The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, February 6, 1984 at City Hall. At roll call the following aldermen were present: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Nolan, seconded by McClatchey, to accept the minutes of the January 30, 1984 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Council Meetings Attendance Mike Cajthaml of the McHenry Area Crime Stoppers addressed the Proclomations Council and asked that a proclamation be made declaring February as Crime Stoppers month. Mayor Stanek signed a document proclaming February as Crime Stoppers month and encouraged all citizens, civic organizations and businesses in the City of McHenry to assist and support this worth while program. Jay Ward of Chapman & Cutler addressed the City Council regarding the passage of an amended resolution to issue revenue bonds for Chroma Corpora- tion for rebuilding of their plant which was destroyed by fire recently. Their original request,made October 17, 1983 was for $1,000,000 in industrial revenue bonds. Due to the destruction of the plant, they were now requesting to amend their resolution to read $2,600,000 in industrial revenue bonds. Due to pending legislation concerning industrial revenue bonds, it was decided to defer action on this request until the next meeting. Motion by Nolan, seconded by Datz, to continue the matter on the Chroma Corporation request for an amended resolution to the next meeting on February 20, 1984 and to establish the date of March 5, 1984 for a Public Hearing on Chroma Corporation's request for a first amendment to the prelim- inary bond resolution. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Industrial' Revenue Bonds I' & Coun. Mtgs. Spec, Pub Hearings Motion by Nolan, seconded by McClatchey, to authorize the Mayor to Resolutions draft a resolution and send it to Representative Rostenkowski in opposition & to his bill now before the U.S. Congress to place stringent restrictions on Industrial the issuance of industrial revenue bonds by small non -home rule municipali- Rev. Bonds ties. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Smith, to grant the request of Winding Creek Donald Gerstad, President of Residential Development Group, that building & Building permits be issued in Winding Creek Unit III while underground utilities are Perm. request, being installed but that no occupancy permits will be issued until curb, gutter and binder surfaces on the road would be installed. Also he will be granted a one year extension for installation of sidewalks and the final road surface in Winding Creek Unit III from the time the first occupancy permit is issued in the subdivision. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Busse, to authorize and approve paying Grants & the expenses for sending John Bobbe to Joliet to attend a Ill. Dept. of� UCCA seminar on February 14, 15, 16 regarding procedure for writing grant Comm & Comm applications. Affairs Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. February 6, 1984 page 2 Ordinances Motion by Busse, seconded by Bolger, to pass an ordinance & regulating the construction and use of wind energy conversion systems Bldg. Code as proposed by the Building & Zoning Committee. Amend. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by Nolan, to pass an ordinance regula- ting the construction and use of parabolic dish type antennas as recommended by the Building & Zoning Committee. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Busse, seconded by McClatchey, to pass an ordinance regulating the construction and use of solar collector systems. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Purchases Motion by Snell, seconded by Datz, to authorize the purchase of Police Dept. 5000 traffic citations for the Police Department as recommended by the Purchasing Committee. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Notion by Snell, seconded by Nolan, to authorize and approve the expenditure of $375 for maintenance of Police weapons as recommended by the Purchasing Committee. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Public Works Purchases Motion by Smith, seconded by Busse, to authorize and approve the purchase of a new base station for the City Garage from Radicom Inc. in the amount of $757. Voting Aye: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
