Monday, January 18, 1982
The Regular Meeting of the City Council was called to order by
Mayor Stanek on Monday, January 18, 1982 at 8 P.M. At roll call the follow-
ing aldermen were present: Pepping, Nolan, Harker, Datz, Wieser, Smith,
Serritella, Meurer. The following members of the City staff were also
present: Supt. Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli,
and Park Director Merkel.
Motion by Nolan, seconded by Serritella, to accept the minutes
of the January 4, 1982 Regular Meeting as presented.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Meurer,
Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Harker, seconded by Pepping, to enter into a contract
with Hampton, Lenzini & Renwick, for Phase III engineering services on
the Meadow Lane FADS project in an amount not to exceed $53,812.12 and to
authorize the mayor and clerk to sign necessary papers, also to authorize
the mayor to send a letter to the Illinois Department of Transportation
authorizing it to accept the low bid on the Meadow Lane FAUS project when
bids are opened February 10, 1982 in Springfield, thereby saving three
weeks in notification and authorization exchange time.

Motion by Meurer, seconded by Serritella, to pass a resolution
authorizing allocation of Motor Fuel Tax Funds to pay for Phase III
engineering on Meadow Lane FAUS project in the amount of $53,812.12.
Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith,
Meurer, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Jeff Ladd, attorney for McHenry Hospital, addressed the Council
and gave an update on construction and funding plans for the new hospital.
He asked that a commitment be given by the city to the hospital board
as to the costs and location of sewer and water lines which could pro-
vide service to the new hospital site on Bull Valley Road. He explained
that a commitment was needed by April 15, 1982 in order to allow the
hospital to proceed with the financing of the project. The Utilities
and Finance Committees of the city were instructed to meet with the
Utilities Committee of the hospital in order to determine the best route
for the sewer and water lines. Allaldermen will be notified when this
combined Committee Meeting will be held.
Frederick Slack of CIC Industries, a firm just outside the
city limits, asked if the Council would consider giving him a Letter of
Intent and authorize the issuance of Industrial Revenue Bonds so that
he can expand his business by constructing a building at a cost of
approximately $400,000.00. Following discussion, he was asked to submit
his request in writing and it would then be presented to the Building and
- Zoning Committee for consideration and recommendation.

Motion by Wieser, seconded by Nolan, to accept the recommendation
Ordinance of the License Committee and pass an ordinance amending the disposal
rate charges by increasing the rates 60 cents per month effective Febru-
Garbage ary 1, 1982, as requested by McHenry -Woodstock Disposal Company.

Motion by Wieser, seconded by Nolan, to accept the recommendation
Ordinance of the License Committee and pass an ordinance amending the number of
taxicab licenses allowed in the city from two to three and to issue the
Taxi cab licenses to the following McHenry companies for the 1982 calendar year
License upon payment of proper fees and compliance with all regulations of the
ordinance by February 1, 1982: McHenry Cab Company, Shirley Wickstrom,
owner, 1801 Indian Ridge, J & T Cab Company, John D. and Terry L. Bailey,
owners, 5305 W. Fountain Lane; and Jim's Taxi Company, James Stoffel,
owner, 3908 W. Oak Drive.
Voting Aye: Pepping, Nolan, Datz, Harker, Smith, Wieser, Meurer,
Serritella.
Voting Nay: None.
Absent: None.
Motion Carried.
Motion by Wieser, seconded by Nolan, to accept the recommendation
of the License Committee and grant approval for a March of Dimes Walk -A -
Tag Days Thon for Saturday, April 24, 1982.

Serritella.

Absent: None.
Motion carried.
Motion by Meurer, seconded by Serritella, to accept the recommen-
Police dation of the Purchasing Committee to purchase and install county scanners
Purchase in the new squad cars at an approximate cost of $900 each for six squad
cars.
Voting Aye: Pepping, Nolan, Datz, Harker, Smith, Wieser, Meurer,
Serritella.

Motion carried.
Motion by Meurer, seconded by Serritella, to authorize and approve
FAU payment to Hampton, Lenzini and Renwick for the final payment on Phase II
Engineering for the Meadow Lane FAUS project in the amount of $11,251.21.

Park Motion by Smith, seconded by Wieser, to authorize the issuance of a
Permits Park Beer Permit as requested by David M. Welter for the 1976 Marian Central
(Beer) High School Reunion on June 20, 1982 at Petersen Park.
Voting Aye: Pepping, Nolan, Datz, Harker, Smith, Wieser, Meurer,
Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Park Permits A request by the Polish Legion of American Veterans for a Park Beer
(Beer) permit was tabled until further information could be obtained.
Motion by Datz, seconded by Meurer, to schedule a Special Meeting
Special on Thursday,February 11 1982 at 7:30 P.M. for the Y � purpose of revising
Meeting the Subdivision Control Ordinance.
Voting Aye: Pepping, Nolan, Datz, Harker, Smith, Wieser, Meurer,
Serritella.
