The Committee Meeting of the Whole of the McHenry City Council was called to order by Mayor Busse on Monday, January 22, 1990 at 7 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, Smith, Serritella. Teta and McClatchey arrived at 7:08 P.M. Patterson arrived at 7:28 P.M. Absent: Donahue. City staff in attendance were Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Building & Zoning Officer Halik. Kit Carstens of Prime Development, Construction Project Manager for the new City Hall building, addressed the Council to update them on the actions taken thus far for the project. Jeff Sronkoski, of Legat Architects, was also in attendance. Carstens explained that since December 1, 1989 the following things had been done: Completed site survey by Smith Engineering outlining all of the utility lines, culverts, trees, fence lines, etc.; completed 10 soil borings on the property and confirmed that the soil is suitable for construction except the low section of the lot which is the southeast corner which was good in terms of ground water levels. They visited Elk Grove Village to see the layout of their municipal building and felt that there were, some building features that were worthy of incorporation into the new City Hall. Needs analysis studies done by each department were reviewed by the architect. They took that information and translated it into square foot analysis and developed it into the bubble diagrams which were shown to the Council tonight. This is where the project is at this point. The initial square footage of the project was estimated at 30,000 square feet. In reviewing all of the needs analysis to provide a building with a five year life, the architects projected a square footage of 40,627. Architect Sronkoski asked that the Council select one of three options so that he could determine how to proceed with design of the City Hall Building. Originally the Council discussed a $3,000,000 bond issue with approximatley $100 a square foot figure. That would result in a building of 30,000 square feet. Sronkoski explained that in any building project there are three factors: Cost, square footage and quality of construction. Sronkoski said it was up to the Council to give the architect two parts of that equation. The Council could give the total cost of the project and the square footage that were needed and it would be up to the architect to determine what the quality of construction would be based on those two elements. If the Council determined the cost and the quality, the architect would determine the square footage. If the Council determined the square footage and the quality, than the architect would determine the cost. The majority of the Aldermen felt that quality should be the number one priority. They also felt that the building should be constructed to handle from five to ten years of growth. It should also be designed to be easily expandable. Alderman Bolger listed a number of items which he felt should be discussed with the Architect by the City Council before any further steps are taken. He wanted to meet weekly with the architect in order to iron out the ornhlems. W.» decided to continue this Committee Meeting of the Wholes to Monday, January 29, 1990 at 7 P.M. so that each department head could justify his needs to the City Council and the architects so the project can proceed on schedule. Carstens emphasized that in order to follow the time table that he presented for completion of the building in 1990, immediate decisions need to be made so that the construction can begin this spring as proposed. Mayor Busse recessed the Committee Meeting at 8:25 P.M. and announced that it would be recessed until January 29, 1990 at 7 p.m. at which time all department heads would meet with the City Council, the architect and the project manager.
