The Regular Meeting of the McHenry City Council was called to o- Coun. rder by Mayor Stanek on Monday, March 4, 1985 at 8:35 p.m. At roll call Mtgs. the following Aldermen were present: Bolger, Busse, Datz, McClatchey, Attend - Nolan, Smith, Snell, Serritella. Absent: None. City staff in ance attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by Datz, to accept the minutes of the February 18, 1985 Regular Meeting as corrected. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to authorize Baxter & Woodman to proceed with the installation of new water system controls at an estimated cost of $25,000 as recommended in Baxter & Woodman's letter to the City Council dated January 16, 1985. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to authorize and approve a 95 day owners extention of completion time through May 31, 1985 on the Elevated Storage Tank No. 2 watermain connection as outlined in Baxter & Woodman's letter of February 26, 1985. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by McClatchey, to authorize the City Attorney to draft an ordinance amending the Subdivision Control Ordinance to require that the depth of cover on all watermains be from 5 1/2 to 6 feet as outlined in Baxter & Woodman's letter of February 21, 1985. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Chamber of Commerce Executive Director Fran Olsen and Fiesta Day Chairman Sue Low addressed the Council concerning the proposed schedule for the 1985 Fiesta Day. Motion by Nolan, seconded by Snell, to grant permission to the Chamber of Commerce for use of the Lakeland Park Center for the 10 week charm course for the Miss McHenry Pageant candidates and to waive the usual rental fees. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to approve cost sharing with the McHenry Chamber of Commerce for construction of a stage in Petersen Park with the City's cost not to exceed $2,800 and payment to be made from the Park Developer Donation Fund. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Water Dept. Improvements Ordinances Sub. Control Ordinance Parks-Misc Chamber of Commerce Chamber of Commerce & Pub. Prop. Purchases & Repairs Monday, March 4, 1985 page 2 Fiesta It was the consensus of opinion that the Fiesta Day schedule Days as presented by the Fiesta Day Committee was an excellent schedule of events and was favorably accepted by the City Council. City Clerk Gilpin announced that eight sealed bids were received for sale of the 1961 Harley Davidson Servi-Car owned by the City. Sale of City Motion by Snell, seconded by Bolger, to award the bid for Property & the 1961 Harley Davidson Servi-Car to high bidder James Stoffel of Bid Open. 3908 W. Oak Street for $1,510.10. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Agreements Motion by Busse, seconded by Serritella, to enter into an & agreement for mosquito control program with McHenry Township for Mosquito larviciding in 1985. Abatement Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Approp. Motion by Busse, seconded by Datz, to inform the County & Levy Treasurer that the City of McHenry elects to receive the interest money earned on the undistributed Real Estate Taxes collected during the tax cycle thus allowing the County Clerk to reduce the City's extended tax rate by a percentage amount equal to the total interest received during the previous tax cycle. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. C & NW Motion by Smith, seconded by Serritella, to authorize and & approve payment to Chicago Northwestern Railroad Company in the Easements amount of $60 according to the annual lease agreement for the water/sewer easement under Orleans Street. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Public Property Chairman Bolger reported on a meeting held to enlarge the investigation room of the Police Department. Two pro- posals were received. William Tonyan & Sons - $1,553 and Joseph Frett & Sons - $3,145. Pub. Prop. Motion by Bolger, seconded by Datz, to accept the low bid of Purch. & William Tonyan & Sons in the amount of $1,553 for remodeling of the Repairs investigation room in the Police Department. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to authorize and approve the installation of a fan and vent in the glass enclosed entrance to City Hall and instruct the Supt. of Public Works to ob- tain price proposals for the project. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Monday, March 4, 1985 page 3 Ordinances Motion by Snell, seconded by Nolan, to authorize the City & Attorney to draft an ordinance establishing a 15 minute parking zone Parking in front of City Hall and establishing bus stops on the west side of Reg. Green Street bridge. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Serritella, to authorize paint- Pub. Prop. ing of the new water tower similar to the existing water tower which Purch. & is dark blue lettering on a light blue background.' Prop. electrical circuit in the Lakeland Park Community Center. Purch. & Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Repairs Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by McClatchey, to instruct Baxter & Woodman to install meters in appropriate manholes in Country Club Subdivision, to check infiltration flows as compared to last years flow before repairs were made in that system. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to authorize the City Attorney to draft an ordinance establishing two handicapped parking spaces, on Main Street as recommended by the Police Department. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
