HomeMy WebLinkAboutMinutes - 11/21/2016 - City CouncilREGULAR MEETING November 21, 2016 Mayor Low called the regularly scheduled November 21, 2016 meeting of the McHenry City Council to order at 7:00 p.m. In attendance were the following Aldermen: Santi, Glab, Schaefer, Curry and Peterson. Absent: Alderman Wimmer and Alderman Condon. Also in attendance: City Administrator Morefield, Deputy City Administrator Hobson, Director of Economic Development Martin, Director of Public Works Schmitt, Chief of Police Jones, City Attorney MCArdle and City Clerk Jones. CITY OF MCHENRY MISSION STATEMENT Mayor Low read aloud the Mission Statement of the City of McHenry. MCHENRY AREA CHAMBER OF COMMERCE PRESENTATION OF CHAMBER ACTIVITIES Sue Miller of Coldwell Banker Honig -Bell, informed Council that that this year's `Downtown Uncorked, with over 300 persons in attendance, and the Radical River Rally events were successful. Mike Mrachek of Epic Cycle and Fitness informed Council that Senior Event and the event held for Veterans both went well. Upcoming events in 2017 include: • January 28, 2017, Annual Dinner Dance with the theme of "Paris, City of Lights;" • February 25,2017, Life is a Journey; and • February 22, 2017, State of McHenry Luncheon. Denny Norton of Performance Unlimited, Inc., reiterated that while some key employees left the Chamber in 2016, Fiesta Days and the Manufacturing Event were both successful. Thanks to new Membership Director Frank Hosticka, membership has increased. New employee, Molly Ostap, is the new Events Director. Molly has over 15 years of event planning experience. PUBLIC INPUT SESSION No one spoke at Public Input Session. CONSENT AGENDA A. Proposal to repaid Well No. 8 from Water Well Solutions, in an amount not to exceed $22,605; B. Beer/Wine Permit associated with Community Room Rental C. September 19, 2016 City Council meeting minutes; D. Approval of Payment of Bills, in the amount of $190,095.34; and E. Issuance of As Needed Checks, in the amount of $22,591.34. Motion by Curry, second by Santi, approving Consent Agenda, as presented. MOTION AUTHORIZING CITY STAFF TO ADVERTISE FOR REQUESTS FOR PROPOSALS FOR EXCLUSIVE CITY OF IVICHENRY RESIDENTIAL REFUSE COLLECTION SERVICES Director of Public Works Schmitt reiterated to Council that Waste Management of Illinois, Inc. has been under contract with the City of McHenry to provide exclusive residential waste hauling services since August 1, 2012. All single family residences, townhomes, condominiums and apartments that do not exceed four (4) units per building are included in this contract. The current contract expires July 31, 2017. On November 7, 2016, Council discussed the options proposed by Waste Management and directed Staff to prepare a Request for Proposals (RFP) for residential refuse, yard waste and recycling based on the current types of services provided and the current levels of service. Director Schmitt outlined the Base Bids and three Alternates. Director Schmitt informed Council that Staff has developed and prepared a new RFP document and is seeking Council's authorization to release the document for response. Responding to an inquiry from Alderman Curry, Director Schmitt stated that he anticipates the date for opening the bids to be in early spring. Responding to an inquiry from Alderman Glab regarding the review process for the bids submitted, Director Schmitt stated that Staff intends to present the bids to full Council for review and consideration. Motion by Schaefer, second by Glab, approving Staffs release of a Request for Proposal (RFP) for Exclusive Residential Waste Hauling Services, with a Base Bide and Three Alternatives, as presented Voting Aye: Santi, Glab, Curry, Schaefer, Peterson. Voting Nay: None. Absent: Wimmer, Condon. Motion carried. MAYOR'S STATEMENT AND REPORT Mayor Low informed Council of the following upcoming events: • Downtown Christmas Walk, Saturday, November 19th from 12:30 pm to 4:30 pm and Sunday, November 20th, 10:00 am to 2:00 pm; • Toys -for -Tots Parade, Sunday, November 20th at 1:00 pm; and • Tree Lighting Ceremony, Saturday, November 19th at 5:30 pm. Mayor Low thanked the Downtown Business Association, the McHenry Area Chamber of Commerce and the Jaycees for their participation in these events. Regular Meeting Page 3 November 21, 2016 COMMITTEE REPOR Alderman Peterson, Chairman of the Parks and Recreation Committee, informed Council that a meeting of the Parks and Recreation Committee was held prior to tonight's Council meeting and that minutes would be forthcoming. STAFF REPORTS Deputy City Administrator Hobson informed Council that the annual Turkey Trot for Hospice takes place on Thanksgiving Day, beginning at 8:00 am at East Campus. Deputy City Administrator Hobson stated there would also be a program at the McHenry Recreation Center for those that would like to participate, but still stay warm. FUTURE AGENDA ITEMS None. ADJOURNMENT Motion by Schaefer, second by Santi, to adjourn the meeting at 7:16 pm. Voting Aye: Santi, Glab, Schaefer, Curry, Peterson. Voting Nay: None. Absent: Wimmer, Condon. Motion carried.
