The regular meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, February 1, 1982 at 8 P.M. At roll call the following aldermen were present: Pepping, Nolan, Harker, Datz, Wieser, Serritella, Meurer. Absent: Smith. The following members of the city staff were present: Supt. Weber, Clerk Gilpin, Chief Pasenelli, Attorney Narusis. Motion by Datz, seconded by Serritella, to approve the minutes of the January 14, 1982 Special Meeting and of the January 18, 1982 Regular Meeting as presented. Votinq Aye: Pepping, Nolan, Harker, Datz, Wieser, Serritella, Meurer. Voting Nay: None. Absent: Smith. Motion carried. Motion by Harker, seconded by Nolan, to concur with the following three recommendations of the Utilities Committee: 1. Alternative Sewer Route 3 should be selected as the route to use for extending sewer service to the proposed McHenry Hospital site at a cost of $786,000 as outlined in the January 13, 1982 letter written to McHenry Hospital by Baxter & Woodman city engineers; 2. Alternate Water Route 4 should be selected as the route to use for extending water service to the proposed McHenry Hospital site at a cost of $221,000 as outlined in the aforesaid letter; 3. Dr. Hjalmar Sundin of Baxter & Woodman should be authorized to go to Springfield to talk to the EPA as a representative of the City of McHenry to seek permission to take sewerage from one service are and pump it to a sewer plant in another service area in connection with the proposed extension of sewer lines from the McHenry Hospital site on Bull Valley Road to the McHenry sewerage treatment plant. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Serritella, Meurer. Voting Nay: None. Absent: Smith. Motion carried. Motion by Pepping, seconded by Serritella, to pass an ordinance increasing the number of Class "B" liquor licenses from three to four with the new Class "B" license to be issued to Mr. Robert Cerwin of the Handy Pantry at 4502 W. Elm Street, McHenry. Voting Aye: Pepping, Harker, Wieser, Meurer Serritella. Voting Nay: Nolan, Datz. Absent: Smith. Motion carried. Motion by Pepping, seconded by Datz, Sharing Timetable for 1982 as presented. Voting Aye: Pepping, Nolan, Harker, Meurer. Voting Nay: None. Absent: Smith. Motion carried. to approve the Revenue Datz, Wieser, Serritella, Motion by Nolan, seconded by Harker, to authorize the city to enter into an agreement with McHenry Township to participate in the McHenry Township Workfare Program. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Serritella, Meurer. Voting Nay: None. Absent: Smith. Motion carried. Motion by Wieser, seconded by Nolan, to deny the request of Little City Foundation for a tag day in the city during August, 1982. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Serritella, Meurer. Park beer Permits Monday, February 1, 1982 Page 4 Authori- zations jwages-benefits Parking Regulations McHenry Lakes Estates Letter of Credit Motion by Serritella, seconded by Harker, to authorize renewal of the city's Group Health Insurance Policy with the Prudential Insurance Company of American and to adopt the Second Opinion Surgical Program (SOS) at the annual premium •rate of $90,703 which includes a 5 percent discount for adopting the SOS program with the effective date of February 1, 1982. Voting Aye: Pepping, Meurer, Nolan, Harker, Datz, Wieser, Serritella. Voting Nay: None. Absent: Smith. Motion carried. Mayor Stanek declared a recess at 9:05 P.M. The meeting reconvened at 9:17 P.M. with everyone still in attendance. Moton by Harker, seconded by Serritella, to instruct Supt. Weber to erect a "No Parking" sign on Pearl Street in front of the Air -Tech Building. Voting Aye: Pepping, Meurer, Nolan, Harker, Datz, Wieser, Serritella. Voting Nay: None. Absent: Smith. Motion carried. Motion by Meurer, seconded by Harker, to authorize the mayor and clerk to sign an Acknowledgement for First National Bank of Woodstock in regard to calling the Letter of Credit for Howard Orleans and Milfred Towne aka 14exford Group or McHenry Lakes Estates to release the $70,000 balance in the Letter of Credit to the City of McHenry. Voting Aye: Peppinq, Meurer, Nolan, Harker, Datz, Wieser, Serritella. Votina Nay: None. Absent: Smith. Motion carried. Letter of Motion by Pepping, seconded by Nolan, to authorize calling the Credit Letter of Credit for Woodcreek Subdivision in the amount of $39,000.00 dated February 8, 1982. Authori- Motion by Nolan, seconded by Serritella, to authorize the Finance zation Committee to seek and hire a financial consultant for advice on financing the extension of water and sewer lines to the McHenry Hospital property on McHenry Bull Valley Road. Executive Motion by Wieser, seconded by Serritella, to go into Executive Session Session at 9:56 P.M. for the purpose of discussing pending litigation and personnel. Voting Aye: Pepping, Meurer, Nolan, Harker, Datz, Wieser, Serritella. Voting Nay: None. Absent: Smith. Motion carried. Motion by Wieser, seconded by Nolan, to go back into open session at 10:44 P.M. Patrick Joyce for 186 hours of overtime in connection with the Albanese homicide investiqation by paying him the overtime rate of time and a half. Motion by Nolan, seconded by Pepping, to accept the offer of Sgt. Employees Joyce and compensate him for 186 hours of overtime by giving him one week's regular pay and one week's vacation. Voting Aye: Nolan, Datz, Meurer, Mayor Stanek. Voting Nay: Pepping, Harker, Wieser, Serritella. Absent: Smith. Motion did not pass. Motion by Nolan, seconded by Datz, to compensate Sgt. Joyce for Employees 186 hours of overtime by giving him one week's pay at time and a half and one week's vacation. Voting Aye: Nolan, Datz, Meurer, Mayor Stanek.
