A Special Meeting of the City Council was called to order by Mayor Stanek on March 2, 1983 at 7:22 P.M. for the purpose of reviewing the State of Illinois Fish Management Agreement for McCullom Lake, and a presentation from IDOT for an update of Route 120 improvements and the Route 120 bridge construction. At roll call the following aldermen were present: Pepping, Nolan, Busse, Gelwicks, Smith, Serritella, Meurer. Absent: Datz. City personnel in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin. Motion by Smith, seconded by execute an agreement for fish management Department of Conservation. Voting Aye: Pepping, Nolan, Meurer. Voting Nay: None. Absent: Datz. Motion carried. Attorney Narusis presented the hospital Special Service Area No. General Obligation Bond. The Council and be prepared to vote on the matter Meurer, to authorize the mayor to of McCullom Lake with the Illinois Busse, Gelwicks, Smith, Serritella, information on abatement of taxes for 1 and for the 1982 City of McHenry was asked to study the information at the next regular council meeting. Attorney Narusis announced that financial information of the McHenry Shores Water Company and the Lakeland Park Water Company would be on file in the City Clerk's office for inspection of City Council members and other interested people in connection with the water companies request for rate increases. The forms and information on file included Federal Income Tax statements for five years, unaudited 1982 balance sheets, depreciation schedule of assets, summary sheets which reflect their income experience on a daily basis, and other details about operation of the company. This was all public information and could be reviewed in the Clerk's office. Mayor Stanek introduced Tony Onaz of Illinois Department of Transportation (IDOT) who presented an update of the Route 120 bridge re- construction project and of future Route 120 improvements. He reported that the Route 120 bridge reconstruction project was approved December 14, 1981. IDOT is currently in the process of preparing the plans and acquir- ing the necessary right-of-ways for that improvement. The total estimated cost is 4.9 million dollars which would be for a 5-lane cross-section on Route 120, improving the intersections of Riverside Drive and River Road, providing left -turn lanes on Route 120 at Riverside Drive, continuing the median across the bridge and transitioning into another left -turn lane to provide movement onto River Road from the east and west. A partial detour will be necessary and current plans are for eastbound traffic to be maintained throughout the construction period with westbound truck traffic tobe detoured to Chapel Hill Road, continue north- erly to Johnsburg Road and west to Route 31 at which point traffic can go either north or south on Route 31. Vehicular traffic in terms of automo- biles, pickup trucks and vans can continue west -bound on Route 120 to River Road, go north on River Road and use the Pearl Street bridge to go westerly on Route 31. That would be for just the first construction season. After that time, IDOT hopes to have one-half of the bridge completed and could then utilize the new bridge construction for two-way traffic. The detours would be eliminated at that time and all traffic would be reverted to Route 120. The bid letting for this project is anticipated for IDOT's third quarter in fiscal year 1984 which means that the letting would be anywhere between January and March of 1984. Once the contract is awarded there would be the normal pre -construction meetings to coordinate the work with the City of McHenry and construction would start shortly thereafter. This project was originally anticipated to be funded with HBRRF (Highway Bridge Replacement & Rehabilitation Funds). When this project was started three years ago,those funds were available but have since become scarce from this district and so the funding has been trasferred over to Crosstown Transfer money and specifically that portion earmarked for the FAP 420 Corridor Improvements since 120 is in that corridor in terms of maintaining access. IDOT & Route 120 Council Meeting Attendance Agreement Special Service Area Water Serv.l Wednesday, March 2, 1983 Page 2 Route 120 will also be improved by installing 4-lanes, with a median where needed and wherever possible, extending from River Road east to just west of Gilmer Road. That study will be undertaken in May or June of 1983 with anticipated bid letting sometime between July 1, 1986 and June 30, 1987. Estimated cost of that project is between 15 and 20 million dollars. County Board members in attendance at this meeting were Clint Claypool, Chuck Weingart, Jim Curran, Ed Buss, Dean Cunat, and Donald Doherty. EDC Director of Development Bill Bolger was also present. They questioned Onaz on future highway projects in the area and discussion was held on improvements of Route 31 north and south as well as highways leading to O'Hare Airport from McHenry County. Motion by Smith, seconded by Gelwicks, to adjourn. Voting Aye: Smith, Gelwicks, Serritella, Meurer, Busse, Nolan, Pepping. Voting Nay: None. Absent: Datz. Motion carried.
