance PVC truss pipe in lieu of ABS truss pipe for construction of sanitary sewers. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella, Snell. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Snell, to designate Revenue Barbara Gilpin to coordinate compliance with the non-discrimina- Sharing tion requirements of the Revenue Sharing Act and to publish said notice in the paper as required by Revenue Sharing regulations. Motion carried. Monday, March 19, 19841 Page 4 Garbage Disp. Rates Failed Mot. Garbage Disposal Rates Alderman Serritella, Chairman of the License Committee, reported that her committee had met with representatives of McHenry Woodstock Disposal concerning a rate increase for resi- dential disposal fees. Notion by Serritella, seconded by Snell, to pass an ordinance increasing the monthly scavenger pickup fees from $6.60 to $7.60 per month. Voting Aye: Bolger, Smith, Snell, Serritella. Voting Nay: Nolan, Busse, Datz, McClatchey. Absent: None. There being a tie vote Mayor Stanek cast a nay vote and declared the motion did not carry. Notion by Smith, seconded by Busse, to pass an ordi- nance increasing the monthly scavenger pickup fees from $6.60 to $7.25. Voting Aye: Bolger, Busse, Snell, Smith, Serritella. Voting Nay: Nolan, Datz, McClatchey. Absent: None. Motion carried. Comm.-Auth.,etc. Alderman Busse, Chairman of the Finance Committee, reported on the following Finance Committee recommendations: To Employees solicit applications for a full-time position in the Clerk's Office and in the Park: Department. Motion by Busse, seconded by Nolan, to establish one new full-time position in the City Clerk's Office at a Clerk I Employees position with a salary range of $10,180 to $13,630. Voting Aye: Bolger, Busse, Datz, Nolan, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Busse, to establish one Employees new full-time position in the Park Department for maintenance worker with the starting wage at the beginning Public Works rate. Voting Aye: Bolger, Busse, Datz, Nolan, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. 3urchases- Motion by Snell, seconded by Smith, to authorize Park Sark Dept. Director Merkel to draft a criteria for purchase of a new park mower and authorize him to advertise for bids on said mower. Voting Aye: Bolger, Busse, Datz, Nolan, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek called for a recess at 9:22 P.M. The meeting reconvened at 9:33 P.M. with everyone still in attend- ance. mployees Motion by Nolan, seconded by Busse, to authorize the hiring of a new employee in the Police Communication Department at a salary of $14,700 as a replacement for Virgin McFadden who has resigned to move out of state. Motion by Mc:Clatchey, seconded by Serritella, to Misc. authorize and approve payment of $430 as reimbursement to Sgt. Patrick Joyce for a course at Aurora College entitled Concepts of Criminal Justice Management. Police Chief Pasenelli announced that Juvenile Officer Gary Wiguan had been recognized as one of 26 in the State of Illinois, as an outstanding officer in his field. He was recently made a nenber of the Executive Juvenile Officer's Association of the State of Illinois. Motion by Nolan, seconded by Serritella, to approve the use of one ball field in Petersen Park on Sundays as requested by Walt Dal.eske. Voting Aye: Bolger, Busse, Datz, Nolan, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to authorize Park Director Merkel to purchase a 23.1 cubic foot freezer for use at the Petersen Park Concession Stand at the best price possible. Voting Aye: Bolger, Busse, Datz, Nolan, McClatchey, Smith, Serritella. Voting Nay: Snell. Absent: None. Motion carried. Motion by Serritella, seconded by Smith, to set the effective dates of the new garbage rate as June 1, 1984. Voting Aye: Bolger, Busse, Datz, Nolan, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Snell, to go into execu- tive session at 10:02 P.M. for the purpose of discussing pending litigation.
