WEDNESDAY, FEBRUARY 24, 1988 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, February 24, 1988, at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Council
Nolan, Teta, Smith, Patterson, Serritella. Lieder arrived at 10:50 P.M. Meeting
Absent: McClatchey. City staff in attendance were Supt. Batt, Attorney Attendance
Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance and
Personnel Administrator Vitas.
Motion by Bolger, seconded by Nolan, to accept the minutes of
the February 10, 1988 Regular Meeting with the re -wording of one
ordinance and the minutes of the February 11, 1988 Special Meeting as
presented.
Voting Aye: Bolger, Nolan, Teta, Smith, Patterson, Serritella.
Voting Nay: None.
Absent: Lieder, McClatchey.
Motion carried.
Dean Slagle, sales representatives for Chicago Motor Club,
presented a special citation for outstanding pedestrian accident record Misc.
in 1986 to the City of McHenry for outstanding pedestrian safety
achievement. McHenry was one of 13 cities in Illinois recognized for
this special achievement.
Mayor Busse announced the appointment of Luis Fontanez of 1710
N. Brown Street to serve on the Environmental Advisory Committee.
Motion by Teta, seconded by Nolan, to approve the Mayor's Appointments
appointment of Luis Fontanez to the Environmental Advisory Committee with
his term to expire April 30, 1988. Environ-

Motion by Nolan, seconded by Bolger, to concur with the Zoning
Board of Appeals recommendation and pass an ordinance granting the
request of Fredric J. Schlack for a minor rear yard setback variation.

establishing two-hour parking in the Court Street Municipal Parking Lot
and to allow Sam Diamond four free permit parking permits in
consideration of his leaving the right-of-way from Elm Street to the
parking lot as open access for the public.
Voting Aye: Bolger, Nolan, Teta, Smith, Serritella.
Voting Nay: Patterson.
Absent: Lieder, McClatchey.
Notion carried.
Motion by Bolger, seconded by Smith, to pass an ordinance for
Permit Parking Only in designated areas of the Court Street municipal
parking lot, the Green Street municipal parking lot and along Park Street
at Veteran's Memorial Park.
Voting Aye: Bolger, Nolan, Teta, Smith, Patterson, Serritella.

Motion by Bolger, seconded by Teta, to pass an amended Zoning
Ordinance for Brian and John Cunat under McHenry State Bank Trust No. Ordinances
4169 for the Fawn Ridge apartment complex by adding Items A - I under ZoningOrds.
Section 1 and to pass a Resolution authorizing the execution of a
memorandum of agreement for the Fawn Ridge Apartment Project by Cunat Resolutions
Bros. Inc. for the issuance of $9,900,000 in Industrial Development IRB's
Revenue Bonds to finance the acquisition of land and the construction of
buildings containing approximately 207 residential rental apartments to
be located on the southwest corner of Orleans Street and McCullom Lake
Road.

Mayor Busse called a Special Meeting for Wednesday, March 9, Special
1988 at 7:30 P.M. for the purpose of discussing Chapter 26 of the City of Special
McHenry Municipal Code Book and to discuss Comprehensive Plan Updates.
Motion by Nolan, seconded by Teta, to authorize and approve the Employees
reimbursement of $81 to Ernest Pieroni of the Water Department for
attendance at school to receive a Class "C" Water License.
Voting Aye: Bolger, Nolan, Teta, Smith, Patterson, Serritella.
