The meeting was called to order by Mayor Stanek. At roll call the following aldermen were present: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Absent: None. Motion by Wieser, seconded by Schooley, to accept the minutes of the February 20, 1980 Public Hearing on Revenue Sharing and the February 20, 1980 Regular Meeting as read. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Mayor Stanek read a letter into the minutes from City Attorney Bernard Narusis regarding the legality and right of Restdential Develop- ment Group's attorney James Green to withdraw RDG's petition for amendment of the Planned Unit Development zoning classification in Boone Valley regarding golf course property, prior to Council action on the Zoning Board of Appeals' recommendation to deny the petitioner's request. Ac- cording to Narusis' findings, 'RDG had the legal right to withdraw the zoning petition. A copy of the letter is attached to the minutes of this meeting and is hereby entered into the record. Motion by Schooley, seconded by Meurer, to accept administrative policies for the Park Department regarding registration, refunds and resi- dency as recommended by the Park Committee. Voting aye: Nolan, Harker, Datz, Pepping, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Wieser, seconded by Schooley, to amend Handicapped Parking Ordinance No. MC-80-175 by revising Section 13-1220 (a) (1), (a) (5), (a) (9) and (b) as recommended by the License Committee.. Mayor Stanek signed a Proclamation declaring April 1, 1980 as CENSUS DAY in McHenry and urging all residents to cooperate in re, turning the Census Forms. Monday, March 3, 1980 page 4 Motion by Schooley, seconded by Harker, to make final settle- ment with Residential Development Group, Inc. on a 1970 agreement regarding development of Whispering Oaks Park by making payment of $2,577.49 as the city's share of the original cost sharing agreement. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. After discussion, it was the consensus of Council opinion, that brochures outlining the Park and Recreation programs for the coming year should be distributed by mail. Motion by Pepping, seconded by Meurer, to authorize the clerk to reserve a booth at the Chamber of Commerce Trade Fair to be held at Parkland School March 28, 29 and 30, 1980. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Wieser, seconded by Meurer, to authorize and approve the purchase of office furniture, supplies and equipment from P.O. Knuth's, Woodstock, at a cost of $1,977.85 and purchase of a moving radar device from MPH Radar Co. at a cost of $1,485.00; costs to the city being $785.85 for office equipment and $371.25 for the radar with the remaining costs to be paid by CTEP Grant funding. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to pass an ordinance amending Municipal Code No. MC-75-83, Section 26-49 by defining water rate charges for multiple unit dwellings and industrial and commercial buildings. Motion by Datz, seconded by Adams, to authorize the drafting of specifications for improvement of the Green Street parking lot as outlined by the Public Property Committee. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Meurer, seconded by Wieser to authorize the Police Department to advertise for bids for five (5) 1980 squad cars. Voting aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Harker, to authorize and approve the paymentof a nominal sum to advertise the upcoming 1980 Decennial Census and authorize the Clerk to do what is necessary to urge local participation in that project.
