HomeMy WebLinkAboutMinutes - 02/18/1981 - City CouncilREGULAR MEETING WEDNESDAY, FEBRUARY 18, 1981 8:35 P.M. The Regular Meeting of the City Council was called to order by Mayor Mtg. Date Stanek on Wednesday, February 18, 1981 because the regular meeting date fell on the national celebration of Washington's birthday. At roll call the following aldermen were present: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Attend- ance Meurer. Absent: None. Also in attendance were Supt. Weber, Attorney Narusis, Clerk Gilpin, Police Chief Pasenelli, Park Director Merkel. Tim Fuerry of the Northern Illinois Special Recreation Association Tax addressed the Council and requested that the aldermen consider levying a tax Levy for use in operation of their organization. No action was taken at this time. Mrs. Fisher and Mrs. Hickey of Lakeland Park appeared before the Council to announce that a memorial fund had been established at the McHenry State Bank in memory of 16 year old Tammy Schultz of Lakeland Park who died recently of a rare form of cancer. The fund will be used to defray approx- imately $50,000.00 in medical bills. Dave Gelwicks, President of the McHenry Kiwanis Club, presented a Misc. check for $3,000 to the city for use in developing and equipping the playground located at the water tower location in Cooney Heights. Alderman Nolan, chair- man of the Park Committee, accepted the generous donation in behalf of the park citizens of McHenry and especially in behalf of all the children in the Cooney donations Heights area. Motion by Nolan, seconded by Datz, to accept the minutes of the February 2, 1981 regular meeting as read. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to authorize the Mayor and Clerk to enter into an agreement with Hampton, Lenzini and Renwick, Inc. for Phase I con- Agree- ments sultant services in connection with the proposed improvement of Green Street from Kane Avenue to the south city limits with the city's share of fees to be paid from Motor Fuel Tax Funds. Motion by Harker, seconded by Adams, to authorize approval of Payment Mcx. Estimate No. 9 for McHenry Lakes Estates (Wexford Group) in the amount of Lakes Estates $27,075.00 at the recommendation of Baxter & Woodman and to submit the request for payment to Elgin Savings & Loan. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Bid Motion by Harker, seconded by Datz, to authorize the city clerk to A uthori- advertise for bids for construction of Well No. 7 on Crystal Lake Road in zation well 7 Winding Creek Subdivision. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Authori- Motion by Harker, seconded by Schooley, to authorize Baxter & Woodman z ations to assist the city in developing a Water & Sewer Atlas at an estimated cost of Water Sewer $10,000-$15,000. Atlas Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Schooley, seconded by Harker, to increase the Class "B" Liquor liquor licenses available in the city from 2 to 3 to enable a liquor license Licenses to be used to White Hen Pantry at 4802 W. Motion by Nolan, seconded by Adams, to authorize the purchase and installation of a railing around the clarifying tank at the sewer plant with Purchases - Sewer payment to be made from the 1979 Sewer Construction Fund. Voting Aye: Pepping, Harker, Adams, Schooley, Meurer, Nolan, Datz, Wieser. Voting Nay: None. Absent: None. Motion carried. John Shay of ESDA addressed the Council and requested information on why the city had not passed an ordinance making flood insurance available from the federal government for local residents. Following discussion, Mayor Stanek appointed a special committee of Wieser, Meurer, Harker and Adams, with Wieser as Chairman, to work with the corps of engineers and city engineers on the problem. They are to report back to the Council with their findings. Mayor Stanek called for a recess at 10:05 P.M. The meeting reconvened at 10:18 P.M. with all aldermen still in attendance. Motion by Datz, seconded by Adams, to accept the January Treasurer's Report as presented. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion by Harker, seconded by Meurer, to concur with the recommendation Purchases Bid of the Purchasing Committee and purchase an Elgin Whirlwind Dual Demonstrator Authori- zations Vacuum Street Sweeper with air conditioning at a cost of $58,056.00 from the Bruce Municipal Equipment, Inc. of Glenview, IL as outlined in Alternate Quote #2. Voting Aye: Harker, Adams, Schooley, Meurer, Nolan, Datz, Wieser. Voting Nay: Pepping. Absent: None. Motion carried. It was the concensus of opinion that Revenue Sharing funds should be Revenue used for payment of the sweeper. A representative of Bruce Municipal Equipment, Sharing Inc. was present at the meeting and was instructed to send a letter to the chairman of the Finance Committee concerning a possible lease -purchase plan for payment of the sweeper. Motion by Meurer, seconded by Schooley, to set a Public Hearing date on Monday, March 23, 1981 at 7:30 P.M. for an annexation hearing being proposed Public Hrg, by the McHenry Group for 8 acres of property on Crystal Lake Road. Voting Aye: Harker, Adams, Schooley, Meurer, Nolan, Pepping, Datz, Wieser. Voting Nay: None. Absent: None. Motion carried. Wednesday, February 18, 1981 Page 7 Motion by Harker, seconded by Datz, to authorize and approve payment - i thorza of Estimate No. 2 in the amount of $2,553.80 to Scully, Hunter & Scully for Au� tions final payment of water main and sanitary sewer extensions and Revisions in Knox Knox Park Park as recommended by Baxter & Woodman. Voting Aye: Pepping, Harker, Adams, Schooley, Meurer, Nolan, Datz, Wieser. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek proclaimed February as "Heart Month." Proclamation I Motion by Wieser, seconded by Pepping, to authorize the approval of four tag day requests and disapproval of one request as follows: Approval for Easter Seal sales on April 11, McHenry Girls Pigtail Baseball League on May 23, McHenry Lioness Club on June 6 and Helping Paws Animal Shelter on June 20, Tag Days Disapproval of request for Little City Foundation of Palatine on the basis that no funds are spent in the City of McHenry. Voting Aye: Pepping, Harker, Adams, Schooley, Meurer, Nolan, Datz, Wieser. Voting Nay: None. Absent: None. Motion carried. Attorney Narusis reported to the Council on the status of the City's request for a variance from the Environmental Protection Agency regarding the EPA EPA's requirement that the operator of the City of McHenry's sewer plant must have a Class 1 Certificate. Motion by Nolan, seconded by Pepping, to authorize the city attorney to agree to Illinois EPA's recommendation to grant the City of McHenry a variance Authori- until April 1, 1982, within which time our present sewer plant operator will z atio ns have time to upgrade his certificate to a Class 1 Certificate. Wednesday, February 18, 1981 Page 8 Building Motion by Pepping, seconded by Schooley, to instruct the owner of the Request Fox Hole Tap to remove the enclosure recently constructed in front of his business establishment on Riverside Drive. Voting Aye: Pepping, Schooley. Voting Nay: Harker, Adams, Meurer, Nolan, Datz, Wieser. Absent: None. Motion did not carry. Committees Mayor Stanek instructed the Building and Zoning Committee to make a further study into the enclosure at the entrance to the Fox Hole Tap as to possible alternatives or revisions. The Public Property Committee was authorized to study the parking lot Commit- tees situation behind business establishments on the west side of Riverside Drive Parking lot as to possible methods of upgrading and policing the lot. Trade Mayor Stanek approved Datz's request to spend approximately $100.00 for Fair purchase of handouts from the City booth at the Trade Fair. Motion by Adams, seconded by Wieser, to adjourn.
