MONDAY, FEBRUARY 7, 1983 8:00 P.M.
The regular meeting of the McHenry City Council was called to
order by Mayor Stanek on Monday, February 7, 1983 at 8:00 P.M. At roll call
the following aldermen were present: Pepping, Nolan, Busse, Datz, Gelwicks,
Smith, Serritella, Meurer. Absent: None. Other city staff in attendance
were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli,
Park Director Merkel.
Motion by Nolan, seconded by Serritella, to accept the minutes
of the January 31, 1983 regular meeting as presented.
Voting Aye: Pepping, Nolan, Busse, Datz, Gelwicks, Smith
Serritella, Meurer.
Voting Nay: None.
Absent: None.

Bill Anest, President of A & A Oil Company, addressed the council Liquor
concerning a request for a package liquor license at the Millstream Union 76 Licenses
Gas Station Quick Mart at 3702 W. Elm Street, McHenry. Following lengthy
discussion it was decided Mr. Anest should return with more detailed drawings on
the layout of his property and the surrounding property in back of the
station.
Frank Nocifora, President of Illinois Coil Spring Company, addressed Illinois
the council concerning his request for a grant application to the Illinois Coil Spring
Department of Commerce and Community Affairs which would have to be admin- Grant
instered through the City of McHenry. He is planning to relocate an out-of-
state plant here which would afford about 80 new jobs for area residents.
The concensus of opinion of the council was that they would do everything
they could to assist him in applying for this grant.
Motion by Pepping, seconded by Meurer, to change the boundaries Bull Valley'
which were used in figuring the recapture agreement for extension of the Rd. Water/
water and sewer lines to the hospital and to include the benefited properties Sewer
into recapture agreement computations.

Serritella, Meurer.

Absent: None.

The Street & Sidewalk Committee was authorized to look into the Committees
request for a street light on Lillian Street near the railroad tracks at
the Cunat apartments and also for a street light in front of the Tower View
Apartments in front of the railroad tracks and report back at the next
meeting.
Motion by Pepping, seconded by Busse, to authorize Chief Pasenelli police Dept.
to purchase new mobile radios for the squad cars as recommended by the
Finance and Purchasing Committees. Purchases

Absent: None.
Motion carried.
Motion by Smith, seconded by Busse, to pass an Ordinance making Ordinance
Orleans Street a non truck route except for local service truck deliveries.
Voting Aye: Pepping, Nolan, Busse, Datz, Gelwicks, Smith, Vehicle &
Serritella, Meurer. Traffic Ord.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Datz, seconded by Meurer, to authorize the payment of Revenue
$7,500.00 from the Revenue Sharing Account to the McHenry Area Rescue Squad Sharing
as their 1982 allocation of the fund, which were previously approved by the
Council.
Voting Aye: Pepping, Nolan, Busse, Datz, Gelwicks, Smith,
Serritella, Meurerl

Motion by Datz, seconded by Busse, to authorize the City Attorney
Lawsuits to file a petition for a rehearing of the Peter Tutera vs. City of McHenry
law suit and also to petition for leave to file a petition with the Supreme
Court in connection with the same law suit.
Voting Aye: Pepping, Nolan, Busse, Datz, Gelwicks, Smith,
Serritella, Meurer.
Voting Nay: None.
Absent: None.
