The Regular Meeting of the McHenry City Council was called to order
by Mayor Busse on Wednesday, February 12, 1992 at 8:00 P.M. in the
Municipal Center Council Room. At roll call the following Aldermen were
present: Bolger, Donahue, Locke, Lieder, Patterson, Serritella, Adams.
Absent: Smith. City Staff in attendance: City Clerk Gilpin, City
Attorney Narusis, City Administrator Peterson. Absent: Chief of Police
Joyce, Director of Public Works Batt, Director of Parks and Recreation
Merkel, and Director of Building and Zoning Halik.
Mayor Busse announced that the purpose of the regular meeting on the
second meeting of the month was to address in-depth issues that affect
the City and its growth. At these planning meetings, topics are explored
that the Council feels are vital to the future of the City. The topic
for this evening's meeting was schools.
No one signed up for the Public Input Session.
McHENRY CORPORATE CENTER CHANGE OF OWNERSHIP AND CONCEPT PLAN
The annexation agreement for the McHenry Corporate Center provides
that the Council must approve change of ownership, sale of property or
modification of the original plan. The Council must also determine that
this change conforms to the concept plan which was previously approved.
In attendance at the meeting were Kit Carstens and Scott Dixon of the
Corporate Center and their attorney, Dan Curran. The Corporate Center is
requesting a change in ownership for an 18 acre parcel adjacent to
Lots 1, 2 and 3 in Unit One which involves property owned by the Cooper
Brothers. The requested change would move Corporate Drive as it now
exists on the original plan about 50 or 60 feet to the west. That would
be the only change to the existing plan.
Motion by Bolger, seconded by Donahue, to approve the change in
ownership, as requested, and approve the concept plan, as was presented.

PRESENTATIONS FROM SCHOOL DISTRICTS 15 AND 156
In attendance at the meeting were Dan DeRoche, Assistant
Superintendent for District 15; Lucy Fick, Board President for District
15; Jim Mowery, Board President for District 156; Bob Swartzloff,
Superintendent for District 156; Norb Walter, Assistant Superintendent
for District 156; Mike Kelly, Business Manager for District 156; Bill
Landis, Assistant Superintendent for District 15: Jim Heppelfinger, Board
Secretary for District 15; Jim Finch, Board Member for District 15; and
Bill Dodds, Principal of East Campus District 156.
Mayor Busse welcomed everyone, and in his opening remarks, stated
that school issues are extremely important to the quality of life for the
City. The issues of growth and its effect on the schools is dramatic.
The purpose of tonight's meeting was to exchange information and learn
what it takes to fund education, both from a brick and mortar
point -of -view and a program point -of -view.
Assistant Superintendent DeRoche expressed appreciation for the
invitation to appear at tonight's meeting. The schools felt it showed a
continued willingness by three local governmental agencies to work for
the common good of the community. He said the information they would
present tonight would cover three areas: demographics, finance, and
strategic plans for both districts as it applies to growth.
The first presentation was made by DeRoche on Elementary School
District 15 demographics. Next was Norb Walter, Assistant Superintendent
of District 156, who presented demographics on High School District 156.
Next was Bob Swartzloff, Superintendent of District 156, who presented
the strategic plan for the High School. Next was Mike Kelly, Business
Manager for District 156, who addressed financial issues for that
district, and last was Bill Landis, Assistant Superintendent for District
15, who addressed financial issues for that district.

Each presenter handed out written information which related to their
presentations.
Following the presentations, discussion and a question and answer
session took place between the City Council and the school people.
At the conclusion of the meeting, Mayor Busse said that the staffs of
the school districts and the City would meet and exchange information on
demographics and growth. It was the consensus that the schools and the
City Council continue to exchange information and keep the lines of
communication open. It was suggested that possibly a meeting could be
scheduled after the March 17, 1992 election to see if the District 15
referendum passed. An increse in the education fund is being requested.
