The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, March 18, 1985 at 7:30 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Datz, seconded by Nolan, to accept the minutes of the March 11, 1985 Regular Meeting as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. District Manager Tom Tollworthy and Store Manager Mike Smith of Aico Corporation addressed the Council and presented a 15 minute film on the new store operation that will replace the Hornsbys Store at the McHenry Market Place. Motion by Nolan, seconded by Datz, to pass a resolution granting permission to St. Paul's Episcopal Church for the serving of wine at their spaghetti dinner. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to pass an ordinance regarding the transportation or possession of alcoholic liquor in a vehicle. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Coun. Mtg. Attendance Bldg. & Zng.' Misc. Resol. & Liquor Control & Licenses Ord. & Traffic Reg. Motion by Nolan, seconded by Bolger, to authorize the pay- Water Dept. ment of $17,190 to Seagran & Shales Inc. as Payment No. 6 on the Well Improvements House Project as recommended by Baxter & Woodman. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Datz, to renew the Employee Health Insurance package with Blue Cross/Blue Shield at the $250 ,deductible rate with the City to pick up the second $100 of the $250 deductible for individuals and for families up to three members with the self insurance by the City to be effective as of January 1, 1985. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Park. Director Merkel reported that four bids were received for printing of the 1985 summer park brochure. There were as follows: McGram Graphics - $2,100.00, McHenry Printing Services - $2,380.00, Quality Graphics - $2,737.00, R & W Graphic Enterprises - $2,019.21 with photos at $3.50 each. Motion by Busse, seconded by, Nolan, to accept the low bid of R & W Graphic Enterprises for $2,019.21 provided the number of photos does not exceed 23 photos at $3.50 each. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Insurance Employees Bid Opening Awarding Parks Misc. Monday, March 18, 1985 Page 2 City Clerk reported two price proposals were received for carpeting the Investigation Room in the Police Department and the Conference Meeting Room. They were as follows: Investigation Room, City Wide Carpet - $383.00 and Roman's Carpets - $425.00. Conference Meeting Room, City Wide Carpet - $334.00 and Roman's Carpets $423.00 if labor done by Roman's, $356.00 if labor done by City. Pub. Prop. Motion by Bolger, seconded by Nolan, to accept the low bid Purch. & of City Wide Carpet for carpeting in the Police Department and the Repairs Conference Meeting Room. Voting Aye: Bolger, Busse, Datz, Nolan, Smith, Serritella. Bid Opening Voting Nay: McClatchey, Snell. Absent: None. Motion carried. Supt. Halvensleben reported that Commonwealth Edison was requesting the City to grant easements through Whispering Oaks Park for the replacement of existing faulty cables in that area. Easements Motion by Smith, seconded by Datz, to grant the request: of Commonwealth Edison for easements through Whispering Oaks Park as detailed in the material presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Ordinances Motion by Snell, seconded by McClatchey, to pass an ordi- & nance increasing the number of members on the Historic Landmark Landmark Commission from 12 to 13 members and appoint Dorothy Uttich as a Commission member of that commission. Sign Permit McHenry Savings Bank submitted a request for a variation on & a sign permit. The matter was turned over to the Building & Zoning Variation Committee for study. Water Dept. Motion by Nolan, seconded by Datz, to authorize Baxter & Improvements Woodman to draw up specifications for Wells 7 & 8 so that the project can be put out to bid along with installation of the the iron removal system. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek reported that 1,500 feet of new street lighting for the widening of Route 31 from Route 120 to High Street was not included in the Illinois Department of Transportation proposals. Monday, March 18, 1985 Page 5 Motion by Smith, seconded by Nolan, to authorize engineering Street Lights for design of new street lighting for Route 31 Highway Improvements from Route 120 to Kane with the ,work, to be done by Baxter & Woodman and if they are unable to do it the Mayor was aut'horized'to contract with Hampton Lenzini & Renwick. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman McClatchey asked the City Clerk to gather informa- Water Dept. tion regarding the possibility of collecting delinquent water bills Rates through an amnesty program. She was to report back with her findings at the next meeting. Mayor Stanek announced that monthly branch pickup in the Public City would begin the first week in April. Works Misc. Attorney Sam Diamond addressed the Council regarding a proposed office complex building to be built on Route 120 by Cunat Brothers. The Cunat Brothers are requesting that the City issue an Industrial Revenue Bond for construction of the building. Council Mtgs. Attendance Motion by Smith, seconded by Bolger, to pass a resolution Resolutions approving the application of Cunat Brothers Inc. and authorizing the City & to execute a memorandum of agreement with Cunat Brothers concerning the IRB's issuance by the City of its Industrial Revenue Bonds in the amount of $600,000. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Fran Olsen, Executive Director of the Chamber of Commerce, addressed the Council concerning a Certified Cities Project which Mayor Stanek has requested that she Chair. Ms. Olsen recommeded that a Steering Committee be formed consisting of Economic Development Commission Members, Chamber of Commerce Members, and other Financial, Plan Commission, and Zoning Board Representatives. The names she sub- mitted for approval were as follows: Bill Bolger, Kit Carstens, Tom Bolger, Keith Leathers, Nora O'Malley, Barb Gilpin, Jim MacGilvray, Dave Gelwicks, Jim Fouse, Joan Schwegel, Bill Busse, Liz Nolan and Mayor Stanek. A breakfast meeting has been scheduled for Thursday, March 21, 1985 at 7:30 a.m. at the Northern Illinois Medical Center for the initial meeting of this committee. Motion by Smith, seconded by Snell, to approve the request of the! Fiesta Day Committee to allow serving of beer at Fiesta Week Festivities, as requested by,Chamber. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Nolan, to pass an ordinance concerning handicap parking spaces on Main Street and bus stop and fifteen minute parking zones in front of City Hall. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Datz, seconded by Nolan, to pass a supplemental resolution for $12,295.56 from the Motor Fuel Tax Fund for 1984 Summer Street Maintenance Program work.
