Tom Groeninger of PACE addressed the Council and answered
questions they had regarding renewal of the PACE Contract for the 1990
calendar year.
Motion by Smith, seconded by Teta, to enter into an agreement
with PACE for the calendar year 1990 as presented.

McClatchey, Serritella.

At this point in the meeting, the recessed Committee Meeting of
the Whole held prior to this Council Meeting on the preliminary city hall
plans was brought up for continued discussion. Two building plans were
presented by Legat. After a straw poll of the seven Aldermen and the
Mayor, it was decided by a vote of seven to one to proceed with Plan A.
Mayor Busse called for a recess at 9:00 P.M. The meeting
reconvened at 9:15 P.M. with everyone in attendance except Alderman
Patterson. Alderman McC:latchey left the meeting at 9:10 P.M.
At the completion of discussion on city hall plans, Carstens
reported that he and the architects would be back before the Council in
the next three weeks to present final floor plans, architectural
elevation blueprints, complete site plans and renderings.
During the Mayor's Statements and Reports Mayor Busse asked that
a delegate and an alternate be appointed from the Environmental Advisory
Committee to attend County Waste Advisory Meetings. Alderman Teta said
that he would make sure that this was brought up at the Environmental
Advisory Committee Meeting on February 27, 1990.
"Operation Green Light" was discussed but since there seems to
be no money available for the program it appeared futile to proceed with
any further discussions. The Mayor was authorized to send a letter
telling IDOT that we do have a project and see if they would come up with
any money to fund that project.
Alderman Lieder reported that a Finance Committee Meeting had
been held on February 19, 1990 to discuss the 1990-91 Fiscal Year
budget. Employee representatives also appeared at these meetings to
present their requests for wages and benefits for next year.
Alderman Donahue, Chairman of the Public Property Committee,
reported that her committee had met to discuss Baxter & Woodman's
proposals for improvement of the Court Street Parking Lot, the Riverside
Drive Parking Lot and Bull Valley Road east of Green Street.
Motion by Teta, seconded by Donahue, to proceed with Alternate B
as presented for improvement of the Riverside"Parking Lot.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Voting Nay: Serritella.
Absent: McClatchey, Patterson.
Motion carried.
Improvement of the Court Street Parking Lot was deferred until
next year.
It was brought to the attention of the Council that there is a
piece of property which abuts directly south of the McHenry Corporate
Center and has a width of 75 feet running due west of South Route 31 for
1,518 feet. When the property was annexed to the City in 1982, it was
given a RS-1 zoning classification. All of the surrounding properties in
that location are now zoned I-1 Industrial. Owners of the Corporate
Center were asking that the parcel be rezoned I-1 so that residential
setback and screening requirements would not be required. Since this 75
foot strip is over a natural gas pipe line there could never be any
residential construction on that parcel.

Motion by Serritella, seconded by Lieder, to authorize the City
Attorney to drafta petition to present to the Zoning Board of Appeals
changing the RS-1 zoning to I-1 zoning on the property in question in the
McHenry Corporate Center with legal costs to be paid by McHenry Corporate
Center Developers,
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Serritella.
Voting Nay: None.
Absent: McCl atchey, Patterson.
Motion carried.
Smith Engineering submitted several letters to City Council
members over the past several months requesting that they be considered
for City projects. Following lengthly discussion it was determined that
in the future, Smith, along with other engineering firms, would be
considered for upcoming projects.
Motion by Lieder, seconded by Teta, to go into executive session
at 10:50 P.M. to discuss personnel.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Serritella.
Voting Nay: None.
Absent: McClatchey, Patterson.
Motion carried.
Alderman Teta left the meeting at 10:55 P.M.
Motion by Lieder, seconded by Donahue, to go back into open
session at 11:00 P.M.
Voting Aye: Bolger, Donahue, Lieder, Smith,
Serritella.
Voting Nay: None.
Absent: McClatchey, Patterson, Teta.
Motion carried.
Motion by Smith, seconded by Serritella, to amend the Personnel
Policy Manual, Section 10.6, as follows: "Resignations are irrevocable.
All written and verbal resignations shall be automatically accepted when
tendered by or on behalf of an employee and may not thereafter be revoked
or withdrawn".
Voting Aye: Bolger, Donahue, Lieder,Smith,
Serritella.
Voting May: None.
Absent: McClatchey, Patterson, Teta.
Motion carried.
Motion by Serritella, seconded by Lieder, to authorize Building
and Zoning Enforcement Officer Halik to take whatever steps are necessary
to cover his needs for secretarial services which would include paying
existing employees overtime.
Voting Aye: Donahue, Lieder, Smith,
Serritella.
Voting May: Bolger.
Absent: frcClatchey, Patterson, Teta.
Motion carried.
