The regular meeting of the City Council was called to order by Mayor Stanek on Monday, March 7, 1983 at 8 P.M. At roll call the following aldermen were present: Meurer, Serritella, Smith, Gelwicks, Pepping, Nolan, Busse. Absent: Datz. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Serritella, seconded by Gelwicks, to accept the minutes of the February 21, 1983 regular meeting as presented. Voting Aye: Meurer, Serritella, Smith, Gelwicks, Pepping, Busse, Nolan. Voting Nay: None. Absent: Datz. Motion carried. Motion by Pepping, seconded by Nolan to pass a resolution providing for the abatement of the real estate taxes levied in 1982, payable in 1983, in the amount of $35,493.75, heretofore authorized by City of McHenry Ordinance 0-82-298 and to pass a resolution providing for the abatement of the 1982 ad valorem taxes levied against all taxable property in Special Service Area No. 1 of the City of McHenry, Illinois in the amount of $104,890.00 on the condition that a Letter of Credit in said amount be submitted by NIMIED Corp. prior to March 18, 1983, with an expiration date of Sept. 1, 1983 to guarantee the sufficiency of funds to pay Special Service Area No. 1 Bond Installment No. 1. Voting Aye: Meurer, Serritella, Gelwicks, Pepping, Nolan, Smith. Voting Nay: None. Not Voting: Busse. Absent: Datz. Motion carried. Motion by Gelwicks, seconded by Meurer, to pass a resolution request- ing the Illinois Department of Transportation to approve the closing of Route 120 for the Annual Fiesta Day Parade on Sunday July 31, 1983 from 2 to 4 p.m. Voting Aye: Meurer, Serritella, Gelwicks, Pepping, Nolan, Smith, Busse. Voting Nay: None. Absent: Datz. Motion carried. Motion by Nolan, seconded by Busse, to authorize the mayor to act in concert with the County of McHenry in its position relative to the amended Standard Metropolitan Statistical Area (SMSA) for the Chicago region. Voting Aye: Meurer, Serritella, Gelwicks, Pepping, Nolan, Smith, Busse. Voting Nay: None. Absent: Datz. Motion carried. Supt. Halvensleben annnounced that 13 bids were received March 3, 1983 for the Riverside -Venice Watermain Extension project. He recommended that the bid be awarded to the lowest bidder. Motion by Gelwicks, seconded by Smith, to award the Riverside - Venice Watermain Extension project to the low bidder, Northeaste m Construc- tion Service of Wadsworth, Illinois at the low bid price of $21,403.58. Voting Aye: Meurer, Serritella, Smith, Gelwicks, Pepping, Busse, Nolan. Voting Nay: None. Absent: Datz. Motion carried. Carnival Motion by Nolan, seconded by Serritella, to grant permission to the McHenry Lions Club to conduct a carnival on June 9, 10, 11 & 12 at the Amusement corner of Crystal Lake Road and Front Royal Drive and to waive the city Licenses carnival fees. Voting Aye: Meurer, Serritella, Gelwicks,Pepping, Nolan, Smith, Busse. Voting Nay: None. Absent: Datz. Motion carried. Guests State Representative Richard Klemm arrived at 8:47 P.M. He announced he was present to listen to aldermen's concerns and to answer any questions. Mayor Stanek called for a recess at 9:10 P.M. The meeting re- convened at 9:22 P.M. with everyone still in attendance. Motion by Meurer, seconded by Nolan, to concur with the Economic Economic Development Commission's appointment of Trey Covalt and James Ashbaugh as Dev.Ctte. required by the EDC By-laws to the EDC for a 3-year term. Voting Aye: Meurer, Serritella, Gelwicks, Pepping, Nolan, Smith, Busse. Voting Nay: None. Absent: Datz. Motion carried. Motion by Gelwicks, seconded by Busse, to authorize and approve the Tag Days following Tag Days for 1983: Easter Seal (Rotary Club) 3-26-83; Kiwanis Peanut Day 9-23-83; Knights of Columbus Tootsie Roll Day 11-5-83; Lion's Candy Day 10-15-83; VFW Poppy Day 5-14-83; Helping Paws 6-18-83; McHenry Girls Pigtail League 6-4-83; Hornets Junior Football League of McHenry 8-23-83; McHenry County Tumbleweeds 5-21-83; Pi Alpha Chapter Beta Sigma Phi Sorority 5-21-83. Employees Motion by Pepping, seconded by Nolan, to waive the employee resi- dency requirement and grant permission for hiring a non-resident experienced person for a position in the City Clerk's office at a salary of $14,000 with a starting date of April 4, 1983. Voting Aye: Meurer, Serritella, Gelwicks, Pepping, Nolan, Smith, Busse. Voting Nay: None. Absent: Datz. Motion carried. Monday, March 7, 1983 Page 3 Motion by Pepping, seconded by Smith, to approve the request of the Supt. of Public Works and City Clerk and promote Dolores Blake, secretary in the Public Works and Building & Zoning Department from Clerk I to Clerk II salary range effective March 11, 1983. Voting Aye: Meurer, Serritella, Gelwicks, Pepping, Nolan, Smith, Busse. Voting Nay: None. Absent: Datz. Motion carried. Motion by Serritella, seconded by Busse, to authorize and approve payment of $390 to Sgt. Patrick Joyce for reimbursement of tuition paid to Aurora College for successful completion of "Management Personnel" course. Voting Aye: Meurer, Serritella, Gelwicks, Pepping, Nolan, Smith, Busse. Voting Nay: None. Absent: Datz. Motion carried. Mayor Stanek announced that a Committee Meeting of the Whole would be held on March 14, 1983 at 7:30 P.M. to discuss future park projects.
