WEDNESDAY, FEBRUARY 1, 1989 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, February 1, 1989 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Nolan,
Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Lieder arrived at
8:09 P.M. Absent: None. City staff in attendance were Supt. Batt,
Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce,
Finance and Personnel Administrator Vitas, Director of Development
Greenwood.
Motion by Nolan, seconded by Patterson, to accept the minutes of
the January 18, 1989 Regular Meeting and the January 19, 1989 Special
Meeting as presented.
Voting Aye: Bolger, Nolan, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Lieder.

Sue Low, Co -Chairman of the McHenry Fiesta Days presented a
report on the 1988 festivities and a schedule for the 1989 Fiesta Days
program. It was suggested to the Fiesta Day Board that they look into
sponsoring some acitivity on Saturday night following the sidewalk sales.

the 1989 Fiesta Day activities as presented along with the additional
suggestion.

Motion by Nolan, seconded by McClatchey, to approve the request Police Dept
of Nelson Electronic Alarm Co. for hookup to the Police Alarm Board which Misc.
would monitor the flow switch for the sprinkler system at the McHenry
Commons Shopping Mall.

National Tag Day requests for 1989 as presented.

Motion by Bolger, seconded by Patterson, to accept the 1989-90 Street
Summer Roads Program as submitted by Supt. Fred Batt on the condition Maints &
that additional road repair can be included in the program as necessary. Repairs

Motion by Patterson, seconded by Nolan, to authorize and approve Sewer
partial payment to Wm. Zeigler & Son in the amount of $100,045.00 for the Plant -
South Wastewater Treatment Plant Project as recommended by Baxter & South
Woodman.

McClatchey, Patterson, Serritella.

Motion by Teta, seconded by McClatchey, to pass an ordinance as
Subdivision
presented amending section V.E-4 of the Subdivision Control Ordinance
Control Ord.
regarding the reduction or release of the construction guarantee as
presented.

Control Ord.
presented amending section VIII.0 of the Subdivision Control Ordinance
regarding guarantee of material and workmanship.

Variations
Motion by Patterson, seconded by Nolan, to approve the request
of St. Paul Federal for a variation to install their bank sign on the
Omni Super Store located at 2000 Richmond Road.

Motion carried.
Discussion was held on a letter written by Mayor Busse to the
McHenry County Zoning Board of Appeals. Also discussed were the results
of a Community Survey in the City Newletter concerning the elimination of
parking spaces on Elm Street between Richmond Road and Court Street. No
Council Action was taken on either matter.
Mayor Busse called for a recess at 9:45 P.M. The meeting
reconvened at 9:58 P.M. with everyone still in attendance.
George Schau of George W. Kennedy Construction Co. addressed the
Special Ass. Council to request a reduction in the retainage amount being held by the
McHenry Shores City as part of their construction work in the McHenry Shores Sanitary
Sewer Area. The City is retaining $135,502.20. Schau was requesting a
reduction in the retainage to $35,000.00.
Motion by Smith, seconded by Nolan, to approve the reduction in
the retainage being held by the City for George W. Kennedy Construction
Co. from $135,502.20 to $50,000.00.

In an answer to a question, Schau replied that as soon as the
weather allows, they will contact Peter Baker and Son to install the
asphalt surface on the roadways in McHenry Shores subdivision so that
they can complete the restoration work as soon as possible this summer.
Fireworks Park Director Merkel was instructed to contact a Fireworks
Company to get prices for the July 4th fireworks display.
Motion by Patterson, seconded by Nolan, to authorize and approve
Employees the attendance of Bill Oeffling and Tom Schmidt of the Park Department at
a Park Maintenance Seminar February 19-23, 1989 at the total cost of
$570.00.

McClatchey, Patterson, Serritella.

Absent: None.

Motion by Nolan, seconded by Serritella, to approve the
Superintendent of Public Works request to carry over 2 112 days of his
1988 vacation for use sometime after March 1, 1989.
