The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, January 30, 1984 at 7:30 P.M. at city hall. At roll call the following aldermen were present: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Absent: Datz. City staff in attendance were Supt. Halvensleben, Attorney Narusis, City Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Bolger, seconded by Nolan, to accept the minutes of the January 16, 1984 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Motion by Snell, seconded by Busse, to pass a resolution with the Illinois Department of Transportation which allows for construction along State Highway right-of-ways. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Motion by Smith, seconded by Bolger, to enter into an agreement with McHenry Township to provide larviciding in the City of McHenry at a cost of approximately $2,400.00 for the 1984 season. Voting Aye: Bogler, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Motion by Bolger, seconded by Nolan, to authorize the allocation of $500.00 from Revenue Sharing Entitlement Period 15 for the McHenry County Historical Society for participation in a booklet promoting the City of McHenry. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Motion by Bolger, seconded by Nolan, to pass an ordinance elimina- ting parking on both sides of Lillian Street from Front Street to Crystal Lake Road. Voting Aye: Bolger, Nolan, Busse, McClatchey, Serritella. Voting Nay: Smith, Snell. Absent: Datz. Motion carried. Council Meeting Attendance IDOT Resolutionl Mosquito Abatement & Agreements Revenue Sharing Parking Regulations, Ordinances The request of Cunat Brothers for a street light on Lillian Street Street Lights east of the railroad tracks was deferred until a later date. Motion by Bolger, seconded by Nolan, to authorize the Mayor to take Grants & the necessary steps to prepare a DECCA Grant application Water Dept. for construction of a standpipe and associated water lines for the City Improvements of McHenry. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Discussion was held on possible building code regulations concern- Committees ing communication disks and wind generators. The Building & Zoning Committee Auth.,Inst. was authorized to study the matter and report back at the next meeting with a recommendation. Motion by Nolan, seconded by Busse, to authorize and approve payment Northeasterr of $705.00 -to the Northeastern Planning Commission for the 1984 contribution. I11. Monday, January 30, 1984 Page 2 Bond Motion by Smith, seconded by Snell, to authorize and approve Payments payment to McHenry State Bank for General Obligation Water Sewer Bonds dated September 1, 1982 in the amount of $30,493.75 Interest, $5,000.00 Principal, Bank fee $25.00 for a total of $35,518.75 and to authorize payment to McHenry State Bank for Special Service Area No. 1 Hospital Water Sewer Bonds dated September 1, 1982 in the amount of $104,890.00 Interest, $25.00 Bank fee for a total of $104,915.00. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Street Maint. Motion by Bolger, seconded by Busse, to authorize and approve & Repair payment to Hampton Lenzini and Renwick for engineering services in con- nection with the improvement of Bull Valley Road with FAU interim remittent funds in the amount of $3,685.55. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Ordinances Motion by Bolger, seconded by Busse, to pass an ordinance increasing the weed cutting fee charges by the City for mowing vacant lots with the effective charges to be as follows: for lots under 10,000 square feet $50.00; for lots between 10,000 and 20,000 square feet $60.00; for lots between 20,000 and 1 acre an area $70.00; for each additional acre or fraction thereof $70.00. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella Snell. Voting Nay: None. Absent: Datz. Motion carried. Ordinances Motion by McClatchey, seconded by Smith, to pass an ordinance author - Traffic Reg. izing a change in the fees for surcharges on delinquent vehicle stickers at the rate of $2.00 per month after the deadline date of January 31, 1984. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Mayor Stanek called for a recess at 9:02 P.M. The meeting reconvened at 9:18 P.M. Coun. Mtgs. Executive Motion by Smith, seconded by PcClatchey, to go into executive Session session at 9:18 P.M. for the purpose of discussing pending litigation and possible acquisition. Voting Aye: Bolger, Nolan, Busse, Smith, McClatchey, Serritella, Snell. Voting Nay: None. Absent: Datz. Motion carried. Motion by Snell, seconded by Nolan, to go back into open session at 10:17 P.M.
