WEDNESDAY, MARCH 16, 1988 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, March 16, 1988 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Nolan, Council Mtg.
Lieder, Teta, Smith, Patterson, Serritella. Absent: McClatchey. City Attendance
staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park
Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas.
Motion by Nolan, seconded by Serritella, to accept the minutes
of the March 2, 1988 Regular Meeting as presented.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson,
Serritella.
Voting Nay: None.
Absent: McClatchey.
Motion carried.
George Valaski addressed the Council concerning vacation of the
south end of Balley Drive.
Motion by Bolger, seconded by Nolan, to proceed with vacation of Street
the south end of Balley Drive provided that a 60 foot easement is Vacations
dedicated to the City with a fee to be negotiated starting at about $.20
a square foot with all cost for vacating of the street to be paid by
George Valaski.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson,
Serritella.
Voting Nay: None.
Absent: McClatchey.
Motion carried.
Mayor Busse announced that he had received a request from Oak
Knoll Enterprises Inc. dba as Bell Liquors to transfer their liquor
license to Skokie Gold Standard Liquors Inc. Harold Binstein was present
to answer questions of the Council.

Mayor Busse presented a Youth Commission Statement of Intent
which represented the culmination of many months of meetings with six Youth
governmental units' members for the development of a Youth Commission. Commission
Dennis Welter was in attendance to answer questions about the proposed
by-laws as presented to the City Council.
Motion by Bolger, seconded by Nolan, to approve the draft of the
Statement of Intent for inclusion in an intergovernmental agreement for
Greater McHenry Area Youth Commission as presented.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson,
Serritella.

Motion carried.
Motion by Nolan, seconded by Patterson, to authorize the
Superintendent of Public Works to advertise for bids for a 2 112 ton Bid
articulated 2 drum vibratory asphalt roller as presented. Authori-

recommendation of Baxter & Woodman and accept the low bid of Condor Bid Opening
Construction Corporation of McHenry in the amount of $108,807.00 for& Awarding
construction of a salt storage facility with construction to begin mid Purchases -
summer of 1988. Public Wks.

recommendation of the Zoning Board of Appeals and re -pass an ordinance
Ordinances rezoning property in Riverside Terrace from RS-2 to RA-1 as presented.

Motion by Smith, seconded by Serritella, to allow the Lakeland
Park Little League to use the Lakeland Park Community Center for
registration at one minimum charge.as per their request.

Proclamations
Mayor Busse proclaimed Saturday, May 7, 1988 as Poppy Day for
all Veterans Organizations in the City of McHenry.
Environmental
Alderman Teta reported on an Environmental Advisory Committee
Advisory
Meeting held to discuss disposal of lawn clippings. The Committee
Ctte.
discussed a program to handle these clippings but did not have any cost
estimate at the time. The Committee will meet again to further refine
program procedures and cost.
Mayor Busse called for a recess at 9:40 P.M. The meeting
reconvened at 9:55 P.M. with everyone still in attendance.
Developer
Alderman Patterson, Chairman of the Park Committee, reported on
Donations
a Park Committee meeting held March 10, 1988. It was a recommendation of
the Park Committee that the Developer Donation Ordinance be reviewed by
the Building and Zoning Committee for updating.
Motion by Patterson, seconded by Nolan, to approve the
recommendation of the Park Committee and have the City of McHenry
co-sponsor a fireworks program with the Fiesta Days Board's contribution

Motion by Lieder, seconded by Bolger, that the City of McHenry
co-sponsor a fireworks program with the Fiesta Days Board's contribution Fireworks
of $5,000 and that a $3 per car parking fee be charged with no fee to be
charged for walk-ins and with the City to pick up the additional cost.
Motion by Smith, seconded by Serritella, to amend the motion by
removing the $3 per car parking fee charge from the motion.

Voting Nay: Nolan, Lieder, Patterson.

recommendation of the Park Committee and authorize the posting of signs
at South Riverfront Park stating that No Motorized Vehicles, No Hunting
and No Dumping is allowed in the Nature Areas.

Serritella.

Superintendent Batt requested that a policy on safety shoes be
adopted by the City Council in order to conform to the Illinois
Department of Labor Requirement.
Motion by Serritella, seconded by Patterson, that the City of
McHenry adopt a policy requiring the wearing of safety shoes as a
condition of employment for all maintenance workers, water operators,
wastewater treatment plant operators, mechanics and other city personnel
when engaged in an activity requiring protection of feet.

Serritella.

Superintendent Batt presented a draft of a procedure for
confined space entry as recommended by the Illinois Department of Labor.

Motion by Patterson, seconded by Teta, to adopt the written Safety
procedure for confined space entry as presented with a special provision Policy
to be written for Lockout Class A Areas.

Motion by Nolan, seconded by Bolger, to authorize and approve Street
the installation of a street light on Victoria Street as presented. Lights

college course at Aurora College in the amount of $627.

Parks Motion by Patterson, seconded by Nolan, to approve the
Purchases recommendation of the Park Director and award the contract for
publication of the 1988 Summer Park Brochure to the low bidder, Bermac
Graphics of Antioch at a cost of $3,504.

Serritella.

Employees appointment of Lynn Marie Golbeck and hire her as receptionist Grade 1,
Step 1 in the Public Works Department to begin work April 4, 1988.
