The Regular Meeting of the McHenry City Council Council was called to order by Mayor Stanek on Monday, March 5, 1984 Meeting at 7:47 P.M. in City Hall. At roll call the following Attendance aldermen were present: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, City Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Bolger, seconded by Nolan, to accept the minutes of the February 20, 1984 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Busse, Datz, Smith, McClatchey, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek announced that Developer Donation Developer Funds had been collected for distribution to McHenry High Donations School District 156 and McHenry Elementary School District 15. Dr. Richard Farmer appeared before the council on behalf of both school districts to accept the checks which were in the amount of $31,700 for each school. Dr. Farmer expressed thanks to the Mayor and City Council on behalf of the school district and the children. Several members of the Lions Club appeared at the meeting to address the council regarding a carnival permit. Bill Thomas and Terry Lock addressed the council to request Carnivals a consensus of opinion regarding their proposal to hold their annual carnival in the Green Street parking lot on June 7-June 10. The Council felt more information should be available before any decision is made and that Green Street merchants should be contacted for their opinion on this proposal. Motion by Smith, seconded by Datz, to defer action on the McHenry Lions Club proposal until the next meeting. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Bob Black, a representative of the McHenry Area Miscellaneous Soccer Federation, appeared before the council to explain the new soccer program that was initiated this year. Motion by Nolan, seconded by Datz, to pass a Motor Fuel Tax resolution allocating $10,000 of Motor Fuel Tax for ice & control and road repairs. Resolutions Voting Aye: Bolger, Nolan, Busse, Smith,Datz, McClatchey, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Bolger, to pass an ordinance regulating the installation of solar devices. Ordinances Voting Aye: Bolger, Nolan, Busse, Smith,,Datz, McClatchey, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Monday, March 5, 1984 31dg. Code Motion by Busse, seconded by Datz, to charge an Amend. application fee on the Parabolic Disk Ordinance at $10 for residential and $25 for non-residential permit fees. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek declared a recess at 8:30 P.M. The meeting reconvened at 8:40 P.M. with everyone still in attendance. Motion by Bolger, seconded by Datz, to accept the IcH. recommendation of Baxter & Woodman and use a median figure losp. of $1,500 for final inspection of the water and sewer facilities on the McHenry Hospital site in order to draft a recapture proposal for the hospital. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Nona_. Motion carried. In other discussions it was a consensus of opinion grants & of the council that Baxter & Woodman should be authorized to Sw. Dept. do the inspections on the Green Street Sewer Lift project. repairs & Baxter & Woodman will also be requested to perform Imprvts. inspections of the water and sewer installations for Winding minding Creek Unit III, said inspection costs to be paid by the reek retained personnel account of Residential Development Group. 'ol. Dept. Motion by Bolger, seconded by Smith, to cut back Hisc. & and reduce the police force to a 24 man force. Employees Motion by Serritella, seconded by McClatchey, to table the above motion. Voting Aye: Serritella, Snell, McClatchey. Voting Nay: Smith, Datz, Busse, Nolan, Bolger. Absent: None. Motion did not carry. Voting on the original motion to cut back and reduce the police force to 24 was as follows: Voting Aye: Smith, Datz, Busse, Nolan, Bolger. Voting Nay: Serritella, Snell, McClatchey. Absent: None. Motion carried. Trade Fair Mayor Stanek appointed Aldermen Ed Datz and Gary & Snell to serve on a Trade Fair Committee to set up and Commtts. organize that project. Discussion was held on the Orleans Street intersection with McCullom Lake Road. Street Motion by Smith, seconded by Snell, to authorize Maint. & the Supt. of Public Works to design a new inside line for Repair the curb on Orleans Street south of the intersection of McCullom Lake Road and to cut back the island to a reasonable configuration. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell. Voting Nay: None. Absent: None. Motion carried. Tag Days Motion by Serritella, seconded by Snell, to authorize and approve the following tag days as requested: Rotary Club Easter Seal - April 14th; March of Dimes Walkathon - April 28th; VFW Poppy Day - May 12th; Salvation Monday, March 5, 1984 Army Donut Day - June 1; American Diabetes Association - September 22; Kiwanis Peanut Day - September 28th; Lions Candy Day - October 13th; McHenry County 4-H - October 6th; Knights of Columbus Tootsie Roll Day - November 3rd. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell, Voting Nay: None. Absent: None. Motion carried. Motion by Datz, seconded by Busse, to authorize and approve the installation of an air conditioning unit in the police communication room immediately. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell. Voting Nay: None. Absent: None. Motion carried. The Public Property Committee was instructed to look into maintenance and improvement of the city hall building in connection with air conditioning and ventilation. Motion by Busse, seconded by Smith, to authorize and approve payment to Associates Capital Services for Police Department radios in the amount of $33,375 with payment -to be made from the Revenue Sharing :Fund. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell. Voting Nay: None. Absent: None. Motion carried. Discussion was held on the purchase of word processors for the City Clerk's office. It was the consensus of opinion to authorize the Clerk to investigate the acquisition of word processors for her department. Motion by Smith, seconded by Snell, to go into executive session at 10:09 P.M. for the purpose of discussing pending litigation. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to go back into open session at 10:58 P.M. Voting Aye: Bolger, Nolan, Busse, Smith, Datz, McClatchey, Serritella, Snell. Voting Nay: None. Absent: None.
