The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Absent: None. Motion by Adams, seconded by Nolan, to accept the minutes of the March 3, 1980 Regular Meeting as read. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Schooley, to pass a Supplemental Resolution allocating an additional $1,412.50 from Motor Fuel Tax Funds for the city's share of improvement of the intersection of Route 120, Route 31 and Front Street. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to pay Keno & Sons Construction Company the sum of $65,051.28 for Payment Estimate No. 4 on the Sewer Treatment Plant Expansion Project as recommended by Baxter & Woodman. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Datz, to accept the February Treasurer's Report as presented. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Motion by Wieser, seconded by Meurer, to open bids for squad car and truck purchases. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. City Clerk reported that one bid was received for purchase of trucks and that was from Buss Ford Sales as follows: one 1980 4-wheel drive at $8,800 and one 1980 k ton pickup at $5,450. Motion by Meurer, seconded by Pepping, to authorize the purchase of one 1980 4-wheel drive truck and one 1980 � ton pickup truck and to accept the bid of Buss Ford Sales at the bid price of $8,800 and $5,450, respectively. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Monday, March 17, 1980 Page 3 Four bids were received for squad cars as follows: Buss Ford Sales - 5 cars with trade-ins $33,450 + $1,250 for split front seats $34,700; Mitchell Buick - 5 cars with trade-ins $33,546; Aaron Lincoln- Mercury - 5 cars with trade-ins $35,320 and Payton Chevrolet - 5 cars with trade-ins $33,958.21. Motion by Wieser, seconded by Meurer, to accept the low bid of Mitchell Buick and purchase 5 squad cars at the bid price of $33,546. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Meurer. Voting Nay: Schooley Absent: None. Motion carried. Tom Niemira, a land developer, addressed the Council regarding a proposal to develop a shopping complex on the northwest corner of Route 120 and Martin Road with a K-Mart store to be one of the proposed businesses. The extension of water and sewer lines to the property along with the erection of an elevated tank were discussed. Niemera said he would return at a later date to give the Council more concrete facts regarding construction costs and sales tax revenues. Mayor Stanek called for a short recess at 8:57 P.M. The meeting was reconvened at 9:04 P.M. with all aldermen still in attendance. Christopher Lannert of SSFS Development Co. presented several road design proposals for an 8-acre parcel of land on Crystal Lake Road which McHenry Group, a development company, intends to submit for annexation at a later date. It was the consensus of opinion that developers should not pursue the culdesac design which was one of the proposals. Motion by Harker, seconded by Schooley, to pay American National Bank & Trust of Chicago for 1956 Sewer and Revenue Bonds in the amount of $9,478.00. Principal $8,000 Interest $1,440 Service Fee $ 3§ Total $9,478 Voting Aye: Pepp*ng, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Monday, March 17, 1980 Page 6 Motion by Schooley, seconded by Datz, to pay Hartford Insurance Company the sum of $6,925 for the quarterly installment of Workman's Compensation Insurance. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Meurer, seconded by Wieser, to purchase a 1980 Fairmont Station Wagon from Buss Ford Sales at a cost of $5,500.00 for use by the Supt. of Public Works with the Supt's 1975 station wagon to be used by the Park Department. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. 'Voting Nay: None. Absent: None. Motion carried. Motion by Wieser, seconded by Adams, to amend the Liquor License Ordinance and charge the following annual fees: Class A - $850; Class F - $850; Class G - $550; Class H - $450 and Class B - $250. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Meurer. Voting Nay: Schooley. Absent: None. Motion carried. Approval of the Park Department Agreement between the City of McHenry and the Board of Education, District 156, was tabled until the next meeting. Motion by Harker, seconded by Nolan, to go into Executive Session at 10:58 P.M. for the purpose of discussing possible land acquisition. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Nolan, to authorize an appraisal of the Decker property adjacent to the 27k acre parcel of land owned by the city east of Brittany Heights along the Fox River at a cost not to exceed $1,500.00, with the appraisal to cover an appraisal of the 30-acre parcel and an appraisal of a portion of the parcel. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Adams, seconded by Wieser, to adjourn.
