The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, January 20, 1988 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella. Absent: Teta. City Council staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Meeting Director Merkel, Chief Joyce. Attendance Motion by Nolan, seconded by Patterson, to accept the minutes of the January 13, 1988 Regular Meeting as presented with one addition. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Mayor Busse presented a framed resolution to Evelyn and Frank Ficek recognizing the name change of the Polish Legion of American Veterans, US Liberty Post No. 188 to Liberty - PFC Richard Roclawski Memorial Post No. 188. PFC Roclawski was a brother to Mrs. Ficek. She expressed appreciation to the Mayor and City Council for their thoughtfulness in presenting the framed resolution to her and her family. Attorney Bob DiLeonardi and Land Planner Allen Kracower gave a concept presentation for annexation and development of the 475 acre John Fritsch Farm located on the southeast corner of Bull Valley and Crystal Lake Roads. Their initial presentation proposed approximately 350 acres for residential development, 46 acres for commercial development and 79 acres for industrial development. Following the presentation it was the consensus of the Council that the developers should proceed with the regular annexation routine of appearing before the Plan Commission and the Zoning Board of Appeals before coming to the Council for final annexation and zoning approval. Mr. Kracower told the Council that the project would probably be a five Annexations to ten year project with development to begin in two or three years. Discussion was held on the J.B. and Clara Subdivision Recapture Agreement between Tyshenko and the City of McHenry. Motion by Patterson, seconded by Smith, to change the interest Recapture rate on page 3, paragraph 5, from 12 1/2 percent to 9 percent per annum. Agreements Voting Aye: Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: Bolger. Absent: Teta. Motion carried. Motion by Smith, seconded by Patterson, to authorize the Mayor and City Clerk to enter into a Sewer Line Recapture Agreement with J.B. Clara Subdivision as amended with an interest rate of 9 percent per annum from January 20, 1988 to and including ten years from date of December Recapture 20, 1997 or the date of payment of the recapture fee, whichever shall Agreements first occur. Voting Aye: Nolan, Lieder, McClatchey, Smith, Patterson, Serritella. Voting Nay: Bolger. Absent: Teta. Motion carried. Motion by Bolger, seconded by Serritella, to enter into an engineering services agreement with Baxter & Woodman for development of a master plan to guide the planning of water, sanitary sewer and storm drainage facilities to meet the future needs of McHenry at a cost not to Agreements exceed $37,500. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Lieder, seconded 1987 Treasurer's Report as presented. McClatchey, Nolan, Patterson, Smith Wednesday, January 20, 1988 Page 4 Proclamations Mayor Busse proclaimed the week of February 7 - 13 , 1988 as Community College Week in Illinois. The purpose of this proclamation was to promote greater public awareness of McHenry County College and its many educational services. Motion by Lieder, seconded by Nolan, to concur with the recommendation of the Finance Committee and authorize the expenditure of Insurance $500 to the McHenry County Municipal Risk Management Steering Committee for the purpose of investigating the possibility of establishing a Risk Management Program for cities in McHenry County under the direction of the Arthur J. Gallagher Insurance Company. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Lieder, seconded by McClatchey, to concur with the Purchases- recommendation of the Finance Committee and authorize the purchase of an Police Dept. A.B. Dick Copier from Century Business Systems at a cost of $4,495. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by McClatchey, seconded by Patterson, to concur with the recommendation of the Personnel Committee and approve the job description for a receptionist for the Public Works Department at a Grade 1 as presented. Employees Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Lieder, seconded by Smith, to accept the low bid of Sewer Line William Zeigler & Sons of Round Lake for replacement of the John Street Repairs & Sewer at a cost of $111,405 as recommended by Baxter & Woodman. Extensions Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Bolger, seconded by Nolan, to reject all bids received 3id Opening for a salt storage building and to authorize the Superintendent to re -bid that project. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Bid Opening Motion by Lieder, seconded by Serritella, to accept the low bid of Economy Excavating Company of Freeport, Illinois in the amount of Street $89,975.03 for construction of an access road to the proposed South Extensions Wastewater Treatment Plant as recommended by Baxter & Woodman with the UT access road project to be paid from the Motor Fuel Tax Fund. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Lieder, seconded by Smith, to reimburse tuition Employees charges in the amount of $81 each to Jon M. Schmitt and Michael Reid of the Water Department for successful completion of courses at certified water works operation classes. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith Serritella. Voting Nay: None. Absent: Teta. Motion carried.
