The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, February 19, 1986 at 7:30 P.M. in city hall. At roll call the following Aldermen were present: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: Lieder. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by Teta, to accept the minutes of the February 6, 1986 Special Meeting and the February 12, 1986 Regular Meeting as presented. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Motion carried. Planning Alderman McClatchey, Chairman of the Personnel Committee, reported on the recent Personnel Committee Meeting held February 4, 1986. Chief Joyce requested that the City Council consider adopting a policy on a Career Development Program for the Police Department. Police Dept. Motion by McClatchey, seconded by Teta, that the Chief of Misc. Police be instructed to develop a program for the Police Department, to return to the Council for further approval with the understanding that if approval is given, money will be appropriated in the budget to implement the program. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Notion carried. Wednesday, February 19, 1986 page 4 Water Dept. Motion by Bolger, seconded by Nolan, to approve an expendi- Improv. ture of up to $1,400 to sandblast equipment in Well No. 2 and Well No . 3. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Motion carried. Resolutions Motion by Smith, seconded by Nolan, to pass a resolution MFT appropriating $16,230.93 from the MFT Funds for street and sidewalk maintenance. Street Voting Aye: Bolger, McClatchey, Nolan, Smith, Maint. Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Motion carried. Chgo. & Motion by Nolan, seconded by Teta, to authorize the Mayor NW Trans. Co and City Clerk to sign a supplement to the agreement for consultant Agreements services on the City of McHenry Commuter Parking Lot improvements as presented. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Motion carried. Agreements Motion by Bolger, seconded by Nolan, to authorize the Mayor to enter into an agreement with Illinois Department of Transportation Street for improvement of the intersection at Illinois Route 31 and Bull Maint. Valley Road as presented. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Notion carried. Motion by Bolger, seconded by Nolan, to authorize the Mayor Auth. to sign the plan approval of the improvement of Illinois Route 31 and Street Bull Valley Road as presented. Maint. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Motion carried. Resolutions Motion by Bolger, seconded Nolan, to pass a resolution Street appropriating the sum of $10,575 as the City's share of the improve- Maint. merit at the intersection of Illinois Route 31 at Bull Valley Road as presented. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Motion carried. Ordinances Motion by Bolger, seconded by Nolan, to pass an ordinance Street restricting parking along south Route 31 at the Bull Valley Road Maint. intersection within the City of McHenry during construction of improvement. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Lieder. Notion carried. Ordinances Motion by Bolger, seconded by Nolan, to pass an ordinance Street prohibiting the discharge of sanitary and industrial waste into any Maint. storm sewer or drainage facility constructed as part of the Illinois Route 31 at Bull Valley Road intersection improvement. Alderman Bolger presented a proposed personnel policy manual for consideration by the City Council. Motion by Smith, seconded by McClatchey, to adjourn.
