The Regular Meeting of the McHenry City Council was called to order by Mayor Stanek on Wednesday, January 23, 1985 at 7:30 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Absent: None. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Joyce, Park Director arrived at 7:53 P.M. Motion by McClatchey, seconded by Datz, to accept the minutes of the January 14, 1985 Regular Meeting as presented. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek proclaimed February as Children's Dental Health Month. Motion by Nolan, seconded by Bolger, to waive the Capital Development and 1-ap-on Fees For Chroma Corporation and Lenco Company, both located in Tonyan Industrial Park, because they contributed twice the amount assessed per lot in that location toward construc- tion of a City Water Tower and to grant them a two year extension For hook-up to the City Water System. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Busse, to pass an Ordinance abating the taxes levied under the Police Protection Fund category for Police Protection (Salaries) in the Annual Tax Levy Ordinance of the City of McHenry for the Fiscal Year beginning May 1, 1984 and ending April 30, 1985 whereby reducing the amount to be levied for said purpose to the sum of $27,500.00. Voting Aye: Busse, Datz, McClatchey, Smith, Nolan. Voting Nay: Bolger, Snell, Serritella. Absent: None. Motion carried. Motion by Snell, seconded by Bolger, to pass a resolution stating that the City Council should establish a Local Landmark Com- mission with one of their main objectives to formulate a plan to celebrate the City of McHenry Sesquicentennial Anniversary in 1986. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Sne 1 I , to grant the request of the Lion's Club to operate a carnival on the Green Street Parking Lot from June 5th - 9th and to waive all required City Licenses. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Bond Motion by Busse, seconded by Nolan, to authorize and approve Payments payment to the Mclienry State Bank for the following Special Service Area Bonds: Special Service Area No. 1 Bond Series 1982 Principal $35,000.00, Interest $37,020.00, Bank Fee $25.00, Total $72,045.00 and City of McHenry General Obligation Bond Series 1982 Principal $15,000.00, Interest $10,500.00, Bank Fee $25.00, Total $25.525.00. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Public Works Motion by Snell, seconded by Nolan, to authorize and approve Purchases the purchase of 2 two way radios for the Public Works Department at a total cost of $1,270.00 from Radicom Inc. of McHenry. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Water Dept. Motion by Smith, seconded by Serritella, to grant a 60 day Imprvts. owners extention of time for compliance on completion of Well No. 7 Wellhouse as recommended by Baxter & Woodman in their letter of January 21, 1985. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Purchases Motion by Datz, seconded by Snell, to authorize and approve Police the purchase of six squad cars with trade-ins at a cost of Dept. $52,194.00; authorize the purchase of seven light bars at $6,258.00 and authorize the transfer of radios at a cost of $1,500.00 for a total cost package of $59,952.00. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Bldg. & Zng. Motion by McClatchey, seconded by Nolan, to authorize Misc., Viola- Attorney Narusis to proceed with legal action against Wahl Appliance tion Center of 1209 N. Motion by Datz, seconded by Nolan, to authorize and approve the purchase and installation of new light fixtures at the Lakeland Park Community Center at a cost of $4,000.00 to be paid from the General Fund. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: None. Motion carried. Pub. Property Purch. & Repairs Mayor Stanek proclaimed February as Crime Stoppers Month and Proclamations encouraged all citizens, civic organizations, and businesses to assist and support this worthwhile program. Discussion was held on the teachers strike in High School District 156. Motion by McClatchey, seconded by Bolger, to pass a resolu- tion that the City of McHenry go on record as encouraging the Board Resolutions of Education and the Teachers to work together to get this strike settled as soon as possible and to work both night and day until the matter was resolved. Voting Aye: Bolger, Busse, McClatchey, Smith, Snell, Serritella. Voting Nay: Nolan, Datz. Absent: None. Motion carried. Mayor Stanek called for a Committee Meeting of the Whole on Coun. Mtgs. Thursday, January 31, 1985 at 7:30 P.M. to discuss modular and Special, etc. manufactured homes. Discussion was held on installing a sidewalk and lights at the southeast corner of the police building and at the south entrance. Chief Joyce was authorized to investigate the purchase and installation of lights and the Supt. of Public Works was authorized to clear a walk path along the south side of the building to reach the south police entrance and to investigate the use of curb stops along the parking lot on the south side of the building. Motion by Busse, seconded by Snell, to go into executive session at 9:32 P.M. to discuss personnel. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None.
