WEDNESDAY, MARCH 9, 1988 7:30 P.M.
The Special Meeting of the McHenry City Council was called to
order by Mayor Busse on March 9, 1988 at 7:30 P.M. at City Hall for the
purpose of reviewing and updating Chapter 26 of the City of McHenry
Municipal Code Book. At roll call the following Aldermen were present:
Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella.
Absent: None. City staff in attendance were Supt. Batt, Attorney
Narusis, Clerk Gilpin.
Under Chapter 26 of the Municipal Code, Sections 26-16 through
Sections 26-95 had been reviewed at a previous meeting. At this meeting
the discussion began with Article III - Sewers, Section 26-96. Each
section was reviewed by the Council.
Motion by Serritella, seconded by Patterson, to authorize the
Utilities Committee to review the entire Permit Inspection Fees in
Section 26-132.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: McClatchey.
Absent: None.
Motion carried.
For Division 4 "Use of Public Sewer", Superintendent Batt was
instructed to review Sections 26-147 through Section 26-164 and present
his suggestions for revision.
Mayor Busse called for a recess at 9:35 P.M. The meeting
reconvened at 9:52 P.M. with everyone in attendance.

Lee Cooney, owner of several commercial and multi -family housing
units in the City of McHenry, addressed the Council and requested that Water Dept.
the Council consider changing the method of calculating water and sewer Rates
charges for commercial and multi -family dwellings. Division 5 "Rates and
Sewers" were under discussion at this time.
Motion by Patterson, seconded by Bolger, that for multi -family
housing units, those buildings which have metered water should be charged
$1.35 per thousand gallons per month and in the absence of a metered
water system, the charge should be $9 per month per unit for multi -family
units.
Motion by Lieder, seconded by Teta, to table the motion and Tabled
refer it to a committee for study. Motions

McClatchey, Patterson, Serritella.
Voting Nay: Bolger.
Absent: None.
Motion carried.
Motion by Nolan, seconded by McClatchey, to authorize the Mayor
to set a time and date as soon as possible for a Special Meeting to
complete discussion of Chapter 26-176 through Section 26-202.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Discussion was then held on what method to use to update the
Comprehensive Plan. Mayor Busse reported that he would attend the Plan
Commission Meeting on March 24, 1988 and discuss the matter with the Plan
Commission.
Motion by Smith, seconded by McClatchey, to adjourn.

McClatchey, Patterson, Serritella.
