The regular meeting of the City Council was called to order by Mayor Stanek at 8 P.M. on March 15, 1982at:8 P.M.At roll call the following aldermen were present: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Absent: None. Also in attendance were Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel, Building Inspector Andrews. Absent: Supt. Weber. Motion by Serritella, seconded by Nolan, the March 1, 1982 regular meeting as presented. Voting Aye: Meurer, Serritella, Smith, Nolan, Pepping. Voting Nay: None. Absent: None. Ordinance Motion by Harker, seconded by Serritella, to pass an ordinance authorizing the Superintendent of Public Works to tag vehicles in city Parking Lots parking lots 48 hours prior to sweeping or plowing city lots and to tow offending vehicles away at owner's expense. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. The meeting recessed at 8:43 P.M. It reconvened at 8:50 P.M. with everyone still in attendance. Sale of Chairman Meurer of the Purchasing Committee announced that the Property remaining old city squad car, a 1979 Mercury Cougar, had been sold to Police Dept. Nancy DeCicco of 3109 Park Drive, Wonder Lake, for a price of $700.00. Equipment Motion by Nolan, seconded by Meurer, to accept the recommendation Parks- of the Park Committee and approve the following swimming pool special Programs events: Adult Swimming Saturday nights from 8 P.M. to 9:30 P.M.; Teen Swimming Friday nights from 8 P.M. to 9:30 P.M.; Adult Swimming one hour prior to pool opening on Fridays and Saturdays. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. VFW Motion by Nolan, seconded by Meurer, to notify officials at the American VFW and American Legion that the city will discontinue mowing the grounds Legion at their locations except for baseball fields used for children's activities. Park Programs Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Authorizations Motion by Smith, seconded by Wieser, to authorize Merkel's attendance at the Mid -Year Section Forum of the Illinois Park and Recrea- Park Dept. tion Association at Champaign, Urbana on March 28-30 with the understanding that he will submit a written report on the forum upon his return. Motion by Harker,seconded by Wieser, to pass an ordinance eliminating parallel parking on the east side of Front Street from the northern most exit of the First National Bank parking lot 80 feet north- ward. Motion by Serritella, seconded by Smith, to issue a park beer permit to St. Mary's Catholic Church for a parish picnic at Petersen Park on August 22, 1982. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to authorize Attorney Narusis to release documentation whereby $70,000.00 remaining in the McHenry Lakes Estates (Towne & Orleans) letter of credit at the First National Bank of Woodstock will be issued to Gluth Construction Company upon receipt of a letter from Baxter & Woodman recommending payment and that all water/sewer facilities have been satisfactorily completed. Voting Aye: Meurer, Serritella, Smith, Weiser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Serritella, to authorize the expenditure of $500 to the Chicago Northwestern Transportation Company for conveyance of an easement across the railroad tracks at Orleans Street,said easement for use of highway and other municipal purposes. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Wieser, to authorize the sale of all old used parking meters at the city garage to Donald Poggensee of 5008 W. Elm St for $175. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Serritella, to authorize the sale of 3 traffic light sets for $50 each to Elizabeth Lutterman.
