The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, March 18, 1987 at 7:30 P.M. at City Hall . At roll call the following Aldermen were present: Bolger, Lieder, Council McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Meeting staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Attendance Director Merkel, Chief Joyce. Motion by Nolan, seconded by Bolger, to accept the minutes of the March 4, 1987 and March 11, 1987 Regular Meetings as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Don "Butch" Meyer of McIntosh Developers addressed the Council requesting approval of final plat for Brittany Heights Unit I as recom- mended by the Plan Commission. Motion by Lieder, seconded by McClatchey, to approve final plat of Brittany Heights Unit I Phase I as presented subject to proper ease- Plats ments being submitted to the City Attorney for approval and contingent upon receipt of a Letter of Credit as recommended by Baxter 8 Woodman. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teti. Voting May: None. Absent: None. Motion carried. Motion by Nolan, seconded by Teta, to approve the request of the Landmark Commission for historic plaquing of the Riverside Hotel at 3308 W. Elm Street and the Barbian House at 1501 N. Riverside Drive. Landmark Voting Aye: Bolger, Lieder, McClatchey, Nolan, Commission Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell , to bring back on the table the Tree Ordinance proposal which was tabled at the last meeting. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell , seconded by Nolan, to ing the Tree Planting Ordinance as presented. Voting Aye: Lieder, McClatchey, Nolan, Snell , Teta. Voting Nay: Bolger, Smith, Serritella. Absent: None. Motion carried. pass an ordinance adopt- Ordinances Tree Plantin< Alderman Smith, Chairman of the Street and Sidewalk Committee, Parking recommended that no action be taken on the Waukegan Street parking pro- blem at this time since the owners of the Harborside Pontiac Cadillac are attempting to find an acceptable alternative to parking on Waukegan Street. It was recommended that Attorney Narusis draft an ordinance Sidewalks requiring side- walks to be installed in all commercially zoned areas. Mayor Busse called for a recess at 8:55 P.M. The meeting reconvened at 9:10 P.M. with everyone still in attendance. Kelly Low, Chairman of the Committee for a "Yes" vote on the Guests School District 15 Referendum, addressed the Council and presented facts on the referendum which is up before the voters at the April 7, 1987 Election. Low and Dan DeRoche were present to answer questions regarding the Referendum. Motion by McClatchey, seconded by Bolger, to accept the February Treasurer's Report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting May: None. Absent: None. Motion carried. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting May: None. Absent: None. Motion carried. Purchases - City Clerk Ordinances Motion by Lieder, seconded by Nolan, to authorize the purchase of additional computer equipment from Wang Laboratories in the amount of $1 3, 477.20. Motion ing the vehicle Voting ordinance amend - Authorizations Motion by Lieder, seconded by Snell, to authorize the Super- intendent of Public Works to enforce the Weed Abatement Ordinance by establishing a procedure for pre -payment as presented and outlined in Superintendent Batt's memo of March 17, 1987. Voting Aye: Bolger, Lieder, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: McClatchey. Absent: None. Motion carried. City Council concurred with the recommendation of Superintendent Safety Batt that a Safety Advisory Inspection (consultative) Program be entered into with the Illinois Department of Labor regarding recent legislation on the Safety Inspection and Education Act and the Health and Safety Act. City Clerk Gilpin reported five bids had been received for printing of the quarterly City Newsletter. Wednesday, March 18, 1987 Page 5 Motion by McClatchey, seconded by Snell, to approve the law bid Bid Opening of McHenry Printing Services at a cost of $945 for printing the quarterly & Awarding City Newsletter. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Lieder, to authorize the refund of retained personnel money to Professional Spectacle Makers in the amount Industrial of $3,361.25 in connection with their 1984 Industrial Revenue Bond Revenue Bonds application. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting May: None. Absent: None. Motion carried. Park Director Merkel reported that five bids had been received for printing of the 1987 Summer Park Brochure. Notion by Bolger, seconded by Teta, to approve Mc Ram Graphics for printing of the 1987 Park Brochure. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Notion carried. the low bid of Bid Opening & Awarding To Motion by Lieder, seconded by Nolan, to approve the hiring of JoAnne Miller as a part-time clerical helper in the Park Department at a Employees salary of $3.35 per hour. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Bolger, to approve the Park Parks-Misc.
