The Regular Meeting of the McHenry City Council was called to order by Mayor pro tem Ray Smith on Wednesday, February 18, 1987 at 7:30 Council P.M. at City Hall. At roll call the following Aldermen were present: Meeting Bolger, Lieder, McClatchey, Smith, Snell, Serritella, Teta. Alderman Attendance Nolan arrived at 7:40 P.M. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Bolger, seconded by McClatchey, to reaffirm approval of the preliminary plat of Brittany Heights Unit I as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Plats Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Owners of the V.I.P. Pet Salon at 4614 W. Elm Street addressed the Council concerning a sign variation. Motion by Bolger, seconded by Serritella, to authorize the elimination of the existing cable dish sign (Sign A) and to allow the Sign reattachment of Sign B and installation of Sign C as outlined on the Permits & explanation form presented at the meeting. Variations Motion by Lieder, seconded by Teta, to amend the Motion to put a time limit of one year and then review the above sign permit variation. Following discussion, Teta withdrew his second. Alderman Nolan then seconded the amendment. Voting on the amendement: Voting Aye: Nolan, Lieder. Voting Nay: Bolger, Teta, McClatchey, Snell, Serritella, Smith. Absent: None. Motion did not carry. Voting on the orginal motion: Voting Aye: Bolger, Teta, McClatchey, Snell, Serritella, Smith. Voting May: Nolan, Lieder. Absent: None. Motion carried. Motion by McClatchey, seconded by Bolger, to accept the January Treasurer's monthly report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Snell, to approve the January Clerk's monthly report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, February 18, 1987 page 4 Motion by Teta, to table the motion until the next meeting to see if the Post Office concurs with the elimination of that parking Failed space. Ordinances Motion by Teta, seconded by Snell, to pass an ordinance amending Subd. the Subdivision Control Ordinance to require surface water drainage Control certificates on the final plat of subdivisions.. Ordinance Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Snell, to authorize the City Attorney to draft an ordinance giving relief to those who apply for liquor licenses during the year as follows: 6 months or over - applicant pays full fee; 3 months to 6 months - applicant pays 50 percent of total Tabled fee; one day to three months - applicant pays 25 percent of total fee. Motions Motion by McClatchey, seconded by Serritella, to table the motion: Voting Aye: Nolan, Teta, Lieder, McClatchey, Serritella. Voting Nay: Bolger, Snell, Smith. Absent: None. Motion carried.
