WEDNESDAY, FEBRUARY 14, 1990 8 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, February 14„ 1990 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Donahue, Teta,
Smith, McClatchey, Serritella. Lieder arrived at 8:10 P.M. Bolger
arrived at 8:40 P.M. Patterson arrived at 9:05 P.M. Absent: None. City
staff in attendance were Director of Public Works Batt, Attorney Narusis,
Clerk Gilpin, Park Director Merkel, Chief Joyce, Building & Zoning
Officer Halik.
Motion by Donahue, seconded by Smith, to approve the minutes of
the following meetings: Monday, January 29, 1990 Committee Meeting of
the Whole; January 31, 1990 Committee Meeting of the Whole; February 5,
1990 Committee Meeting of the Whole; January 31, 1990 Regular Meeting;
February 7, 1990 Regular Meeting as corrected.
Voting Aye: Donahue, Teta, Smith, McClatchey, Serritella.
Voting Nay: None.
Absent: Bolger, Lieder, Patterson.
Motion carried.
Motion by Donahue, seconded by Teta, to instruct the Building
and Zoning Committee to discuss the matter of adopting a Business Park
District text amendment incorporating the business park guidelines which
the Council approved in the Corporate Center Annexation Agreement.
Voting Aye: Donahue, Teta, Smith, McClatchey, Serritella.
Voting Nay: None.
Absent: Bolger, Lieder, Patterson.
Motion carried.
Alderman Lieder arrived at 8:10 P.M.
Baxter and Woodman presented a preliminary written report on the
proposed rehabilitation of the Court Street Parking Lot, the new
Riverside Drive Parkins Lot where the Jepsen Building used to be and for
rehabilitation of Bull Valley Road from the City limits east to the
river. The Public Property Committee was instructed to study the matter
and report back to the Council at a later date with a recommendation. A
Public Property Committee meeting was scheduled for Tuesday, February 20,
1990 at 7:00 P.M. to discuss the above matter and the 1990 Summer Road
Maintenance Program. -
Motion by Smith, seconded by Serritella, to pass an ordinance
increasing the number of Class "F" liquor licenses by one (1) and to
authorize the Mayor to issue that license to the Walgreen Company for a
store at 4400 W. Elm Street.
Voting Aye: Donahue, Lieder, Teta, Smith,
McClatchey, Serritella.
Voting Nay: None.
Absent: Bolger, Patterson.
Motion carried.
Motion by McClatchey, seconded by Serritella, to approve the job
description for a personnel/payroll clerk as presented and to advertise
for that position.
Voting Aye: Donahue, Lieder, Teta, Smith,
McClatchey, Serritella.
Voting Nay: None.
Absent: Bolger, Patterson.
Motion carried.
Motion by McClatchey, seconded by Smith, to authorize and
approve payment to Seagren/Shales Inc. for partial payment in the amount
of 524,550 for South Wastewater Treatment Plant construction contingent
upon receipt of proper waivers of liens.
Voting Aye: Donahue, Lieder, Teta, Smith,
McClatchey, Serritella.
Voting Nay: None.
Absent: Bolger, Patterson.
Motion carried.
Motion by Donahue, seconded by Lieder, to accept the low bid of
International Decorators of Barrington and award a contract for painting
of the Knox Park Pool and deck equipment at a cost of 57,518 as presented.
Voting Aye: Donahue, Lieder, Teta, Smith,
McClatchey, Serritella.
Voting Nay: None.
Absent: Bolger, Patterson.

The Council also instructed Park Director Merkel to have the
swimming pool ready for opening by Memorial Day this year.
Motion by Smith, seconded by Serritella, to pass an ordinance
amending the wording in the Motor Vehicle and Traffic Regulations
Ordinance in Section 13-708 (e) of Chapter 13 as presented.
Voting Aye: Donahue, Lieder, Teta, Smith,
McClatchey, Serritella.
Voting Nay: None.
Absent: Bolger, Patterson.
Motion carried.
Motion by McClatchey, seconded by Ser ri tell a, to pass an
ordinance amending the Traffic and Motor Vehicle Ordinance by eliminating
the loading zone in front. of 3308 West Pearl Street as presented.
Voting Aye: Donahue, Lieder, Teta, Smith,
McClatchey, Serritella.
Voting May: None.
Absent: Bolger, Patterson.
Motion carried.
Attorney Narusis was instructed to revise Section 13-1719
relating to weight limits on Bull Valley Road between Hilltop Drive and
Bally Road so as to exempt garbage trucks, school busses, municipal
vehicles, etc. from the weight limit road requirement.
Alderman Bolger arrived at 8:40 P.M.
Mayor Busse announced that Janet Ringer of the Landmark
Commission had resigned her position because she was moving out of town.
Alderman Teta gave a report on the Environmental Advisory
Commi ttee Meeting held February 13, 1990. Their next meeting is
scheduled for February 27, 1990.
Alderman Patterson arrived at 9:05 P.M.
Motion by Teta, seconded by Lieder, to go into executive session
at 9:10 P.M. to discuss personnel.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Lieder, to go back into open
session at 10:23 P.M.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to adjourn at 10:25 P.M.
