THURSDAY, FEBRUARY 11, 1982 7:30 P.M.
The Special Meeting of the City Council was called to order
by Mayor Stanek on Thursday, February 11, 1982 at 7:40 P.M. The purpose
of the meeting was to discuss and take possible action on amendments to
the Subdivision Control Ordinance and consider any and all business which
might properly come before the Council. At roll call the following alder-
men were present: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella,
Meurer. Absent: None. Also in attendace were Building Officer Andrews,
Superintendent Weber, Attorney Narusis, Clerk Gilpin, Frank Wellwerts of
Baxter and Woodman, Roger Muterspaugh of Residential Development Group.
Discussion was held on revisions of sections of the Subdivision
Control Ordinance as outlined in a letter from Dr. Hal Sundin of Baxter
and Woodman dated December 3, 1981.
The following sections were reviewed and Attorney Narusis was
instructed to draft an ordinance for the following revisions and present
it for approval at a later date:
Page 32, Paragraph 2(a) - Letter and number subparagraphs "F"
on page 42 and "G" on page 43;
Page 34, Paragraph 1(b) - Change 34 -foot width to 37 -foot
width. No change to Paragraph (e);
Page 35, Paragraph 1(j) - Change minimum width of deceleration
lane from 8 feet to 11 feet;
Page 35, Paragraph 2(a) - 2(e) - Rewrite entire section and
insert street standards as written in aforesaid letter;
Page 43, Paragraph (B) - Delete this paragraph and insert spe-
cific standards as outlined by Baxter and Woodman;
Page 37, Paragraph (d)(1) - Insert after the word "pipe" on
line one, "meeting the requirements of ASTM Designation C700";
Page 37, Paragraph (d)(4) - Revise second sentence to read
"Manholes shall be Type A as shown in the current Highway Standards
of the Illinois Department of Transportation";
Page 37, Paragraph (d)(4) Revise the last sentence to read:
"The manhole cover shall be of a self-sealing type with a concealed
pickhole, equivalent to Neenah "R-1077-A, or East Jordan #1022, with
the word "Sanitary" permanently imprinted on the face of the cover.";
Page 38, Paragraph (c)(1) - Revise to read: "Storm sewers shall
be of reinforced concrete pipe meeting the requirements of ASTM Desig-
nation C76. Pipe shall be Class III for depths of 14 feet or less and
Class IV for depths greater than 14 feet, and shall not be less than
ten (10) inches in diameter.";
Page 38, Paragraph (c)(3) - Remove middle sentence describing
inlets. Make a new Number "5" to read as follows: "Manholes and inlets
shall be Type A as shown in the current Highway Standards of the Illinois
Department of Transportation." The last sentence in Paragraph 3 shall
read: "Manhole covers shall be Neenah #R-1077-A, or East Jordan #1022,
with the word "Storm" permanently imprinted on the face of the cover.";
Page 39, preceeding Section 6, add Paragraph (e) as follows:
"e. Detention facilities shall be provided if required by the City En-
gineer and Council, and shall be designed for a 100-year rainfall occur-
rence with a permissible release rate as determined by the City Engineer
and Council based on downstream conditions.";
Page 40, Paragraph 5, Revise paragraph to read: "Water mains
shall be cement -lined Class 52 ductile cast iron pipe meeting the re-
quirements of ANSI A21.51, or Class 150 (SDR 18) PVC plastic pipe meeting
the requirements of AWWA Standard C900. Pipe joints may be push -on bell
and spigot type with rubber ring gasket, except for valves and hydrants,
which shall be mechanical joint.";

Page 41, Paragraph 8(a) - Revise to read that sidewalks
across driveways be made six (6) inches thick with wire fabric. No
change in Paragraphs 8(b) or 8(c).
Page 43, Paragraph A - add to the end of paragraph: "and
the Standard Specifications for Water and Sewer Main Construction in
Illinois."
Authori- Motion by Serritella, seconded by Smith, to authorize payment
of $46.00 for tuition charges at McHenry County College for advanced
zations shorthand classes for Dawn Ferguson of the Clerk's office.
