At roll call the following Aldermen were present: Bolger, Donahue, Teta, Lieder, McClatchey, Serritella. Absent: Smith, Patterson. City Staff in attendance: City Attorney Narusis, City Clerk Gilpin, City Administrator Peterson, Director of Building & Zoning Halik, Director of Parks and Recreation Merkel, and Chief of Police Joyce. Absent: Director of Public Works Batt. No one signed up for the public input session. Five bids were submitted to the City for tennis court lighting at West Campus High School. Motion by Teta, seconded by McClatchey, to award the contract for the West Campus tennis court lighting installation to the low bidder, Carey Electric of McHenry, in the amount of $37,950.00. Voting Aye: Bolger, Donahue, Lieder, Teta, McClatchey, Serritella. Voting Nay: None. Absent: Smith, Patterson. Motion carried. Motion by Bolger, seconded by Donahue, to authorize and approve a $25.00 contribution to the Water Utility Council of the American Water Works Association which supplies legislative action news to local waifr suppliers. Voting Aye: Bolger, Donahue, Lieder, Teta, McClatchey, Serritella. Voting Nagy: None. Absent: Smith, Patterson. Motion carried. A request from Walter Brown, of 1319 Millstream Drive for a Home Occupation variation was withdrawn from the Council Agenda at the request of Mr. Brown. Scott Hunt, developer of White Oak Ridge subdivision and his engineer Frank Cuda, addressed the cuunril concerning approval of a preliminary plat. The subject property contains 32 acres of land and lies east of Ridge Road, just south of Deerwood Estates subdivision. The developer wishes to have Council approval of the preiiminary plat prior to proceeding with the details of an annexation agreement. Motion by McClatchey, seconded by Serritella, to concur with the recommendation of the Plan Commission and approve the preliminary plat of White Oak Ridge as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, McClatchey, Serritella. Voting Nay: None. Absent: Smith, Patterson. Motion carried. Discussion was held on the involuntary annexation of islands of land in the City. Nine parcels of land were presented which met the criteria for forceable annexation. It was the consensus that owners of the parcels of land which were of small acreage should be sent letters informing them of the Council's intention to annex them. Motion by Lieder, seconded by Bolger, to notify the following; property owners that the City is considering forced annexation of their• property and that the +natter would be under discussion at the March 13,, 1991 Council Meeting: Erber property, 106 S. Crystal Lake Road, 1 acre; Miller property, 219 S. Green Street, 1.20 acres and 1.32 acres; Kno& property, 223 S. Green Street, 1.32 acres; Huska property 202 S. Greea, Street, 2.08 acres; property at the east end of Charlotte Drive, .? acres. I February 25, 1991 Page S Motion by Teta, to amend the motion just to send to letters and notification to the Erber and Charlotte Drive properties. Motion failed for lack of a second. Voting on the original motion: Voting Aye: Bolger, Donahue, Lieder, McClatchey, Serritella. Voting Nay: Teta. Absent: Smith, Patterson. Motion carried. Discussion took place on the policy and procedure for vacation of City right-of-ways and other property. A request will be on the next agenda from Rooftree, Inc. to vacate Oak Street so that a multi -family complex can be built in the area. Following discussion the City Administrator was asked to study the matter and present suggestions and alternatives on the immediate vacation of Oak Street, west of Front Street for the Rooftree, Inc. development. The Mayor announced the appointment of Maria S. Kay of 21.3 Windridge Drive, to the Environmental Advisory Committee to fill the unexpired term of John V1eck. Motion by Teta, seconded by McClatchey, to approve the Mayor's appointment of Maria S. Kay as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, McClatchey, Serritella. Voting Nay: None. Absent: Smith, Patterson. Motion carried. Mayor Busse scheduled a Special Meeting for Monday, March 4, 1991 at 7:30 P.M. to discuss Capital Projects for the Budget and future goats and objectives. Motion by Bolger, seconded by Teta, to approve the request for a direct line hook-up of the old RAE Corporation building at 5801 W. Elm Street to the Police Monitoring Board. Voting Aye: Bolger, Donahue, Lieder, Teta, McClatchey, Serritella. Voting Nay: None. Absent: Smith, Patterson. Motion carried. Motion by Donahue, seconded by Teta, to go into Executive Session at 9:27 P.M. to discuss personnel and pending litigation. Voting Aye: Bolger, Donahue, Lieder, Teta, McClatchey, Serritella.
