WEDNESDAY, JANUARY 18, 1989 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, January 18, 1989 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Nolan,
Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None.
City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin,
Park Director Merkel, Chief Joyce, Finance and Personnel Administrator
Vitas, Director of Development Greenwood.
Motion by McClatchey, seconded by Nolan, to accept the minutes
of the January 11, 1989 Regular Meeting as presented with one correction.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by McClatchey, seconded by Nolan, to approve the request
of Tim and Karen Winsett for an Unlimited Number of Mechanical Amusement
Devices license for a Family Recreation Center located at 3442 W. Elm
Street with the license to be issued for a one year period of time.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson.
Voting Nay: Serritella.
Absent: None.

The Winsett's were instructed to make application for a Zoning Zoning
Board of Appeals Hearing to obtain a conditional use for the building at Matters
3442 W. Elm Street to be used as a Family Recreation Center.
Discussion was held on whether or not the City wished to oppose
a reclassification request before the McHenry County Zoning Board of
Appeals involving a change from A-1 Agriculture District to B-3 General
Business District. The property was located on the south side of Bull
Valley Road approximately 300 feet east of the intersection of Bull
Valley and Crystal Lake Roads containing approximatey 18.85 acres. The
petitioners, Phillip Hoffstetter, Bill and Monica Jepsen and Tim Wirfs
were present at the meeting along with their attorney, Sam Diamond.
Motion by Lieder, seconded by Teta, to instruct City Attorney
Narusis to oppose the above mentioned petition on behalf of the City of
McHenry before the McHenry County Zoning Board of Appeals and to
recommend that the petitioners withdraw their petition at the County
level.

Voting Nay: Bolger, Nolan, Smith, McClatchey, Serritella.

Policy as presented. Policies
Following discussion motion was withdrawn.
Motion by Teta to adopt the smoking policy as presented by
Alderman Teta. Motion failed for lack of a second.
Motion by McClatchey to adopt the smoking policy as presented.
Motion failed for lack of a second.
Mayor Busse was authorized to work with the Employees and
encourage them not to smoke in City Hall Offices.
Mayor Busse called for a recess at 10:07 P.M. The meeting
reconvened at 10:17 P.M. with everyone still in attendance.
Motion by Bolger, seconded by Patterson, to authorize and approve
final payment to William Zeigler & Son in the amount of $28,692.47 for the
John Street Sewer Replacement Project as recommended by Baxter & Woodman.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.

South partial payment to William Zeigler & Son in the amount of $159,140.00 as
payment on the South Wastewater Treatment Plant Project as recommended by
Baxter & Woodman.

Comprehensive Motion by Lieder, seconded by Nolan, to schedule a Special
Plan Meeting on Monday, February 13, 1989 at 7:30 P.M. for the purpose of
discussing the Comprehensive Plan Update with John Gann.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.

Chamber Motion by Bolger, seconded by Nolan, to approve the expenditure
of Commerce of $2,000 for street banners in cooperation with a Chamber of Commerce
program with payment to be made in the next fiscal year.
