The regular meeting of the City Council was called to order by Mayor Stanek at 8:15 P.M. on Wednesday, February 17, 1982 because the regular Monday meeting date fell on Washington's Birthday, a national hol- Council iday. At roll call the following aldermen were present: Pepping, Nolan, Meeting Harker, Datz, Wieser, Smith, Serritella, Meurer. Absent: None. Also in attendance were: Supt. Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Serritella, seconded by Nolan, to accept the minutes of the February 1, 1982 regular meeting as presented. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Mr. Frederick Schlack presented a letter to the Council which contained an offer of $1,500.00 to the City of McHenry if the city would authorize the issuance of industrial revenue bonds to him for expansion of his business which is one mile outside city limits. The $1,500 amount is similar to the current fee which is charged for annexation to the city for a parcel the size of Schlack's. Motion by Pepping, seconded by Nolan, to accept the offer of Frederick Schlack for $1,500.00 and to approve the issuance of industrial revenue bonds to Schlack for his business, Customs Composites Inc., 4506 W. Hi Point Road, McHenry, with formal authorization to be given upon submittal of a letter of intent and a resolution by Mr. Schlack. Voting Aye: Pepping, Nolan, Harker, Datz, Serritella, Meurer. Voting Nay: Wieser, Smith. Absent: None. Motion carried. Motion by Harker, seconded by Datz, to pass an ordinance amending the municipal code regarding restructuring of job descriptions for the Superintendent of Public Works and the Building Officer. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Harker, to authorize issuance of park beer permits to Anna Loukota of 5524 Wonder Lake Road, Wonder Lake and to Helen Knox Busch, 219 James Road, Spring Grove, both for July 25, 1982. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Motion by Wieser, seconded by Smith, to authorize issuance of a beer park permit to North Shore Rods for October 3, 1982 at Petersen Park on the condition that no cars can be parked on athletic fields. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Attendance Industrial Revenue Bonds Industrial Revenue Bonds Ordinance Reorganiza- tion Employees Park Beer Permits Park Beer Permits Motion by Pepping, seconded by Meurer, to retain the accounting Autid firm of Yapelli Ketchmark Company of Crystal Lake to examine the financial statements and prepare a general audit for the 1981-82 fiscal year at estimated cost of $8,250 - $8,800 and also $1,000 for the compliance audit of Revenue Sharing Funds. Motion by Harker, seconded by Nolan, to amend Municipal Code, Water Section 26-31 relating to responsibility for installation and supervision Dept. by transferring financial responsibility for that portion of the service lead which is in the public domain from the city to the property owner. Following discussion, Nolan withdrew her second. Harker did not withdraw his motion so it remained as stated. There being no second to the motion, the mayor declared the motion failed for lack of a second. The meeting was recessed at 9:35 P.M. It reconvened at 9:47 P.M. with everyone still in attendance. Resolution Motion by Datz, seconded by Wieser, to pass a resolution requesting permission from the state to close off a portion of Fiesta Route 120 for the Fiesta Day Parade on August 1, 1982. Day Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Serritella, Meurer, Smith. Voting Nay: None. Absent: None. Motion carried. Street Motion by Nolan, seconded by Wieser, to inform the County Vacation Board that the City of McHenry's intent toward the vacation of Charles Street is to allow the County Board to make this determination and that the city's position is not one of approval or denial but one of non-interference and if all of the other legal governmental entities sign the necessary documents, the mayor and city clerk are hereby authorized to also do so. Motion by Harker, seconded by Pepping, to authorize Baxter & Woodman Authorizations to prepare a document allocating the costs of the Sewer extension to the McHenry Hospital site among benefited property owners along the route.
