The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, March 14, 1990 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Serritella. Patterson arrived at 8:45 P.M. Absent: None. City staff in attendance were Director of Public Works Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Building & Zoning Officer Halik, Absent: Chief Joyce. Discussion was held on the new Scavenger Contract. It was decided to have Attorney Narusis and Fred Batt meet with the Finance Committee to finalize the contract for Scavenger Service. Trey Covalt and Sue Low, Co-chairman of the 1990 Fiesta Day Committee, addressed the Council and presented the schedule of events for Fiesta Days 1990. They asked for approval of the schedule as presented and to request issuance of a beer and wine license for the Fiesta Days activities as outlined. Motion by Lieder, seconded by Teta, to approve the schedule of events for Fiesta Days as presented and to authorize the Mayor to issue a beer and wine license for Fiesta Day activities as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Serritella. Voting Nay: None. Absent: Patterson. Motion carried. Discussion on Wal-Mart subdivision of outlots was deferred until the next meeting. David Ladd appeared before the Council to request approval of the preliminary plat of Bull Ridge as presented. The proposed subdivision is not in city limits but it is within the 1 1/2 mile facility planning area of the City. It is located on the southwest corner of Ridge Road and Route 120. Mr. Ladd was informed that Developer Donations pertaining to the City of McHenry Subdivision Control Ordinance would have to be paid before the City would sign a final plat of the subdivision. Motion by McClatchey, seconded by preliminary plat of Bull Ridge as presented. Voting Aye: Bolger, Donahue, Lieder, McClatchey, Serritella. Voting Nay: None. Absent: Patterson. Motion carried. Smith, to approve the Teta, Smith, Mayor Busse proclaimed April as "Recycling Month" and as "National Weight Loss Month". Alderman Patterson arrived at 8:45 P.M. Motion by Smith, seconded by Lieder, to approve the attendance of Anne Rodenkirch of the Public Works Department at an Introduction to Lotus 1-2-3 Course to be held at McHenry County College at a cost of $125. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder seconded by Donahue, to authorize the Park , Department to advertise for bids on mowing equipment. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carries;. Motion by Bolger, seconded by Patterson, to go into executive session at 9:20 P.M. to discuss personnel and property acquisition. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion by Bolger, seconded by Teta, to approve the Mayor's hiring of Joel Patrick Brouillette of 2918 Riverside Drive for the position of Water Meter Maintenance Worker at a starting salary of $19,656 (Grade 7, Minimum Step). Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Teta, seconded by Patterson, to authorize the hiring of a Department Secretary for the Parks and Recreation Department and to reclassify Patricia Lunkenheimer to a part-time Senior Clerk at a salary in Grade 5, Step 4, effective May 1, 1990. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
