WEDNESDAY, FEBRUARY 15, 1989 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, February 15, 1989 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Nolan,
Lieder, Teta, Serritella. Absent: Smith, McClatchey, Patterson. City
staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park
Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas,
Director of Development Greenwood, Building & Zoning Administrator Halik..
Scott Dixon of Prime Development addressed the Council and
presented a concept plan for annexation of 220 acres of land for a
business park to be known as McHenry Corporate Center. The property is
located on the west side of Route 31 across from Tonyan Industrial Park.
Motion by Nolan, seconded by Lieder, to instruct Prime
Development to proceed to the Plan Commission and the Zoning Board of
Appeals for annexation and zoning.
Voting Aye: Bolger, Nolan, Lieder, Teta, Serritella.
Voting Nay: None.
Absent: Smith, McClatchey, Patterson.
Motion carried.
Motion by Lieder, seconded by Serritella, to approve the audit
report for 1988-89 as presented by Lou Karrison of Karrison and Byrne.
Voting Aye: Bolger, Nolan, Lieder, Teta, Serritella.
Voting Nay: None.
Absent: Smith, McClatchey, Patterson.
Motion carried.
Motion by Lieder, seconded by Nolan, to enter into an agreement
with Hampton, Lenzini & Renwick for completion of Phase I for improvement
of Green Street to south city limits at a cost not to exceed $1,850.00.
Voting Aye: Bolger, Nolan, Lieder, Teta, Serritella.
Voting Nay: None.
Absent: Smith, McClatchey, Patterson.
Motion carried.
Motion by Teta, seconded by Lieder, to approve a request of the
Zoning Board of Appeals and require that approval criteria be
incorporated as a part of all petitions which deal with conditional uses
or variation requests when presented to the ZBA.
Voting Aye: Bolger, Nolan, Lieder, Teta, Serritella.
Voting Nay: None.
Absent: Smith, McClatchey, Patterson.

Alderman Serritella, Chairman of the Purchasing Committee,
reported that the Police Department had requested the purchase of four Building &
squad cars and one 6 channel Motorola radio for the Police Department Zon. Misc.
through the State Purchasing Program. The Committee recommended that one
of the used squad cars should be given to the Superintendent of Public Pol. Misc.
Works for his use and the other two used cars should be given to the
Building & Zoning Department for its inspectors. The Superintendents
of Public Works used car should be auctioned off.

by Nolan, seconded by Lieder, to authorize the

office at a cost not to exceed $5,411.00 which was the low bid submitted

and Son and to authorize the utilities connection at an
approximate cost
of $1,500.00.

Park Improv. engineering service agreement with Smith Engineering for the South
Riverfront Boat Project at a cost not to exceed $14,000.00 as presented
which includes the services of Ken Fiske and Conservation Services Inc.

Agrmts. Motion by Lieder, seconded by Nolan, to enter into an agreement
with the State of Illinois Department of Conservation for construction,
Park Improv. maintenance and operation of a two lane boat ramp with retaining wall,
and a gravel parking lot with an access road at a cost not to exceed
Boat Launch $140,000.00.
