The regular meeting of the City Council was called to order by Council Mayor Stanek at 8:00 P.M. on Monday, March 1, 1982. At roll call the Meeting following aldermen were present: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Absent: None. Also in attendance were Supt. Attendance Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Harker, seconded by Nolan, to accept the minutes of the February 17, 1982 Proposed Revenue Sharing Meeting minutes, the February 11, 1982 Special Meeting minutes and the February 17, 1982 Regular Meeting minutes as presented. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Datz, to pass an ordinance amending Ordinance the Subdivision Control Ordinance by requiring that no building permit Subdivision be issued until all public improvements have been approved by the City. Control Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Wieser, to approve three picnic Park Beer beer permits for family picnics in city parks on the condition no beer Permits will be sold. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Meurer, seconded by Serritella, to open the sealed Sale of purchase proposals received for used city squad cars. City Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Property Nolan, Pepping. Bids - Voting Nay: None. Absent: Nome. Authorizatior Motion carried. The following sealed purchase proposals were received: Andrew and Wendy Fossum, 6507 McCullom Lake Road, Wonder Lake, - offered $1,202 for the 1978 Mercury Cougar. Fred Rau, 1101 Fairfield Road, Round Lake Beach, offered $500 for the 1978 Mercury Cougar and $510 for the 1980 Buick LeSabre. Ronald F. Cottrell of 7713 Brook Drive, Wonder Lake, offered $1,205 for the 1980 Buick LeSabre Car #312 and $1,005 for the 1980 Buick LeSabre Car #314. Police Charles Shanlever of 210 Ellsworth Street, Crystal Lake, Misc. offered A950 for the 1980 Buick LeSabre Car #314. Motion by Wieser, seconded by Harker, to accept the high purchase proposals of Cottrell for the 1980 Buicks at the price of $1,205 for car #312 and $1,005 for car #314 and the high proposal of Fossum for the 1978 Mercury Cougar at the price of $1,202. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Monday, March 1, 1982 Page 2 Later in the meeting the clerk re -read the purchase proposal of Cottrell and discovered that he only wanted to purchase one Buick. Motion by Pepping, seconded by Meurer, to accept the purchase pro- posal of Shanlever for Buick Car #314 at the price of $950. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Committees Motion by Smith, seconded by Meurer, to authorize Purchasing Committee Chairman- Meurer to dispose of the 1979 Mercury Cougar which received no price proposals in any manner and for any amount he could get. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Ordinance Motion by Harker, seconded by Nolan, to pass an ordinance elimi- Parkinq nating parking on the north side of Commercial Avenue from Highview to Meadow Lane. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Tag days Motion by Wieser, seconded by Serritella, to authorize approval of the following Tag Day requests: April 3,Easter Seal; May_1, Lioness Popcorn Day; May 15, VFW Poppy Day; July 17, McHenry Tumbleweeds; September 24, Kiwanis Peanut Day; November 6, K of C Tootsie Roll Day. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Parks- Motion by Smith, seconded by Harker, to allow the Girl Scout Troops Misc• who have done work in the parks free use of the parks for their outings. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Serritella, to pass the Yearly Resolu- Resolution tion for construction on State Highways which is used by municipalities in Idot lieu of a surety bond to insure that any work done by the city on state - maintained Rights -of -Way will be completely restored. Voting Aye: Meurer, Serritella, Smith, Wieser, Datz, Harker, Nolan, Pepping, Voting Nay: None. Absent: None. Motion carried. Commenda- Mayor Stanek read a letter into the record commending Officer tions George Erkenswick for saving the life of a citizen by immediately administering Employees CPR and other first aid procedures when he responded to a rescue call on February 28, 1982. The letter will be made a permanent record of Officer Erkenswick's personnel file. The meeting recessed at 9:20 p.m. and reconvened at 9:32 p.m. with everyone still in attendance. McHenry At this point in the meeting each member of the City Council made Shores known his or her feelings regarding the proposed annexation of McHenry Shores knnexation to the City of McHenry.
