The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, February 4, 1987 at 7:30 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, Council McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Mtg. staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Attendance Director Merkel, Chief Joyce. Motion by Nolan, seconded by Snell, to accept the minutes of the January 21, 1987 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Jack Hetu, of Baird and Warner, addressed the Council and stated that his firm had been appointed exclusive agents to market 250 acres of land at Route 31 and Bull Valley Road known as the McDonald Property. Guests The marketing program that he submitted to the Executor of the McDonald property called for a variety of milestones in marketing. He has been an urban planner for 25 years and said that the largest milestone is the preparation of a comprehensive development plan. He asked for Council support in their marketing of this property. Motion by Lieder, seconded by Teta, to approve the notice for a Zoning Public Zoning Hearing sign as presented which will be used by posting the Matters sign on all property that is to be the subject of Zoning Board of Appeals hearings. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Alderman Nolan, Chairman of the Environmental Advisory Com- mittee, asked that Alice Howenstine of the McHenry County Defenders, be Recycling allowed to present her drawings as to suggested locations for recycling Project bins. The site that the Environmental Advisory Committee suggested was the parking lot between Knox Park Pool and the City Garage. Several Aldermen disagreed with this location and other possible locations were suggested. The matter was deferred to another meeting so that Aldermen have a chance to view the suggested sites. Chairman Nolan requested that Joe Petrie and Donna Tobeck of the Environmental Advisory Committee be invited to attend the McHenry County Municipal Meeting on February 25, 1987 because the program being pre- sented by the McHenry County Solid Waste Advisory Committee was pertinent to the Environmental Advisory Committee's Program. Motion by Nolan, seconded by Teta, to authorize the Mayor and Agreements Clerk to sign an agreement with the Lakewood Homeowners Association con- Snowplowing cerning the City's plowing of Lakewood Road, a private road located in Outside Lakewood Subdivision which was recently annexed to the City. City Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. In discussion, it was the consensus of opinion that the City Snowplowing should continue plowing Prairie Road north of Bull Valley Road in McHenry Outside Shores subdivision even though the road has not been dedicated to the City City. Motion by Nolan, seconded by McClatchey, to publish notice in the newspaper that a Public Hearing will be held on March 4, 1987 at 7:30 Street P.M. in the City Council Chambers regarding the proposed vacation of a Vacations part of Brookwood Trail in Winding Creek Unit 4. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, February 4, 1987 Page 2 City Motion by Lieder, seconded by Smith, to increase the vehicle Licenses sticker fees for fiscal year 87-88 as follows: Cars A "B" plate trucks from $6 to $8; "C" and above licenses from $1 5 to $20 with the penalty for late charges to remain the same at $2 per month. Voting Aye: Bolger, Lieder, Smith, Serritella, Teta. Voting Nay: Nolan, McClatchey, Snell. Absent: None. Motion carried. Motion by Lieder, seconded by Snell, to approve the recom- Purchases mendation of the Finance Committee and authorize the Chief of Police to Police purchase a replacement short block from Althoff Industries for the gen- Dept. erator that powers the radio repeater system for the Police Station at a cost of $2,020. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Snell, to authorize and approve Public purchase and payment of a fabricate grate at a cost of $1,951 to replace Works the grate for the large storm sewer line near Edgebrook School. Purchases Voting Aye: Lieder, McClatchey, Nolan, Snell , Serritella, Teta. Voting Nay: Bolger, Smith. Absent: None. Motion carried. Motion by Serritella, seconded by Nolan, to authorize and Purchases- approve the purchase of softballs, tennis balls and other sports equip - Parks ment for the 1987 Park Program from P.O. Knuth's in Woodstock with prices as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Teta, to go into executive session Executive at 9:38 P.M. to discuss personnel and land acquisition. Session Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Smith, to go back into open session at 10:17 P.M. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to promote Gary Gough Employees to the position of Chief Water Operator. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Nolan, to set Gary Gough's new Employees salary at Grade 11, Step 3 1/2 in the amount of $29,504. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, February 4, 1987 page 3 Motion by Teta, Seconded by Nolan, to invite Donna Tobeck and Joe Petrie of the Environmental Advisory Committee to attend the McHenry Environ- County Municipal Association Meeting on February 25, 1987 to hear a pre- mental sentation from the McHenry County Waste Advisory Committee with payment Advisory for their meals to be paid by the City.
