AND COMMUNITY AFFAIRS GRANT APPLICATIONS
MONDAY, MARCH 2, 1983 7 P.M.
The Public Hearing was called to order by Mayor Stanek on Monday,
March 2, 1983 at 7:07 P.M. in City Hall. Purpose of the hearing was to record
citizen input so as to comply with the citizen participation requirements of the
Illinois Department of Commerce and Community Affairs (DCCA) Community Develop-
ment Assistance Program. The City of McHenry announced that it intends to make
grant application for grant funds pursuant to the Illinois Community Development
Assistance Program administered by the State of Illinois (DCCA) to fund the follow-
ing projects: 1. Expansion of the Vocational Rehabilitation Center owned and
operated by McHenry County Association for the Retarded, an Illinois not -for -
profit Corporation located at 4001 Dayton Street, McHenry, including the acquisi-
tion of adjoining land and necessary equipment; 2. The present City of McHenry
sewer system (city garage to treatment facility) is inadequate to accomodate
the increased need which will be required by the new hospital and that of future
businesses and industries in the immediate area of the hospital construction
site. The project consists of improvements to the present City of McHenry
collection and conveyance system to adequately transport hospital and/or other
businesses' and industries' sewer contributions to the present treatment facility;
3. To provide for internal modification of existing facilities, retrofitting of
equipment and laboratory facilities including the transportation, relocation and
installation of equipment at Illinois Coil Spring Company, 1415 N. Industrial
Drive, McHenry.
At roll call the following aldermen were in attendance: Pepping, Busse,
Gelwicks, Smith, Serritella, Meurer. Nolan arrived at 7:55 P.M. Absent: Datz.
Other city staff in attendance from McHenry County Association for the Retarded
were: Robert Lambourn of 3412W.. Fairway Drive, McHenry; John Bobbe of 4317 W.
Prairie Avenue, McHenry; Roberta Wilse of 3513 W. Oakdale Avenue, McHenry; Thomas
Gollan of 8522 Garrison Road, Wonder Lake and Attorney James Militello of Crystal
Lake. Reporter Lloyd Burger of the McHenry Plaindealer and Reporter Donna Bertulis
of the McHenry Herald were also present.
Mayor Stanek announced that the citizen's input is necessary to comply
with the citizen participation requirements of DCCA's program. Each applicant
community must have at least one public hearing prior to application submittal
to announce the applications for project funds and to obtain local citizen con-
cerns regarding the proposed projects. A notice was published in the McHenry
Plaindealer on February 18, 1983 concerning each of the proposed grant applica-
tions. These public notices gave notification that a public hearing would be
held March 2, 1983 at 7 P.M. for citizen input. Certificates of Publication
for announcement of each of the three grant applications were presented at the
hearing and entered into the record.
A record of the public hearing announcement of the City of McHenry's
intent to apply for grant funds for each of the grant applications, a copy of
the minutes of this hearing a letters of local support or opposition will be
made a part of the final records as evidence of citizen participation.
Mayor Stanek asked if there was anyone in attendance who wished to
present oral or written comments at this public hearing regarding any of the
three grant application proposals. The only one to respond was Robert Lambourn,
Executive Director of McHenry County Association for the Retarded. He stated
he wished to give verbal comments as well as submit letters of support for the
grantapplication for a capital improvement project for Pioneer Center.
Statement of Mr., Lambourn: "For the record and as an overview or perhaps
a summation --as you all know, as sponsors of our grant for the Department of
Commerce and Community Affairs, we are attempting to develop a project that will
allow primarily for the expansion of vocational rehabilitation training facility
in Tonyan Industrial Park. Very quickly, the components of that project include
the expansion of our existing facility by 12,000 square feet, the acquisition
of the vacant adjacent lot, the purchase of certain office and factory equipment
and the surfacing of our parking lot. We project that the project, in terms of
its total capital outlay, will come in at $364.560.00. That will allow us to
create job -type activities for 77 developmentally disabled people who are re-
ferred to in the grant as low and moderate income individuals and that plan is
to maximize itself by the year 1987. In addition to the grant application and
its particular proposal, I would also like to submit in writing, for the record,
certain letters of support that we have received from a variety of constituents
and the community at large. Those letters, for the record, include public
officials, the Honorable Dick Klemm, State Representative of the 63rd District;
the Honorable Jack Schaffer, State Senator from the 32nd District; from Economic
Development people including Peter Fox, Director of DCCA; Bill Hubbard, Chairman
of the McHenry County EDC; William Bolger, Director of Development of the

McHenry Area EDC; and from various funding agencies that we deal with
as an entity as far as operations are concerned including the Illinois
Department of Rehabilitation Services; McHenry County Outreach Center -
Jack Haffner; and finally, a statement of the minutes of the Mental
Health Board dated 1-20-83 which indicates support for the program.
I will offer this testimony."
Lambourn submitted photo copies of the support letters to
Mayor Stanek who announced they would be entered into the permanent
records of this hearing. Lambourn concluded by stating, "We continue
to appreciate your support and look forward to working with you in the
pursuance of our proposal and I say thank you."
Mayor Stanek asked if there was anyone else who wished to
make written or oral comments on any of the proposed grant applications
but no one responded.
Mr. Bobbe was asked to give a status report on the City of
McHenry sewer line and lift station improvement grant which he was
compiling. He stated it was in the preliminary stages and the proposed
grant guidelines had just been received from DCCA in Springfield. He
said letters of support have been requested from the community concern-
ing this project and were being gathered at this time. The applications
are due in Springfield April 8, 1983.
City Attorney Narusis asked that the various documents neces-
sary to execute the grants be presented to the City Council in adequate
time to permit Council review prior to the approval date. Lambourn
stated that the expect to have the information the City required by the
March 21, 1983 Council meeting.
Mayor Stanek commented on the relocation and modification
monies being requested by Illinois Coil Spring. There was a proposed
rollover of $100,000 which would be utilized by the City for various
and sundry sewer and water improvements which would be directly related
to commercial and industrial development and jobs created by the same.
There being no further comments on the grant application, motion
by Pepping, seconded by Busse, to adjourn the Public Hearing.
Voting Aye: Pepping, Busse, Gelwicks, Smith, Serritella,
Nolan, Meurer.
Voting Nay: None.
Absent: Datz.
Motion carried.
