The regular meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, February 21, 1983 at 8:00 P.M. At roll call the following aldermen were present: Nolan, Busse, Datz, Gelwicks, Smith, Serritella, Meurer. Absent: Pepping. Other city staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Serritella, seconded by Gelwicks, to accept the minutes of the February 7, 1983 regular meeting as presented. Voting Aye: Nolan, Busse, Datz, Gelwicks, Smith, Serritella, Meurer. Voting Nay: None. Absent: Pepping. Motion carried. Nancy Fike, of the McHenry County Historical Society, addressed the Council and requested that Sunday, June 5, 1983 be declared McHenry Day at the McHenry County Historical Museum. Local McHenry residents are asked to bring artifacts regarding history of the McHenry area such as pictures, papers and so forth which can be shown on that date. Mayor Stanek declared June 5, 1983 as McHenry Day at the McHenry County Historical Museum in Union, Illinois. William Stahlman, president of the McHenry Police Officer's Associa- tion, presented playground equipment to the McHenry Park & Recreation Depart- ment to be used for Youth programs during the summer park season. Mayor Stanek and the Park Director expressed appreciation to the Police Officer's Association on behalf of the residents of McHenry. Motion by Meurer, seconded by Smith, to authorize reimbursement of Special Service Area Expenditures for hospital sewer and water service line extensions to the General Fund in the amount of $14,749.85 and to the water/ sewer fund in the amount of $18,323.47. Voting Aye: Nolan, Busse, Datz, Gelwicks, Smith, Serritella, Meurer. Voting Nay: None. Absent: Pepping. Motion carried. Motion by Gelwicks, seconded by Busse, to deny the request of A & A Oil Co. for a Class "F" liquor license at the Millstream 76 Gas Station Quick Mart, 3702 W. Elm Street, McHenry, and not to increase the Class "F" liquor licenses allowed under city ordinances. Voting Aye: Busse, Datz, Gelwicks, Smith, Serritella, Meurer. Voting Nay: Nolan. Absent: Pepping. Motion carried. Motion by Busse, seconded by Nolan,.to conc.Ur.with the.recommendation of the Zoning Board of Appeals and pass an ordinance authorizing the issuance of a Special Use permit for the operation of a crematory at the George R. Justen Funeral Home at 3519 W. Elm Street, McHenry. Voting Aye: Busse, Datz, Gelwicks, Smith, Serritella, Meurer, Nolan. Voting Nay: None. Absent: Pepping. Motion carried. Motion by Datz, seconded by Serritella, to concur with the recommenda- tion of the Zoning Board of Appeals and pass an ordinance amending the City of McHenry Zoning Ordinance prohibiting intermittent flashing signs except those that give primarily time, temperature, date and public service messages. Voting Aye: Datz, Gelwicks, Smith, Serritella, Meurer, Nolan. Voting Nay: None. Not Voting: Busse (Conflict of interest) Absent: Pepping. Motion carried. Motion by Meurer, seconded by Gelwicks, to pass an ordinance amending the Motor Vehicle and Traffic Regulations Ordinance and hereby delete Orleans Street between McCullom Lake Road and the Chicago Northwestern tracks as a designated local truck route, and making it a "No Trucks" route. Elm Street, McHenry, Illinois, on May 1, 1983. Voting Aye: Datz, Gelwicks, Smith, Serritella, Meurer, Nolan, Busse. Voting Nay: None. Absent: Pepping. Motion carried. Ordinances Motion by Nolan, seconded by Meurer, to pass an ordinance regulating the use of alcoholic beverages at any time in any City park, and to Park Policies approve the application for City park beer permits (non -organizational) Parks -Beer as submitted by Attorney Narusis with one insertion in paragraph five. Resolutions Motion by Smith, seconded by Busse, to pass the annual resolution with the Illinois Department of Transportation for construction on State I.D.O.T. Highways which is used in lieu of Surety Bonds for work done along State Highways in the City of McHenry by the City of McHenry. Voting Aye: Datz, Gelwicks, Smith, Serritella, Meurer, Nolan, Busse. Voting Nay: None. Absent: Pepping. Motion carried. Ordinances Motion by Gelwicks, seconded by Meurer, to pass an ordinance amend- ing the Motor Vehicle and Traffic Regulations Ordinance by adding stop sign Traffic Regs. locations on Bull Valley Road (eastbound) at Route 31, Bull Valley Road Stop Sign (eastbound) at Crystal Lake Road, and Crystal Lake Road (southbound) at Locations Bull Valley Road as indicated in the ordinance. Voting Aye: Datz, Gelwicks, Smith, Serritella, Meurer, Nolan, Busse. Voting Nay: None. Absent: Pepping. Motion carried. Mayor Stanek called for a recess at 9:57 P.M. The meeting reconvened at 10:08 P.M. with all aldermen still in attendance. Bull Valley Motion by Datz, seconded by Meurer, to authorize payment of $91,893.15 W/S Extension to Mehlan Construction Co. for payment Estimate No. 1 on the Bull Valley Road Water Main and Sanitary Sewer Extension as recommended by Baxter & Woodman. Voting Aye: Datz, Gelwicks, Smith, Serritella, Meurer, Nolan, Busse. Voting Nay: None. Absent: Pepping. Motion carried. Monday, February 21, 1983 Page 7 Mayor Stanek authorized the Building & Zoning Committee to study the Committees revision in the Subdivision Control Ordinance regarding subdivision of small Subdivision tracks of land and report back to the City Council with a recommendation.
