MONDAY, FEBRUARY 11, 1985 7:30 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Stanek on Monday, February 11, 1985 at 7:30 P.M. in city
hall. At roll call the following Aldermen were present: Bolger, Busse,
McClatchey, Nolan, Smith, Snell, Serritella. Absent: Datz. City staff
in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin,
Park Director Merkel, Chief Joyce.
Motion by Snell, seconded by Busse, to pass a resolution stating
that the City of McHenry goes on record supporting the concept of
Illinois Certified Cities which is designated for communities that want
to help themselves by formally entering into the Illinois Certified
Cities Program for Fiscal Year 1985.
Voting Aye: Bolger, Busse, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: Datz.
Motion carried.
Motion by Snell, seconded by Nolan, to authorize and approve
the installation of an enclosure and exhaust system in the Police
Department Lab to alleviate the problem of noxious fumes caused by
chemicals being used in the police lab with the purchase to be made
from Althoff Industries at a cost of $1,195.00.

Smith, Snell, Serritella.

Motion by Bolger, seconded by Nolan, to grant the variation
requested by Lee Cooney and Larry Ekeroth Sr. enabling them to put an
additional exit onto the Pearl Street side of their building located
at 1402 N. Riverside Drive.

Smith, Snell, Serritella.
Voting Nay: None.
Absent: Datz.

Motion by McClatchey, seconded by Snell, to authorize and
approve the purchase of a heavy duty demolition hammer for the Public
Works Department from George P. Freund Inc. at a cost of $5,598.00.

Motion by Nolan, seconded by Snell, to approve Tag Day
Requests for 1985 as follows: March of Dimes Mothers March - January
27; Easter Seal - March 30; March of Dimes Walkamerica Walk-A-Thon
April 28; VFW Poppy Day - May 11; Salvation Army Donut Day - May 31;
American Diabetes Association - September 21; Kiwanis Peanut Day -
September 27; 4-H - October 5; Lion's Candy Day - October 12; Knights
of Columbus Tootsie Roll Day - November 2.

Grants Motion by Smith, seconded by Busse, to authorize and approve
the payment request by Na-Con Services Inc. for Partial Payment
Request No. 1 in the amount of $22,963.50 contingent upon the receipt
of a waiver of lien from Na-Con as recommended by Baxter & Woodman.

Pol. Dept. the course, in the amount of $201.50.

The Regular Meeting of the McHenry City Council was called to
order by Mayor Stanek on Monday, February 4, 1985 at 7:30 P.M. in city Council
Meeting
hall. At roll call the following Aldermen were present: Bolger, Busse,
Datz, McClatchey, Nolan, Smith, Snell, Serritella. Absent: None. City Attendance
staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk
Gilpin, Park Director Merkel, Chief Joyce.
Motion by Nolan, seconded by Datz, to accept the minutes of the
January 23, 1985 Regular Meeting as presented. '

Kevin Bauer, representing the Rusty Nail Baseball Tournament
held last fall, presented a check for $100 as a donation for the Park Parks
Department. The Mayor expressed thanks on behalf of the Council and Donations
the citizens of McHenry.
Attorney Hal McKinney, of Holmstrom & Green, addressed the
Council concerning the Zoning request of Carl Johnson for property
located at the corner of Front and Lillian Streets.
Motion by Bolger, seconded by Datz, to pass an ordinance
granting the zoning request of Carl Johnson and reclassifying the Zoning
property on the northwest corner of Lillian & Front Street from R-4 Ordinance
to B-lv.

Smith, Snell, Serritella.

Motion by Datz, seconded by Serritella, to grant the request
for construction of a Wausau Manufactured Home, as requested by
Bauman Costruction, with the understanding that the City will do the
appropriate inspections as required in the City Building Codes.

Smith, Snell, Serritella.

Motion by Busse, seconded by Nolan, to grant permission to
David Bramlett to display three satellite cable tv dishes at his
place of business at 4614 W. Elm Street as follows: Rooftop display
of a 3 foot and 6 foot dish with a larger dish to be displayed on a
portable trailer in the rear yard of the business.

Smith, Snell, Serritella.

Motion by Smith, seconded by Snell, to accept the recom-
mendation of Baxter & Woodman and accept the use of sewer, water,
storm sewer lines, force main and sewage pumping station in Winding
Creek Subdivision Unit III Phase I until all the subdivision
improvements had been completed and accepted for final use.

Chairman Bolger of the Utilities Committee reported on a
Committee Meeting held January 28, 1985 regarding Sewer Improve-
ments. It was the recommendation of the Committee to replace badly
corroded aeration pipes at the Sewer Treatment Plant with stainless
steel pipes at an estimated cost of $75,000.00. It was also the
decision of the Committee to follow the Engineer's recommendation
that aeration Tanks #1 and #2 are dewatered to do the following
repairs: 1) Repair the concrete wall at Tank #2 effluent gate. 2)
Repair the concrete wall at the transfer gate between Tanks #2 & #3.
3) Repaint the return sludge line. 4) Paint the B" steel air pipe in
Tank #2 which was installed in 1980 for looping the existing air
piping system. 5) Repainting the effluent weir and scum pipes in
primary clarifiers #1 and #2. The engineer reports that the total
construction cost for the above work, including replacement of the
deteriorated pipe system, would be approximately $80,000.00.
Sewer Dept. Motion by Bolger, seconded by Datz, to authorize Baxter &
Repairs Woodman to draw up plans and specifications and go to bid for
replacing the defective aeration pipe and doing the other work
required at the Sewer Treat- ment Plant as outlined above.

Purchases payment of $5,504.00 to Sun -Age Solar Company as final payment for
& Repairs construction of the glass enclosure at the entrance at City Hall.

Mayor Stanek called for a recess at 8:32 P.M. The meeting
reconvened at 8:43 P.M. with everyone still in attendance.
Discussion was held on the purchase of a heavy duty demoli-
tion hammer for concrete busting at an approximate cost of $6,000.00.
Motion by Bolger, seconded by Busse, to refer the matter
back to the Purchasing Committee for final action at the next meeting.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.

A letter from James Althoff, from Althoff Industries, was
presented to the Council in which it was suggested that sewer and
water lines be installed in that section of Front Street not now
serviced by proper installation of utility lines. It was decided to
address Mr. Althoff's request at the next meeting of the Utilities
Committee at which time Althoff will be asked to attend and present
his request.
Motion by Bolger, seconded by Nolan, to pass an ordinance
amending section VCI of the City of McHenry Subdivision Control Ordi-
nance concerning title search certificates.

Smith, Snell, Serritella.

Motion by Bolger, seconded by Nolan, to instruct the City
Clerk to send a letter to each department head expressing the
Council's appreciation for the excellent work being done by the
employees in each department of city government.
