The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, January 21, 1987 at 7:30 P.M. at City Council Hall. At roll call the following Aldermen were present: Bolger, Lieder, Meeting Nolan, Smith, Snell, Serritella, Teta. Absent: McClatchey. City staff Attendance in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by Bolger, to accept the minutes of the January 14, 1987 Regular Meeting as presented. Voting Aye: Bolger, Lieder, Nolan Smith, Snell , Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Mayor Busse presented a Resolution to James H. Wiser who will Resolutions retire on January 31, 1987 as Chief Water Plant Operator after more than Employees 23 years of dedicated service. Mayor Busse exaressed appeciation on behalf of all the Mayors and Aldermen who Wiser worked for in the past and appreciation on behalf of all of the citizens of McHenry. Motion by Lieder, seconded by Teta, increasing the garbage collection rate per month residential customer effective February 1, 1987. Voting Aye: Bolger, Lieder, Nolan Smith, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. to pass an ordinance Ordinances from $8.80 to $9.00 per Snell , Motion by Snell, seconded by Lieder, to pass the annual Resolu- tion with the Illinois Department of Transportation indicating that all work done by the City along state highway right-of-ways will be done in conformance with IDOT regulations. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Scavenger Licenses Resolutions Street Main & Repair Motion by Snell, seconded by Nolan, to approve the request of the McHenry Lion's Club and grant permission to hold a carnival on Amusement June 10 - June 14, 1987 on the Green Street parking lot and to waive all Licenses required fees. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Bolger, seconded by Serritella, to accept the December Treasurer's Report as presented. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Bolger, seconded by Snell, to accept the December Clerk's Report as presented. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Wednesday, January 21 , 1987 page 4 Mayor Busse announced that two long time residents of McHenry, Phillip Thennes and Lena Herdrich, were celebrating their 100th birthdays this year. He expressed congratulations to them, their families and relatives. Alderman Teta, Chairman of the Building and Zoning Committee, Bldg. & reported that they had discussed the requirement for brick and masonry on Zng.- condo units during a Building and Zoning Committee meeting. It was the Misc. Committee'srecommendation to have Attorney Narusis draft an ordinance amending the building code to state that "1 - 4 residential condo units should not be required to have 75 percent brick and masonry construction." Motion by Nolan, seconded by Teta, to reimburse tuition and Employees mileage to Gary Gough, Jon Schmitt and Mike Reid for successful attend- ance at College Courses for water certification programs. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Bond Motion by Smith, seconded by Teta, to authorize and approve pay - Payments ment of the following bonds: 1982 GO Bond - Principal $15,000, Interest $8,925, Bank Fee $25 for a total of $23,950 and 1982 Special Service Area No. 1 Bonds - Principal $40,000, Interest $32,520, Bank Fees $25 for a total of $72,540. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Sesqui- It was a consensus of opinion that the 1986 used Sesqui- centennial centennial banners be sold to the general public at a cost of $5.00 each. Motion by Snell, seconded by Teta, to go into executive session Executive at 9:05 P.M. for the purpose of discussing personnel. Session Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Smith, seconded by Snell, to go back into open session at 9:40 P.M. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Employees Motion by Smith, seconded by Teta, to grant a $500 pay increase to Fred Batt based on his fine performance with the pay to be in equal payments and spread over the remaining regular fiscal year payroll period up until April 30, 1987. Voting Aye: Bolger, Lieder, Nolan Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Smith, seconded by Snell, to adjourn.
