The Regular Meeting of the City Council was called to order by j Council Mtg, Mayor Stanek on Monday, February 2, 1981 at 8 P.M. At roll call the following aldermen were present: Pepping, Nolan, Harker,Datz, Wieser, Adams, Schooley, i Meurer. Absent: None. Also in attendance were Supt. of Public Works Weber, Attendance Attorney Narusis, Clerk Gilpin, Police Chief Pasenelli, Park Director Merkel. Motion by Datz, seconded by Nolan, to accept the minutes of the January 19, 1981 Regular Meeting as read. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Exchange student Jennifer Roberts of Johannesburg, South Africa, was introduced to the Council and welcomed to the city by Mayor Stanek. Guest She presented the Mayor with a letter from the mayor (burgemeister) of her hometown. She will remain in McHenry for one year as a student at East Campus High School. Sherman Sern, administrator of Northern Illinois Medical Associates, Green St. addressed the Council and requested an additional 20 permanent parking space Parking lot reservations in the Green Street parking lot. Motion by Harker, seconded by Datz, to allocate an additional 20 permanent parking spaces to the Northern Illinois Medical Associates making a total of 70, with the reservations to be renewed every three months at a permit fee of $10 per space per month. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Adams, Schooley, Meurer. Voting Nay: None. Absent: None. Motion carried. Mrs. Cathy Nolan, representing the Business & Professional Women's Election club, made a presentation to the Council requesting that a Resolution be passed permitting an advisary question to be placed on the ballot for the City Monday, February 2, 1981 Page 2 of McHenry municipal election scheduled for April 7, 1981. Motion by Harker, seconded by Nolan, to pass a Resolution allowing Election the following question to be placed on ballots for the municipal election April 7, 1981: "Should the Illinois Constitution be amended to provide for the Citizen Initiative Power to allow voters to enact binding laws by petition and referendum?" Voting Aye: Pepping, Datz, Schooley, Meurer. Voting Nay: Nolan, Harker, Wieser, Adams. Absent: None. There being a tie vote, Mayor Stanek cast a Nay vote and declared the motion did not carry. Monday, February 2, 1981 Page 4 Motion by Pepping, seconded by Nolan, to authorize and approve the transfer of $7,500.00 from the Public Benefit Fund to the Lakeland Park Special Assessment Fund for the Lakeland Park sewer project. Motion by Harker, seconded by Schooley, to renew the cooperative Agreements agreement between the City of McHenry and the McHenry County Board of Health for laboratory services for testing water samples. Voting Aye: Pepping, Datz, Schooley, Meurer, Nolan, Harker, Wieser, Adams. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Adams, to take no action on the Harco Tank Company proposal for cleaning the elevated water tank because the tank was just recently painted and repaired inside and out. Voting Aye: Pepping, Datz, Schooley, Meurer, Nolan, Harker, Wieser, Adams. Voting Nay: None. Absent: None. Motion carried. Rick Broker of the McHenry Area Jaycees addressed the Council to request the use of park area in the city for use of a carnival sponsored by the Jaycees. Motion by Nolan, to grant permission for use of a one acre location to be designated by the city for the purpose of conducting a carnival by the Jaycees. Her motion failed for lack of a second to the motion. Water Tower Maintenanc Amusement Request Mayor Stanek signed a proclamation designating the month of February Proclama- as National Children's Dental Health Month. tion Monday, February 2, 1981 Page 5 Motion by Adams, seconded by Wieser, to pass an ordinance authorizing j the removal of parking meters on a17 city streets and to impose a two-hour Ordinance Parking' parking limitation on those streets. Voting Aye: Pepping, Datz, Schooley, Meurer, Nolan, Harker, Wieser, Adams. Voting Nay: None. Absent: None. Motion carried. Motion by Pepping, seconded by Schooley, to demand that the outside entry enclosure recently constructed at the entrance to the Fox Hole Tap on Riverside Drive be torn down and removed from the premises with the condition that the owner be partially reimbursed for the construction of that enclosure. Motion by Harker, seconded by Datz, to table the above motion until the next meeting. Voting Aye: Pepping, Datz, Schooley, Meurer, Nolan, Harker, Wieser, Adams. Voting Nay: None. Absent: None.
